1. Call to Order
Mayor Pro Tem David Olsen called the regular meeting of the Village Council of the Village of Downers Grove to order at 7:00 p.m. in the Council Chambers of the Downers Grove Village Hall.
Mayor Pro Tem Olsen said Mayor Tully is unable to attend tonight's meeting. In the absence of Mayor Tully, Commissioner Olsen served as Mayor Pro Tem.
Pledge of Allegiance to the Flag
Mayor Pro Tem Olsen led those present in the Pledge of Allegiance to the Flag.

The Council meeting is broadcast over the local FM radio station, WDGC. In addition, a tape recording and videotape of the meeting are being made using Village-owned equipment. The videotape of the meeting will be used for later rebroadcast of the Council meeting over the Village cable television Channel 6.
The Council will follow the rules of conduct for this meeting as provided in Sec. 2.5 of the Downers Grove Municipal Code. These offer the public the opportunity to comment at several points in the meeting. First, immediately following approval of the minutes of past meetings, an opportunity will be given for public comments and questions of a general nature. If a public hearing is scheduled for this meeting, an opportunity is given for public comments and questions related to the subject of the hearing. Finally, an opportunity is given for public comments and questions on items appearing on the Active Agenda and the First Reading.
The Mayor Pro Tem stated that at the appropriate time the presiding officers will ask if there are any comments from the public. Individuals wishing to speak, should raise their hand to be recognized and, after acknowledgment from the presiding officer, approach the microphone and state their name. Remarks should be limited to five minutes, and individuals are asked to refrain from making repetitive statements.
Mayor Pro Tem Olsen said there are agendas located on either side of the Council Chambers, and he invited the audience to pick up an agenda and follow the progress of the Council meeting.

ORD 2016-6758 - A. Ordinance: Amend Certain Traffic & Parking Provisions
Nan Newlon, Director, Public Works, said these are two items that were referred by the Transportation and Parking Commission (TAP). The proposed amendment on Warren Avenue at Linscott Avenue was brought up by Mayflower Tours, located at 1225 Warren Avenue, due to safety concerns the business is experiencing as a result of limited sight lines caused by on-street parking. She showed the area proposed to be changed from four-hour parking to no parking. This will result in the loss of six parking spaces. TAP voted unanimously to recommend this change.
The second request was initiated by a resident of the Springside Condominium Complex. She showed a slide of the area at the southwest corner of 63rd Street and Springside Avenue. Downers Grove South High School is east of the property and the current restrictions provide for no parking from 7:00 a.m. to 4:00 p.m. to deter student parking. The complex has limited parking and the existing restrictions limit resident parking during the day. TAP recommended a 'No Parking" restriction from 7:00 a.m. to 9:00 a.m. This would provide more parking for residents, deter student overflow parking and provide a fixed window for enforcement.
ORD 2016-6763 - B. Ordinance: Amend Ordinance #5412 and the Village of Downers Grove Budget for Fiscal Year 2015
Judy Buttny, Finance Director, said the proposed ordinance amends the 2015 budget. This amendment is needed because the Village refunded stormwater bonds in FY15 to capture $520,000 in present value savings resulting from favorable interest rates. The amount of the amendment to the Stormwater Fund is $2.3 million. An expense entry must be recorded showing paying off the old, higher interest rate bond and the revenue side shows an equal amount of proceeds taken in by the Village showing the new, lower interest rate bond. With respect to the General Fund, Ms. Buttny stated that expenses were under budgeted levels by $700,000. Revenues were greater than the budget by $840,000.
MOT 2016-6748 - C. Motion: Award a Contract for $2,118,646.00 to Geneva Construction Company, Aurora, IL, for 2016 Street Resurfacing Contract A
Ms. Newlon said this is to award a contract for the 2016 Street Resurfacing Contract A to Geneva Construction Company of Aurora, Illinois in the amount of $2,118,646.00. This contract is a component of the 2016 Roadway Maintenance Program. The scope of this contract includes resurfacing 30 street segments with a new layer of asphalt along with the repair of defective sections of pavement and concrete curb and gutter. This is the first contract for 2016 and represents a portion of the budgeted roadway maintenance work.
Ms. Newlon said three bids were received; Geneva Construction was the low bidder and has satisfactorily completed work for the Village in the past.

11. Council Member Reports
Commissioner Hosé said the Village is holding a paper shredding event at Village Hall on Saturday, April 16, 2016, from 8:00 a.m. to noon. It is free to Downers Grove residents and is offered in an effort to prevent identity theft. Residents are allowed either one paper bag or one banker's box filled with personal paperwork to be shredded.

Commissioner White moved to adjourn. Commissioner Waldack seconded the motion.
