Blue Envelope Program

The Blue Envelope Program enhances communication and fosters safer, more positive interactions between police officers and individuals with autism or other communication or cognitive challenges. The program helps officers recognize and respond appropriately to a person’s support needs during an encounter.

How Does the Program Work?

Participants receive a blue envelope that can be presented during any interaction with a Downers Grove police officer. The envelope serves as both a quick form of identification and a clear visual cue for officers, helping reduce misunderstandings and anxiety.

Each envelope can hold important documents such as:

Driver’s license or ID
Vehicle registration and proof of insurance
Emergency contacts or designated support person information
Communication instructions (preferred interaction style, language needs, or other support notes)

The program also provides guidance to officers on how to communicate respectfully and effectively. Although designed mainly for traffic stops, the envelope may be used in any interaction with a Downers Grove officer.

Program Details

Voluntary and Free: No registration or proof of diagnosis is required.
Who Can Participate: Anyone with autism or other communication or cognitive challenges who lives, works, or often spends time in Downers Grove.
Purpose: Encourage proactive communication and mutual understanding with law enforcement.

How to Participate

Pick up a blue envelope at the Downers Grove Police Department or Village Hall at 850 Curtiss St.
Complete any relevant fields on the envelope.
Place copies of your driver’s license, registration, and insurance inside.
Keep it accessible to present during any police encounter.

Please note: The envelope does not exempt participants from law enforcement action or safety protocols. This program is specific to Downers Grove and officers in other areas may not recognize it.
