Water Main Improvements

Project Summary

The project will consist of water main replacement at the following locations:


Meadowcrest Dr between Claremont Dr and Valley View Dr

60th Pl between Middaugh Ave and Brookbank Rd

Carpenter St between Blanchard St and 59th St

Saratoga Ave between Ogden Ave and 41st St


Work will also include patching of the existing roadway where the new water main will be installed, curb removal in select locations, and restoration.

LATEST UPDATE

November 7, 2025

  1. Final paving is complete on Saratoga Ave, and final paving will take place on the remaining streets before the end of next week.
  2. Landscaping and sod restoration is underway and expected to be completed at all locations next week as well. Upon completion of those items, the contractor will complete any remaining site work and/or cleanup at all locations.

PAST UPDATES

October 31, 2025

  1. Level binder has been paved at all project locations. The contractor has begun replacing asphalt driveway aprons where necessary.
  2. Next week, the landscaping subcontractor plans to begin prep work for placement of sod. The contractor will also adjust frames and grates for all manholes and valve vaults in the road in preparation for final paving.
  3. For landscaping, the contractor will excavate to a depth of 4 inches and place topsoil. Then, sod will be laid after the final paved surface is installed. Once all this work is done, the contractor will perform miscellaneous site work and cleanup to close out the project.




October 24, 2025

  1. Concrete restoration is complete at all project locations. The contractor plans to be finished patching the water main trenches with asphalt at all locations by EOD 10/24.
  2. Next week, the contractor will pave a layer of leveling binder before paving the final roadway surface.
  3. The contractor also plans to have all lead water service lines completed by EOD 10/27.
  4. Sod restoration/landscaping will likely begin taking place next week or the week after.




October 17, 2025

  1. Concrete restoration is underway on all streets, and should be complete on 60th, Carpenter, and Meadowcrest by end of day Friday, 10/17. Some concrete work will be outstanding on Saratoga Ave.
  2. Next week, the contractor plans to begin paving operations. First, the entire street will be milled 3 inches. Next, the water main trench will be patched with asphalt and a layer of binder course will be laid. Lastly, the final surface will be laid.




October 10, 2025

  1. All underground work has been completed, save for the aforementioned lead service lines on Carpenter St.
  2. Concrete maintenance and restoration work is expected to begin sometime next week.
  3. If sidewalk or curb is to be replaced across a resident's driveway apron, the resident will be notified 24 hours in advance that access to his or her driveway will be restricted for roughly 7-10 days after the work takes place to allow for adequate curing of the concrete.




October 3, 2025

  1. All underground work has been completed on 60th Pl and Meadowcrest Dr.
  2. Completion of the lead service lines on Carpenter St is still pending; the contractor is in the process of enlisting a boring company to complete that work. The Village and the contractor will work with those residents to schedule that work ASAP.
  3. The contractor plans to finish all underground work on Saratoga Ave by EOD Friday, 10/3.
  4. Concrete restoration is expected to begin the week after next. In the meantime, the contractor will perform miscellaneous tasks and site cleanup next week.




September 26, 2025

  1. All water services on Carpenter St. have been switched over to the new main. For those residences with lead services, a boring contractor will install the remainder of the services at a later date.
  2. Next week, the contractor plans to make final service connections on Meadowcrest and begin making service connections on Saratoga Ave.
  3. Underground work is expected to be finished, and concrete restoration is expected to begin sometime in the next couple of weeks.




September 19, 2025

  1. Next week, the contractor will continue to install water services on Carpenter St.
  2. Early next week, they also plan to tie the new main into the existing water main on Valley View Dr. and disconnect the existing main at Meadowcrest and Claremont. This will necessitate a temporary shutdown for both tasks. Residents in the affected area will be notified via door hanger no later than Friday, 9/19.
  3. The contractor pressure tested the new main on Thursday, 9/18, on Saratoga Ave and will chlorinate the main over the weekend.
  4. They will perform miscellaneous tasks next week, such as compaction and cleanup, before tying the new main in at Ogden Ave sometime late next week.




September 12, 2025

  1. Water main has been installed on Meadowcrest Dr, and was pressure tested earlier this week. The main will then be chlorinated.
  2. The contractor has mobilized to Saratoga Ave and has installed mainline water main between 41st St and Ogden Ave.
  3. Early next week, the contractor will double back on Saratoga and install hydrants, storm sewer, and additional valve vaults in the middle of the block. After that, the water main will be pressure tested and chlorinated.
  4. The contractor has also been installing new water service connections this week on 60th Pl. Early next week, they plan to disconnect the existing water main on 60th Pl and activate the newly installed main.




September 5, 2025

  1. Water main has been installed on Carpenter St, and was pressure tested earlier this week. The main will then be chlorinated.
  2. The contractor has mobilized to Meadowcrest Dr to install water main and storm sewer.
  3. A subcontractor has also mobilized to Saratoga Ave.
  4. In the coming days and weeks, services will be installed on 60th, Carpenter, and Meadowcrest, storm sewer will be installed on Meadowcrest, and mainline water main will be installed on Saratoga.
  5. Residents can expect temporary loss of water while water services are being replaced.




