Mayor Barnett called to order the Village Council meeting at 7:00 p.m. and led those in the room in the Pledge of Allegiance to the Flag. He explained the protocol for the meeting and the guidelines to submit public comment.

8. First Reading

Village Manager, Dave Fieldman, introduced Judy Buttny, Finance Director to introduce the first 3 items on this portion of the agenda referred to as the Budget Implementation Items.

Mrs. Buttny spoke of the following three items for Council consideration related to the 2022 Budget:

  1. Increase to Water Rates - This is to align with the 2019 Water Rate Study to cover the total cost of owning, operating and maintaining the Village water system.  The study recommends the water revenues increase by 4.6% per year; the increase is budgeted to go into effect for bills received after July 1, 2022. 
  2. Increase to Stormwater Rates - This is to align with the 2012 Stormwater Study and the 2016 Stormwater Utility Report.  Fee is intended to cover operations and maintenance costs, in addition to future capital projects and debt service costs related to the projects. The increase is budgeted to go into effect January 1, 2022. 
  3. Funding our partner organizations, the Economic Development Corporation (EDC) in the amount of $430,000.00 and the Downtown Management Corporation (DMC) in the amount of $400,000.00 - Both funding amounts are consistent with budgets that were prepared and requested by our partner organizations.  In previous years the EDC was funded by receiving 50% of the Hotel Tax Revenue and the DMC by receiving all the proceeds of the property tax levy from Special Service Area #2.

Mrs. Buttny stated this is the time of year the Village reviews and tweaks its financial policies where necessary. 

The following 2 items on the First Read portion of the agenda relate to the Village Investment Policy and the OPEB Trust Investment Policy.  The Illinois Sustainable Investment Act recommends public agencies develop, publish and implement sustainable investment policies to govern the management of public funds. The Village proposes to link new language for both policies stating that in evaluating investment decisions, sustainability factors will be considered by the Village within the bounds of financial and fiduciary prudence.   

The final item under First Reading involves a change to the Village's purchasing policy. The proposal is to increase the dollar limit for obtaining a bid or request for proposal (RFP) from $7,000 to $15,000.  Currently three written quotes are required for purchases between the amounts of $4,000 - $6,999 and will now change to purchases made between the amounts of $4,000-$14,999; many vendors do not respond to the Village's bid and RFP documents at the current dollar amounts, since they find the paperwork to be cumbersome.

Mayor and Council Questions/Comments

Commissioner Kulovany: Asked if there were any stormwater and water rate increases last year (2020).

Ms. Buttny: Stormwater was increased last year (2020) as it was implemented at the 1st of the year. However, water was not increased due to COVID.

Commissioner Kulovany: Asked if there was any financial impact on our ability to complete the projects we needed to do.

Mrs. Buttny: No, this just pushed us back a year.

Commissioner Kulovany: Referred to Item G of the First Read portion of the agenda; there is a graph that refers to "Council Workshop(s)" in a few areas.  He stated "Council Workshop(s)" no longer exist, so that language should be changed to "Village Council". 

Commission Kulovany: Asked Village Manager Fieldman if he feels as if $15,000 is the right dollar for the purchasing policy; is there enough wiggle room so as not to slow down our processes. 

Manager Fieldman: Thinks it is the correct recommended change at this time; will re-evaluate if needed in future.

10. Attorney's Report

Attorney Enza Petrarca presented the following:

Pursuant to Section 2.5 of the Downers Grove Municipal Code, the following are presented for Village Council consideration:

  1. An ordinance amending rates charged for water.
  2. An ordinance amending the 2022 Stormwater Utility Rates.

Commissioner Walus: Recommends everyone take the time to see the new decorations in the Downtown  area; take your picture under the arch on Main Street (near Cellar Door) and you can enter to win a $50 gift card to Downtown Downers Grove participating businesses when you (hastag) #holidaysindtdg.

12. Adjournment

Mayor Barnett asked for a motion to adjourn the meeting into closed executive session.

MOTION: To adjourn the December 14, 2021, Village Council meeting to convene into closed session pursuant to Section 2(c)(1) of the Illinois Open Meetings Act to consider the appointment, employment compensation, discipline, performance or dismissal of specific employees of the village.
