1. Call to Order

Mayor Brian Krajewski called the regular meeting of the Village Council of the Village of Downers Grove to order at 6:33 p.m. in the Council Chambers of the Downers Grove Village Hall.

Pledge of Allegiance to the Flag

Mayor Krajewski led those present in the Pledge of Allegiance to the Flag.

2. Roll Call

Present: Commissioner Michael Gilbert, Commissioner Thomas Sisul, Commissioner Marilyn Schnell and Mayor Brian Krajewski Non Voting: Village Clerk April Holden

Mayor Krajewski said he would like to remind everyone present that the Council meeting is broadcast live and over the local FM radio station, WDGC . In addition, a tape recording and videotape of the meeting are being made using Village owned equipment. The videotape of the meeting will be used for later rebroadcast of the Council meeting over the Village cable television Channel 6.

The Council will follow the rules of conduct for this meeting as provided in Sec. 2.5 of the Downers Grove Municipal Code. These offer the public the opportunity to comment at several points in the meeting. First, immediately following approval of the minutes of the past meetings, an opportunity will be given for public comments and questions on the active agenda items for this evening’s meeting. Following this, an opportunity is given for public comments and questions on any subject. Finally, if a public hearing is scheduled for this meeting, an opportunity is given for public comments and questions related to the subject of the hearing.

The Mayor stated that at the appropriate time the presiding officers will ask if there are any comments from the public. If anyone wishes to speak, the individual should raise their hand to be recognized and, after acknowledgment from the presiding officer, approach the microphone and state their name and address. He stated that remarks be limited to five minutes, and asked that individuals refrain from making repetitive statements.

The Mayor said there are agendas located on either side of the Council Chambers, and he invited the audience to pick up an agenda and follow the progress of the Council meeting.

There being no further additions or corrections, Mayor Krajewski said the minutes would be filed as corrected.

4. Public Comments and Questions

There were none. Special Presentation

The Mayor noted the presence of the Downers Grove Roadrunners, aged 11 and under who won a second consecutive State Soccer Championship. Their coach, Greg Vogler, congratulated the team members for their good sportsmanship and for being role models both on and off the field. The Mayor invited the team to come forward, introduce themselves and receive their Village pins. He then invited the players to ride on the fire truck for the Hospitality Parade.

The Mayor read a Proclamation declaring October 15-21, 2000 as Roadrunners Under 11 Black Week.

Commissioner Sisul asked how interested youth can join. Mr. Vogler said they have tryouts the first Saturday in May. It is a private organization promoting soccer, and is a great opportunity for young people to become physically active. They have about 250 participatns, and are in need of playing fields. They play 90 games a year, 11 months of the year in competition and camps. He said it is a strain both on the families and the team members, but they set high goals and work very hard.

Commissioner Schnell congratulated the youth and their parents. She said she was impressed that the team is recognized for its sportsmanship. She said that the wins are important but the sportsmanship will enable them to carry through with many things in their lives and builds character.

The Mayor said earlier this evening he met with Cub Scouts from St. Mary’s and Avery Coonley schools. They were working on their citizenship badges. He recognized the members of Troop #89, Pack 8 and asked them to introduce themselves. He added that they might be working with the Public Information officer on a project.

8. Mayor’s Report

Mayor Krajewski asked that Dr. Wu set up the initial meeting of the Technology Committee and asked the Manager to work with Dr. Wu on the agenda.

Proclamations

Mayor Krajewski read a proclamation declaring October 2000 as Fire Prevention Month. He said the Fire Department and the Chamber of Commerce are working together to recognize a business on a bi-monthly basis that does an outstanding job compling with fire prevention measures. The first recipient of this recognition is Max Madsen.

Mayor Krajewski read a proclamation declaring Wednesday, November 2, 2000 as National Young Reader’s Day. He encouraged our youth to participate in the various reading activities available through the schools and Library.

9. Manager’s Report

Manager McCurdy said Forest Avenue was opened to traffic last Friday afternoon. He said the consulting engineers have submitted drawings for next year’s plans which are approximately 75% complete.

11. Council Member Reports and New Business

1. Commissioner McConnell thanked the Mayor and Village Manager for attending the Partnership for Healthier Communities planning day held last Friday. The Partnership includes agencies and community groups whose intent is to find various ways of improving the health of the community as a whole. Projects since 1996 have included car seat safety, injury prevention, diet and exercise with District 99, smoking cessation among teens, Community Dialogue study circles, and character education.

Commissioner McConnell said she had the opportunity of participating in the Fire Prevention Open House and the Silent Parade. She commented on the great job that was done in organizing these programs and the moving comments made by Commissioner Gilbert.

2. The Mayor thanked Commissioner Gilbert for his participation in the Silent Parade, and noted that Commissioner Gilbert will testify on the Coal Fired Plants issue.

Commissioner Gilbert also complimented the Fire Department on the wonderful job they did in putting the program together . He then said he would be speaking at the Illinois House Subcommittee hearing tomorrow regarding the Village’s support of a program to clean up the coal-fired generator plants. He explained that there are web sites on this issue through the Illinois Public Information Research Group, the Illinois Commerce Commission, and the Illinois Environmental Council. He said the purpose for the hearing is to discuss the fact that many old plants have been exempted from the Clean Air Act. As a result of these exemptions, Illinois has the distinction of having the single-most polluting power plant in the United States.

Commissioner Gilbert then complimented the Manager and staff for the last phase of the downtown project. He also noted that there are 222 days until the next Heritage Festival.

3. Commissioner Sisul said that the downtown streets are now open and parking lots are accessible, and encouraged everyone to do their holiday shopping in downtown Downers Grove.

4. Commissioner Schnell said that the Public Works department has done a wonderful job on the landscaping.

Commissioner Schnell said she reviewed last week’s meeting tapes and found it difficult to understand what the citizens are saying. She asked if the Cable Department could do something to improve that situation.

5. Mayor Krajewski said that this past Sunday a reception was held honoring Nancy Johnson of Downers Grove, who was the first Olympic Gold Medal winner for the United States in the Sydney 2000 Olympic Games. He asked the Village Manager to have Cable TV broadcast that reception over the next few weeks, and to make copies available to the school districts as well. He said that Ms. Johnson’s comments were very motivating. The Mayor added that Schwartz Nursery has asked permission to dedicate a tree in the downtown area in honor of Nancy Johnson. He said that Mary Scalzetti has further information.

Coffee With the Council will be held on Saturday at 9:00 in the Chamber offices on Curtiss Street.

The Mayor then asked that the web sites referenced by Commissioner Gilbert be placed on the Village web site as links.

Mayor Krajewski then added his congratulations to the Village Manager and staff for the completion of Phase 3 of the downtown project. He is pleased that next year’s engineering plans are 75% complete. The Manager said that staff is planning another workshop with the Council to discuss next year’s plans.

The Mayor thanked Commissioner Gilbert for filling in for him at the Silent Parade. He was unable to attend as he had a meeting with Mayors from Lombard, Lisle and Glen Ellyn and the State Representative. He also met with Attorney General Jim Ryan that evening and discussed the resolution regarding violent video games. He asked that staff send the Resolution on to businesses in the Village that have not responded positively to this issue.
