Utility Bill
Customers receive a utility bill from the Village every two months. Bills are generated for the north side of town every odd month and the south side of town every even month.
Fees assessed include water usage and a stormwater utility fee.
MOVING IN/OUT OF DOWNERS GROVE?
Please complete a Utility Account Change Request form. This authorizes service to be established or discontinued.
All new accounts are charged a $100 deposit on their first bill. This amount will be refunded when the account is closed and the final bill is paid.
PAPERLESS BILLING
Customers may opt to receive their utility bill via email, only.
Please complete the E-Utility Bill Authorization Form .

Payment will automatically be deducted from your checking or savings account on the billing due date.

What is the current water rate and fixed-charge?

Water fees are expressed as both a unit rate and a fixed charge,
Figures expressed are as of July 1, 2023
Unit Rate: One unit equals approximately 750 gallons of water.
- Properties within Village limit: $6.82/unit
- Unincorporated properties: $7.81/unit
Fixed Charge: Accounts are assessed a bi-monthly fixed charge based on the property's meter size, as follows:
- 5/8" $16.30 Most single-family homes are this size.
- 1" $24.46
- 1 1/2" $81.55
- 2" $130.46
Similar rates apply for meters of 3", 4", 6" and 10".
How is the stormwater utility fee calculated?

The stormwater fee is based on the total square footage of impervious area on each property/parcel.
Fees are expressed in Equivalent Runoff Units (ERU) . One ERU is equal to 3,300 square feet of impervious area, which is the average for a single family residential property in the Village.
What is the stormwater utility fee?

Downers Grove has had a stormwater utility since 2013. In this model, stormwater management costs are shifted from the property tax levy to a separate stormwater fund. The stormwater fee covers the cost of future capital projects, debt service related to those projects, as well as operational and maintenance costs.
All property owners in Downers Grove are charged a monthly stormwater fee. [The fee does not apply to unincorporated Downers Grove parcels or tax-exempt organizations.]
Revenues generated by the fee will be allocated to the maintenance and operating costs of the stormwater infrastructure system, which consists of:
- Approximately 7,000 drainage structures
- 315 stormwater detention facilities
- 130 miles of storm sewer pipes
- 12 miles of streams
- 140 miles of roadway ditches
- 47,000 feet of culverts.
What are the current stormwater fees?

Single Family Residential
Single Family Residential parcels are charged based on a tiered system:
- Tier 1 ( 1 - 2,500 s.f. of impervious area) = 0.75 ERU = $11.95
- Tier 2 (2,501 - 4,000 s.f. of impervious area) = 1.00 ERU = $15.93
- Tier 3 (4,001 - 7,000 s.f. of impervious area) = 1.50 ERU = $23.90
Non-Single Family Residential
Non-Single Family Residential parcels and Residential Parcels with greater than 7,000 s.f. of impervious area are charged based on the actual amount of impervious area, measured in ERUs, rounded to the next whole ERU.
Per ERU (3,300 s.f. ) = $15.93
Vacant (unimproved) Parcels
Vacant parcels are charged 0.3 ERUs.
0.3 ERU = $4.78
When will I incur a late payment fee?

- Accounts are assessed a late fee equal to 10% of the total amount due if payment is not received by the due date.
- Reminder notices are mailed to late accounts the day after the due date, indicating the payment due, plus the late fee.
What is the shut-off policy?

- Customers who receive a shut-off notice must pay the total, with late fees, by 8:00 a.m. on the Monday prior to the Tuesday shut-off date.
- If payment is not received, water will be turned off. Service will not be resumed until the full amount, plus late fees and an administrative fee, have been paid in full.
What is considered an impervious surface?

An impervious surface is any area on a parcel/property which prevents or significantly impedes the infiltration of stormwater into the soil. Examples of impervious surfaces include:
- Parking lots
- Roofs
- Driveways
- Patios
- Decks
- Swimming pools
- Gravel and stone areas
