1. Call to Order 

Mayor Barnett called to order the Village Council meeting at 7:00 p.m. and led those in the room in the Pledge of Allegiance to the Flag. He explained the protocol for the meeting and the guidelines to submit public comment.

Mayor Barnett stated that this was something that had not been updated for in excess of a decade. Further stating that    there were various Village policies that allowed certain expenditures with Council approval and others without.  The  Mayor said in the current economy, especially with the increase in costs, this allowed the Village to operate without  interruption.  He concluded by stating that he was glad this change was in place. 

 

ORD 2022-9743  -  D. Ordinance: Repealing Chapter 8, Article 5 of the Municipal Code Concerning Raffles

Summary: This ordinance repeals Chapter 8, Article 5 of the Municipal Code concerning raffles.

6. First Reading

There was no First Reading Agenda.

7. Manager's Report

Village Manager Dave Fieldman thanked the Mayor and Council for providing great policy direction over the past  year. He also thanked the Village staff for their contributions throughout the year and for always operating in the  most professional way while serving Village residents.  Manager Fieldman stated that the Village Annual Report  was going to be presented in February

Mayor Barnett thanked Manager Fieldman and the Village staff for their hard work.  He said it was a good year  and that was due to the hard work of all Village departments.    

Deputy Village Manager Mike Baker played a video that showed the current progress made on the Civic Center  Project. 

Mayor Barnett reminded all that this project was a big deal for the community and that it had taken the better part  of two decades to accomplish.  He said they were trying to keep people apprised, while building some history along  the way with the videos; further stating they would be fun to put together at the very end.  The Mayor thanked the  Village Communications team for their efforts in putting them together, as they would be a wonderful archive.

10. Council Member Reports

Commissioner Kulovavy thanked his colleagues and said it had been a pleasure to serve with them over the past year.     He said it had been a tough year, but everyone on the dais served their community with dedication and effort.  He  further stated that even if his colleagues disagreed, they acted in a way that was best for the Village. He thanked and  congratulated staff for their work and said that Village staff was always striving to be excellent.  Excellence was  representative of the way the organization operated as a whole. The Commissioner stated that Village constituents  and residents should feel proud of that.  He wished all a Merry Christmas and a happy New Year.  

Commissioner Sadowski-Fugitt wished everyone the happiest of all of the holidays and a happy New Year.  She  asked everyone to stay safe and hoped that everyone would be with their loved ones, even with the expected snow  storm.  

Commissioner Gilmartin thanked Village management, Village staff and his colleagues.  He wished all a happy  holiday and thanked first responders for their efforts and for keeping the Village residents safe and healthy -  especially on days when everyone else was off.  The Commissioner said he was the son of a police officer, so he  knew the commitment and sacrifice it took to be a first responder.  He also gave thanks to the Village snow removal  team and wished all of the residents the happiest of holidays and a happy New Year.  Commissioner Gilmartin said  he hoped this time of year provided everyone with peace, tranquility and good times with the ones they loved.

Commissioner Hosé thanked his colleagues and Village staff for a great year and said that there was no other  community that did things better than Downers Grove.  He wished everyone the safest, healthiest and happiest of  holidays and a happy New Year. 

Mayor Barnett said on behalf of his family, the Village Council and the Village of Downers Grove, he wished    everyone that celebrated Christmas, a Merry Christmas.  He spoke of people loving where they live and the hashtag  he often used #loveDG, further stated that love conquered all and by putting each other - and the love for our  community first - we could create a better tomorrow than yesterday.  The Mayor cited a couple of quotes by Martin  Luther King Jr.: "Hate is too great a burden to bear, I've decided to love" and "I'm concerned about a better world.   I'm concerned about justice.  I'm concerned about brotherhood and sisterhood.  I'm concerned about the truth."  Mayor Barnett said that Martin Luther King Jr. also reminded everyone that people cannot murder hate.  The Mayor  said that love did not guarantee agreement or that every moment was enjoyed, but rather putting love first helped  people to find ways to build and grow with each other.  He said for those concerned with truth, justice, a better world and  banishing hate, love should be put first.  He said whether one celebrated Christmas, Hanukkah, or Kwanzaa, they  should choose to focus on love first to bring smiles to faces and made everyone's life better as we enter the  new year.  The Mayor said there was much to be thankful for as a community.  From his perspective, the list  started with his colleagues, the Village team and each and every person watching the meeting.  Mayor Barnett  concluded by wishing all a Merry Christmas and a Happy New Year.
