1. Call to Order

Mayor Brian Krajewski called the regular meeting of the Village Council of the Village of Downers Grove to order at 6:30 p.m. in the Council Chambers of the Downers Grove Village Hall.

Pledge of Allegiance to the Flag

Mayor Krajewski led those present in the Pledge of Allegiance to the Flag.

2. Roll Call

Present: Commissioner Michael Gilbert, Commissioner Thomas Sisul, Commissioner Marilyn Schnell and Mayor Brian Krajewski Non Voting: Village Clerk April Holden

Mayor Krajewski said he would like to remind everyone present that the Council meeting is broadcast live over the local FM radio station, WDGC . In addition, a tape recording and videotape of the meeting are being made using Village owned equipment. The videotape of the meeting will be used for later rebroadcast of the Council meeting over the Village cable television Channel 6.

The Council will follow the rules of conduct for this meeting as provided in Sec. 2.5 of the Downers Grove Municipal Code. These offer the public the opportunity to comment at several points in the meeting. First, immediately following approval of the minutes of the past meetings, an opportunity will be given for public comments and questions on the active agenda items for this evening’s meeting. Following this, an opportunity is given for public comments and questions on any subject. Finally, if a public hearing is scheduled for this meeting, an opportunity is given for public comments and questions related to the subject of the hearing.

The Mayor stated that at the appropriate time the presiding officers will ask if there are any comments from the public. If anyone wishes to speak, the individual should raise their hand to be recognized and, after acknowledgment from the presiding officer, approach the microphone and state their name and address. He stated that remarks be limited to five minutes, and asked that individuals refrain from making repetitive statements.

The Mayor said there are agendas located on either side of the Council Chambers, and he invited the audience to pick up an agenda and follow the progress of the Council meeting.

3. Minutes of Workshop and Council Meetings

Executive Session for Approval Only – October 3, 2000 & October 10, 2000 Council Meeting – October 17, 2000 Workshop Meeting – October 24, 2000 There being no additions or corrections to the minutes, Mayor Krajewski said they would be filed as submitted.

4. Public Comments and Questions

B. Comments and Questions on General Matters

Barbara Zielinski, 5307 Lee, said she represented the residents on Lee and read a statement on their behalf. She referenced materials which were given to Mayor Krajewski on October 17 regarding sidewalk construction on Lee Avenue between Maple and Elmore, and between Elmore and Gilbert, which they are requesting be made part of the record. Among the materials presented was a petition signed by 91% of the Lee Avenue residents opposing the construction of concrete sidewalks. Also included in those documents were a map and scenery document, a map of Maple Grove Forest Preserve, the history of Maple Grove Forest Preserve, a photo of an endangered species bird, 11 pages of a species rating index, a one-page document from Morton Arboretum entitled “Preventing Construction Damage to Trees,” a draft of a power point presentation for future presentation, and a concerned citizens of Lee Avenue document. Ms. Zielinski said they would like Lee Avenue removed from the sidewalk matrix with no consideration of concrete sidewalks. She said the residents are opposed to the construction of concrete sidewalks; however, they request other options to be considered.

Mayor Krajewski said the Village Manager has the documentation presented and it will be given to the Parking & Traffic Commission. The Manager said he has talked with the Chairman of Parking and Traffic. The Mayor recommended that the residents make their power point presentation before the Parking & Traffic Commission first, and then again at a later Workshop. He asked whether the residents were looking at alternative walking routes and Ms. Zielinski said they were. She indicated they are not against the safety issues, but would like an alternative to concrete. The Mayor noted that the Village Manager is also looking into alternatives. He said Parking and Traffic would also be asked to look at a stop sign at Elmore and Lee.

5. Public Hearings

Application to the Bureau of Justice Assistance for Local Law Enforcement 2000 Grant Funding Mayor Krajewski called the public hearing to order at 6:39 p.m. to consider submittal of an application to the Bureau of Justice Assistance for Local Law Enforcement for block grant funding for the purpose of reducing crime and improving public safety in the Village of Downers Grove. Notice of this hearing was published in the Downers Grove Reporter. The Mayor then reviewed the procedure for the hearing.

Sue Brassfield, Grant Coordinator, reviewed the grant request and asked that the Village adopt a Resolution approving submittal of a grant request for the purchase of six desk top computers for the Police Department investigators in the amount of $14,084, with $1,565 as the Village’s share. She said the Village will await notification from the Bureau of Justice Assistance before spending funds. Notification is anticipated by January and the Police Department plans to purchase the computers before May 1, 2001. A budget amendment will not be made until the funds are received. As the purchase will exceed $10,000 this item will be presented at a future Workshop meeting.

The Mayor noted that Police Chief Ginex discussed this grant proposal at a previous meeting.

As there were no further comments of questions, Mayor Krajewski declared the public hearing closed at 6:42 p.m.

ORDINANCE NO . 4226 Commissioner McConnell said that there is a possibility that Character Counts may want to have a booth at the Festival and was not sure whether it would be counted as a not-for-profit organization. ORD00 -00264 Ordinance: Hotel/Motel Rental Restrictions to Persons Under the Age of 21 Sponsors: Visitors Bureau Board of Directors Summary of Item: Mayor Krajewski said this shall restrict any hotel/motel to rent, lease or sign a contract for the use of a hotel or motel room or suite to any person under the age of twenty-one.

ORDINANCE NO . 4227 Mayor Krajewski said he has thought about this issue and recognizes that other communities have adopted similar ordinances. He said there have been no problems in Downers Grove regarding the rental of hotel or motel rooms to minors. When this issue was Workshopped, a resident addressed the matter of married couples under the age of 21 who may want to rent a room. At the time Lisa Wisner, Director of Visitors Bureau, said many hotels have a similar policy but use their best judgment in cases like this. The Mayor said this would be in violation of the law if this ordinance is passed. Therefore, he said he does not support this ordinance.

ORD00 -00265 Ordinance: Lot Split with Exception – 4345 Woodward Avenue Sponsors: Plan Commission Summary of Item: Mayor Krajewski said at their meeting of October 3, 2000, the Plan Commission unanimously recommended approval of a lot split for the property commonly known as 4345 Woodward Avenue, Downers Grove, Illinois, with exceptions to permit lot widths of less than 75 feet.

ORDINANCE NO . 4228 Commissioner Schnell said the Council members received an e-mail asking if the lot split fits in the neighborhood. The Manager responded to the e-mail and said it was consistent with the neighborhood.

Proclamation

The Mayor declared November 1 to December 14 as Snug Hugs for Kids Days in the Village of Downers Grove, and encouraged residents to donate warm clothing for children during this period of time. He asked that the Village Manager publicize the locations where residents could drop off their donations.

11. Council Member Reports and New Business

1. Commissioner Gilbert said there were 225 days until the next Heritage Festival.

2. Commissioner Sisul reminded everyone that November 10 is the Marine Corps birthday.

3. Mayor Krajewski congratulated both Downers Grove South and Downers Grove North athletic teams for their outstanding seasons. Friday, South and North football teams played and there were about 10,000 people at the game. It was covered by CLTV , and also covered by ABC and CBS . He reviewed the outstanding performances of various community teams including football, soccer, cross country, volleyball, etc. He also noted that at Friday’s game there were over 650 students participating in the evening.

Commissioner Schnell moved to adjourn to Executive Session pursuant to Section 2©(11) of the Open Meetings Act to consider litigation. Commissioner Sisul seconded.