August 29, 2025

  1. Storm sewer installation on 60th Pl is complete.
  2. Water main work is to continue on Carpenter into early next week. The contractor then plans to fall back to 60th Pl and begin installing new water services.
  3. The contractor also plans to begin work on Saratoga at the 41st Street intersection mid to late next week.


August 22, 2025

  1. The new water main has been installed on 60th Pl, pressure tested, and chlorinated. The contractor has tied into the existing main at 59th and Carpenter and augured water main and casing pipe under the St Joseph's Creek crossing.
  2. Next week, the contractor plans to install new water main along the length of Carpenter St. While water main is being installed, residents on the west side of Carpenter may expect access to their driveways to be temporarily restricted. Residents will be notified to vacate their driveways beforehand, and access will be restored to all driveways by the end of the workday. All driveway aprons disturbed by the construction of the water main will be replaced at the Village's cost at a later date.
  3. At 60th Pl, storm sewer work will begin next week. While the sewer is being installed, residents on the north side of 60th Pl may expect access to their driveways to be temporarily restricted. Residents will be notified to vacate their driveways beforehand, and access will be restored to all driveways by the end of the workday.
  4. The contractor currently aims to begin work on Saratoga Ave the week of 9/1.




August 15, 2025

  1. The contractor plans to finish laying the new water main on 60th Pl by early next week.
  2. Tuesday, the contractor plans to dig auger pits on either side of Saint Joseph's Creek on Carpenter St, and on Wednesday, they plan to make a new connection at 59th and Carpenter.
  3. Residents in the vicinity of that intersection may expect temporary loss of water service while that connection is being made. Door hanger notices will be distributed to provide 24 hours notice before the shutdown.




August 8, 2025

  1. Construction is underway at 60th Pl. The contractor plans to install water main along the length of 60th Pl before connecting into the existing mains on Middaugh Ave and Brookbank Rd.
  2. To connect into the existing mains, residents in and around the project area can expect water service to be temporarily shut down, on Tuesday next week. Residents will be notified at least 24 hours in advance via door hanger notices.
  3. While water main is being installed, residents on the south side of 60th Pl may expect access to their driveways to be temporarily restricted. Residents will be notified to vacate their driveways beforehand, and access will be restored to all driveways by the end of the workday.




August 1, 2025

The contractor plans to prune tree roots where necessary on Monday next week at all project locations, as well as deliver pipe and other materials to 60th Pl. On Tuesday, they plan to install tree protection fence. Later next week, they plan to install traffic control signage, as well as perform other general preparation for the underground work.



July 25, 2025

The contractor plans to start mobilizing equipment and materials the week of 7/28. The following week, they plan to prune tree roots in preparation for the water main work and install tree protection fence.



July 11, 2025

The preconstruction meeting was held with the contractor on 7/9, and a Notice to Proceed was issued to them. Below are the approximate dates on which the contractor plans to start work at each location:

• Carpenter St: 8/4

• 60th Pl: 9/2

• Meadow Crest: 9/15

• Saratoga: 9/29

These dates are tentative and weather-dependent. Construction notices will be provided to residents at each location at least two weeks prior to the start of work at each location.



June 27, 2025

  1. A preconstruction meeting has been scheduled with the contractor, after which the contractor will be advised to proceed with construction at their earliest convenience.
  2. Construction is still expected to begin sometime in August. Notice will be provided to residents at least two weeks prior to the start of construction.




June 20, 2025

The contract was approved by the Village Council on 6/17 and has been awarded to a contractor.



June 13, 2025

Construction is now expected to begin in August. Door hanger notices will be provided to residents at least two weeks prior to the start of construction.



May 30, 2025

IEPA has approved the loan funding for the project. This project is to be fully funded by the loan. The project is expected to go before Council for a first read on Tuesday, 6/10, and for a second read for final approval on Tuesday, 6/17. Construction is expected to begin in late June or early July.



March 28, 2025

The bid package from the low bidder was sent to IEPA for review and approval. Construction is expected to begin in late June or early July.



March 14, 2025

  1. Bids were opened on 3/7/25. Because the project is to be funded by the State, the contract is sent to IEPA for review and approval.
  2. The project is expected to go before the Village Council for approval on 6/3/25, and construction is expected to begin in late June or early July.


February 28, 2025

The project was advertised on Tuesday, 1/21. A pre-bid meeting was held on Wednesday, 2/12. Bids are due on Friday, 3/7. Construction is expected to begin in late June or early July.



February 21, 2025

  1. Construction of this project is to be financed by the Drinking Water State Revolving Fund (SRF). The SRF program is administered by the Illinois Environmental Protection Agency and receives a portion of its money to fund these types of projects from the U.S. Environmental Protection Agency.
  2. Once complete, it will improve the reliability, efficiency, and resilience of the municipal water distribution system. SRF programs operate in each state to provide communities the resources necessary to build, maintain, and improve the infrastructure that protects one of our most valuable resources: water.
