1. Call to Order
Mayor Martin Tully called the regular meeting of the Village Council of the Village of Downers Grove to order at 7:00 p.m. in the Council Chambers of the Downers Grove Village Hall.
Pledge of Allegiance to the Flag
Mayor Tully led those present in the Pledge of Allegiance to the Flag.

The Council meeting is broadcast over the local FM radio station, WDGC. In addition, a tape recording and videotape of the meeting are being made using Village-owned equipment. The videotape of the meeting will be used for later rebroadcast of the Council meeting over the Village cable television Channel 6.
The Council will follow the rules of conduct for this meeting as provided in Sec. 2.5 of the Downers Grove Municipal Code. These offer the public the opportunity to comment at several points in the meeting. First, immediately following approval of the minutes of past meetings, an opportunity will be given for public comments and questions of a general nature. If a public hearing is scheduled for this meeting, an opportunity is given for public comments and questions related to the subject of the hearing. Finally, an opportunity is given for public comments and questions on items appearing on the Consent Agenda, the Active Agenda and the First Reading.
The Mayor stated that at the appropriate time the presiding officers will ask if there are any comments from the public. Individuals wishing to speak, should raise their hand to be recognized and, after acknowledgment from the presiding officer, approach the microphone and state their name. Remarks should be limited to five minutes, and individuals are asked to refrain from making repetitive statements.
Mayor Tully said there are agendas located on either side of the Council Chambers, and he invited the audience to pick up an agenda and follow the progress of the Council meeting.
3. Minutes of Council Meetings

Motion: Commissioner White moved to approve the minutes as presented. Commissioner Waldack seconded the motion.

Proclamation
Mayor Tully read a proclamation declaring the month of May 2018 as Historic Preservation Month in the Village of Downers Grove. The Mayor then presented the proclamation to Liz Chalberg, President of the Downers Grove Historical Society.
Mayor Tully said that in Downers Grove every day is Historic Preservation Day.
Ms. Chalberg accepted the proclamation and spoke about the numerous Founders Day events in the Village. She said that four events have already occurred, with another six events coming up next weekend. On Saturday, May 5, 2018, there will be 5k and 10k self-guided walks past historic sites in the Village, a 5k-7k bike ride past historic sites, and a dedication ceremony honoring Walter Blanchard. The dedication ceremony will take place at 11:30 a.m. at the Main Street Cemetery. Mr. Blanchard came to the Village in 1836. He will be honored for his military service and community leadership. From noon to 3:00 p.m. on Saturday, the Museum will sponsor Country in the Park with an expanded petting zoo. On Sunday the Battlefield Balladeers, a music group presenting music of the Civil War, will perform. At 3:30 p.m. Friends of the Edwards House will be conducting a session on landmarking one's home.
Ms. Chalberg added that the Mayor will be participating in the ceremony at the cemetery.
Mayor Tully said the landmarking session will provide the public with an opportunity to interact with homeowners who have already landmarked their homes.

7. First Reading
Village Manager Dave Fieldman said that the four First Reading items relate to the Village's drinking water system. He asked Nan Newlon, Director, Public Works, to present the first two items.
MOT 2018-7748 - A. Motion: Authorize $1,914,264.48 to A Lamp Concrete Contractors, Inc., Schaumburg, IL, for the 2018 Water Main Improvements Contract A
Nan Newlon, Director, Public Works, explained these are recommendations to award two contracts for two different projects. The first is to A Lamp Concrete to include the installation of 5,318 linear feet of new 8" water main. Nine bids were received, and A Lamp was the low bidder. The second contract is similar in scope and is awarded to Austin Tyler Construction to install 5,005 linear feet of 8" water main. Austin Tyler was the low bidder and both A Lamp Concrete and Austin Tyler Corp. have completed other projects in the Village satisfactorily
MOT 2018-7749 - B. Motion: Authorize $1,682,500.36 to Austin Tyler Construction, Inc., Elwood, IL, for 2018 Water Main Improvements Contract B
ORD 2018-7745 - C. Ordinance: Authorize a Loan Agreement with the Illinois Environmental Protection Agency
Judy Buttny, Finance Director, said this ordinance authorizes an IEPA loan to pay for the aforementioned projects. This is year three of a 5-year project and has allowed the Village to borrow money at a below market rates.
Commissioner Waldack asked about a change in the order of these items on next week's Active Agenda to approve the loan before awarding the contracts.
Village Attorney Enza Petrarca replied that the terms of the loan agreement stipulate they must award the contracts before the loan can be approved.
ORD 2018-7753 - D. Ordinance: Amend the Rates Charged for Water
Ms. Buttny explained that this ordinance is a pass-through for an increase cost to the Village from the DuPage Water Commission (DWC). The DWC is planning on increasing rates by 1.23%, and this results in an increase to residents of 0.81%. The projected increase is $.04 per unit for Village residents.
Commissioner Commissioner Waldack stressed that this is strictly a pass through Ordinance.
8. Mayor's Report
Mayor Tully reported that the DuPage County Stormwater Management Committee met this morning. He is the District 3 municipal representative to that Committee. He said that the Flood Plain mapping update is presently in a 90-day appeal period, which will continue until the end of May 2018. He noted that the Illinois State Water Survey staff is tracking comments.
The Mayor then announced that there are 51 days to the opening of the next Rotary Grove Fest.
9. Manager's Report
Mr. Fieldman asked Ms. Buttny to provide the 2018 first quarter financial report.
Ms. Buttny reported on 2018 first quarter revenues and expenses. Expected revenue was $8.8 million, with an actual receipt of $8.75 million, resulting in a difference of $50,000. She said that the Food and Beverage tax is performing as expected. Expenses were expected at $9.17 million, with an actual of $9.03 million, the difference of $140,000 due to open positions that have not been filled.
Mr. Fieldman said that the May edition of Public Management Magazine features the flight analogy that the Village uses in planning documents and day-to-day work. This innovation is now featured in the national magazine. He complimented Deputy Village Manager Mike Baker, and said that the Village has already received inquiries as to how the Village uses this methodology.
Mayor Tully recalled the meeting when this concept was first used. He congratulated staff.
10. Attorney's Report
Pursuant to Section 2.5 of the Downers Grove Municipal Code, the following are presented for Village Council consideration:
- An ordinance authorizing a loan agreement with the Illinois Environmental Protection Agency
- An ordinance amending the rates charged for water

Commissioner Waldack noted that the downtown area is extremely active in May. He recommended that residents check out the activities at downtowndg.org.
