Civic Center Project
The Village is constructing a combined Civic Center facility, which will be the new home of Village Hall, the Police Department and the administrative offices of Downers Grove Grade School District 58.
Located on the west side of the current Civic Center property, this combined facility will provide modern work spaces that will allow for efficient and effective interactions between employees and with customers. Plans also include shared spaces for a variety of public meetings and community activities, including a multi-purpose Council Chambers.
Project Updates
September 26, 2024
- Administrative staff of Downers Grove Grade School District 58 are moving in over the next few days.
- Work on the site of the old Village Hall and Police Department is progressing. Additional parking and the Blackburn Civic Rights Plaza should be completed in November.
October 2023
- Construction of the new telecommunications tower to replace the existing 40 year old tower is underway on the Civic Center site.
- Starting Monday, October 9, 2023,the Washington Street railroad crossing will be closed in conjunction with the ongoing construction of the Civic Center. The crossing is expected to reopen the week of October 23.
Project Vision
This is an animated walk-through of what the completed project will look like.
Exterior features will include public plazas, pedestrian walkways and native landscaping. Visitor parking will be onsite, as well as areas designated for employees and official Village vehicles.
The proposed plan for the Washington Street intersection will eliminate the eastern leg of the intersection, streamlining the traffic flow and improving pedestrian walkways. A variety of environmentally sustainable features are proposed for the new building.
With a total project budget of $60 million, the new facility is expected to be substantially complete by early 2024. Proceeds from the sale of a portion of the Village property and the resulting property tax revenues will assist in the Village's efforts of paying for the project through a proposed Tax Increment Financing District.
Environmentally Sustainable Features
In addition to the sustainable features of the Civic Center Project as required by existing building codes, the new facility and associated site improvements include the following enhanced environmentally sustainable features, as directed by the Village Council during the January 11 and March 8, 2022 meetings:
- Stormwater Enhancements to reduce stormwater runoff and stormwater pollution:
- Green Roof - Installed on approximately 10% of roof areas to reduce stormwater runoff
- Permeable Pavers - Installed in 100% of parking surfaces to reduce stormwater runoff
- Bioswales and Rain Gardens - Installed on approximately 80% of landscaped areas to reduce stormwater pollution
- Water Use Reduction - approximately 20% more efficient than baseline
- Efficient plumbing fixtures throughout
- Native plantings throughout to reduce irrigation needs and enhance habitat for pollination and native insects
- Rainwater Harvesting for Irrigation Systems - includes installation of two underground cisterns to reduce stormwater runoff and use of potable water for irrigation
- Increased Energy Performance - approximately 30% more energy efficient than existing buildings
- Enhanced Exterior Building Envelope - insulation, sunshades, glare control, etc.
- Mechanical System Enhancements - heat recovery
- Renewable Energy:
- Photovoltaic (PV) Panels - located on new facility roof and secure parking lot carport to offset approximately 20 to 25% of electrical load
