Attainable Housing Study
Conducting an attainable housing study was identified as a Priority Action Item in the Village's Long Range Plan 2025-2027.
The study consists of analyzing the Downers Grove housing market to better understand housing costs, cost burden and housing availability in the Village.
The Village is undertaking this study in partnership with the Metropolitan Mayors Caucus ’ Homes for a Changing Region program. The program helps municipal leaders understand how well the housing needs and preferences of their residents and workforce are being met, and what strategies municipalities within the region have taken to address similar needs while preserving and enhancing the character of their community.
Kick-Off
Homes for a Changing Region presented housing market data for Downers Grove to the Planning and Zoning Commission on April 27, 2027, to facilitate the discussion of local housing challenges and opportunities.
Public Engagement
Community Survey
Those who live and work in Downers Grove can take part in the study by completing the Community Survey .
The survey is anonymous and takes about 10 minutes to complete. Questions ask about your housing needs and preferences, which options are in demand, and what changes could benefit the community.
The survey will be open through June 12, 2026.
Printed surveys are available at the Civic Center, 850 Curtiss St, Downers Grove, IL 60515. (Community Development window.)
Focus Groups and Expert Panel
- Focus group meetings will be held in May with local stakeholders such as realtors, employers, school district leaders and representatives of community organizations. These discussions will further explore housing needs and identify strategies to address them through the housing study.
- An expert panel consisting of staff or elected officials from peer communities, non-profit leaders, and other regional housing experts will discuss the community survey and other housing data.
Housing Action Plan Report
A report will be presented to the Village Council that:
- Summarizes key housing issues identified through data analysis and community engagement
- Recommends actionable strategies and specific next steps
- Provides regional best practices and guidance to implement
- Connects recommended actions with external funding resources
