Village Stormwater Efforts Strengthen Flood Insurance Rating

The Federal Emergency Management Association (FEMA) has upgraded the Village's rating under the National Flood Insurance Program Community Rating System to CRS Class 5.

The Federal Emergency Management Association (FEMA) has upgraded the Village's rating under the National Flood Insurance Program Community Rating System to CRS Class 5. 

The Community Rating System (CRS) is a voluntary incentive program that recognizes and encourages community floodplain management practices that exceed the minimum requirements of the National Flood Insurance Program (NFIP).

Downers Grove has been active in the CRS program since 1991 and is one of only 69 communities in Illinois that participate.


The Village’s CRS rating was increased thanks to activities such as: 

  • One-on-one visits with property owners to discuss stormwater issues.
  • Financial assistance for stormwater improvements under the Stormwater Cost-Share Program.
  • Preserving open space in local floodplains.
  • Outreach projects.
  • Local flood studies and higher regulatory standards.


As a result of the Village’s commitment to stormwater and floodplain management and the CRS Class 5 rating, Downers Grove property owners qualify for a 25% discount on National Flood Insurance Program (NFIP) premiums. 


How do I get flood insurance through NFIP?

Most standard homeowners and commercial property insurance policies do not cover flood losses. 

Ask your insurance agent if they provide NFIP flood insurance or visit www.floodsmart.gov to find a flood insurance provider.
