Fairview Focus Area
The Village is taking steps to enhance the area surrounding Fairview Avenue and the Fairview Train Station, following recommendations outlined in the 2017 Comprehensive Plan.
The plan intends to create a distinct identity for the neighborhood, improve all modes of transportation, and foster mixed-use developments that provide goods and services for nearby residents and visitors.
The Village will take several actions to bring the plan for Fairview to reality. Like the successful revitalization of Downtown Downers Grove, efforts will take place over many years, perhaps a few decades.
This MAP shows the location/boundaries of the plan area.
ACTION PLAN
The following actions needed to implement the plan have been discussed by the Village Council and staff:
Rezone the area. This will allow the Village to enact regulations that will attract new development, facilitate renovations and retain current residential and business properties.
- APRIL 2025 The Village amended the Zoning Ordinance and rezoned approximately 125 properties.
Update the streetscape. Improve the functionality and visual appeal of public streets and sidewalks.
- APRIL 2025 The Village adopted the Guiding DG Streetscapes Plan . The plan identifies potential improvements to the area.
PROGRESS
Rezoning
This portion of the action plan took over a year to complete. In March 2024, the Village approved a regulatory framework, a document that includes the key concepts to be included in the zoning regulations and zoning districts for the area. The framework was reconfirmed by the Village in October 2024.
The rezoning process included two neighborhood meetings held in January 2025. A public hearing before the Plan Commission was held in March 2025.
The Village Council reviewed the proposed rezoning and zoning ordinance text amendments at their March 18, 2025 meeting (presentation) and adopted the rezoning and text amendments at their April 8, 2025 meeting.
Streetscape Improvements
The Village adopted the Streetscapes Plan on April 8, 2025, as part of the Guiding DG planning effort.
