1. Call to Order

Mayor Brian Krajewski called the regular meeting of the Village Council of the Village of Downers Grove to order at 6:33 p.m. in the Council Chambers of the Downers Grove Village Hall.

Pledge of Allegiance to the Flag

Mayor Krajewski led those present in the Pledge of Allegiance to the Flag.

2. Roll Call

Present: Commissioner Michael Gilbert, Commissioner Thomas Sisul and Mayor Brian Krajewski Absent: Commissioner Marilyn Schnell Non Voting: Village Clerk April Holden

Mayor Krajewski said the meeting is being broadcast live. He said he would also like to remind everyone present that the Council meeting is broadcast over the local FM radio station, WDGC . In addition, a tape recording and videotape of the meeting are being made using Village owned equipment. The videotape of the meeting will be used for later rebroadcast of the Council meeting over the Village cable television Channel 6.

The Council will follow the rules of conduct for this meeting as provided in Sec. 2.5 of the Downers Grove Municipal Code. These offer the public the opportunity to comment at several points in the meeting. First, immediately following approval of the minutes of the past meetings, an opportunity will be given for public comments and questions on the active agenda items for this evening’s meeting. Following this, an opportunity is given for public comments and questions on any subject. Finally, if a public hearing is scheduled for this meeting, an opportunity is given for public comments and questions related to the subject of the hearing.

The Mayor stated that at the appropriate time the presiding officers will ask if there are any comments from the public. If anyone wishes to speak, the individual should raise their hand to be recognized and, after acknowledgment from the presiding officer, approach the microphone and state their name and address. He stated that remarks be limited to five minutes, and asked that individuals refrain from making repetitive statements.

The Mayor said there are agendas located on either side of the Council Chambers, and he invited the audience to pick up an agenda and follow the progress of the Council meeting.

3. Minutes of Workshop and Council Meetings

Executive Session for Approval Only – August 22, 2000 Council Meeting – September 5, 2000 Workshop Meeting – September 12, 2000 Commissioner Gilbert noted on page six of the Workshop regarding the projectors, that he said the decision should be left to the Village Manager.

4. Public Comments and Questions

B. Comments and Questions on General Matters

1. Wayne Lela, 936 Warren, commented on the Heritage Festival, saying the fireworks show was the greatest he’s ever seen. He said he would like to know if it could be done again.

The Mayor said the objective was to have a five-minute fireworks display each night but due to the weather it could not take place, which resulted in the longer display on the last night of the Festival.

Commissioner Gilbert said the Community Events Commission met two weeks ago and discussed the effect of the fireworks show. They are looking at duplicating it next year.

Mr. Lela also addressed the train crossings and asked about installing gates that extend across all four lanes of traffic instead of the cement dividers.

The Mayor said the Village Manager and staff are exploring ideas at all six grade crossings in Downers Grove including an underpass at Belmont, the eye in the sky camera at Fairview, quad gates, etc. He said recent accidents involved cars stuck on the crossings, not those trying to go around the gates.

5. Public Hearings

DuPage County Community Development Block Grant Applications for Autumn Grove and Arbor Park Neighborhood Resource Centers Mayor Krajewski called the public hearing to order at 6:40 p.m. to consider submittal of an application to the DuPage Community Development Commission for block grant funding for the Downers Grove Community Oriented Policing program. Notice of this hearing was published in the Downers Grove Reporter. The Mayor then reviewed the procedure for the hearing.

Barbara Leiber, Director, Social & Health Services summarized the applications, which were presented to the Council last week.

Ms. Leiber said this is the fifth Community Development Block Grant application to be submitted on behalf of the Village’s Community Oriented Policing Program. She said the Community Oriented Policing Program is effective in two communities in Downers Grove— Autumn Grove and Arbor Park apartment complexes. The program has been in Autumn Grove since 1993, and since 1994 in Arbor Park.

Ms. Leiber said the grants help to staff the work in the Community Oriented Policing Program. Specifically, the funds are used to reimburse the Village for officer overtime in connection with programming done in these two communities. They are also used to reimburse the resource coordinators’ time. She said there are two resource coordinators, one located at each site. They do programming to help meet the goals of the program. The goals are to establish a consistent police presence in the communities, to connect with the residents who live in the communities, and to help deal with criminal activity in order to reach the goal of zero tolerance for criminal activity. There is considerable programming for the children in these communities. She said working with the children is the best connection to their parents and engaging the parents in problem-solving and working toward creating a safe environment.

Ms. Leiber said the programs have been very successful. She said she as well as the others working with the program are very proud to be associated with it and to work with the citizens.

Ms. Leiber said the total request this year is for $76,408.00 to be split between both resource center sites. The program has been funded by the Community Development Block Grant for the last four years. As discussed at the Workshop, this particular federal program is funding at lower levels, but it is important to seek out these funds because it helps the Village to staff the program and to meet its goals.

Commissioner McConnell said she supports the program. She said the benefits far outweigh the cost of the program.

Mayor Krajewski complimented Ms. Leiber on the application. He said the program is working as evidenced by the drop in crime in the area.

James Michael Hertzmann, 936 61st Street, asked if there was crime in the Police Department or in the Council. The Mayor answered no. He then said this was a public hearing regarding the Community Development Block Grant applications and not an appropriate time to discuss other issues.

Since there were no further comments or questions, Mayor Krajewski declared the public hearing closed at 6:45 p.m.

ORD00 -00229 Ordinance: Authorize Public Hearing re: Ogden Avenue TIF Sponsors: Village Attorney Summary of Item: Mayor Krajewski said this shall call for a public hearing related to the Ogden Avenue Tax Increment Financing District. The hearing will be on November 21, 2000. In the interim, meetings involving the affected taxing districts will take place beginning on October 12, 2000.

ORDINANCE NO . 4218 Commissioner McConnell asked about moving the meeting of the Joint Review Board to a later time.

Attorney Dan Blondin said this meeting involves the taxing bodies including the school districts, and they have expressed an interest in a daytime meeting. He said that although the public could attend this meeting, the public participation portion of this will be held at the public hearing scheduled for November 21 at the Council meeting. Further, the public has the opportunity to speak at any other Council meeting. A motion was made by Commissioner Gilbert to Adopt this file. New Business

Proclamations

Mayor Krajewski read a proclamation proclaiming October 1 through 7, 2000 as Mental Illness Awareness Week.

Mayor Krajewski read a proclamation proclaiming September 19, 2000 as Nancy Johnson Day in recognition of her Gold Medal at the 2000 Summer Olympics.

The Mayor said Nancy’s family is picking up her father from the airport as he is returning from the Olympics today.

Commissioner Gilbert said the Community Events staff is discussing a parade in Nancy’s honor.

The Mayor said Nancy was the headline story in the Sun-Times and Tribune.

Old Business

The Mayor referred to parents who have come before the Council regarding District 58 busing and traffic issues. He said he received a letter from the Superintendent who extended appreciation for the support departments of the Village provided during the opening of the school year. The schools experienced a successful opening of the schools. An intensified police presence was noted. Marian Heintz was highly cooperative with the District 58 administration, and Bob Schiller came to observe traffic conditions. The Mayor complimented staff including the Police Department and Traffic Division. He said staff would be reviewing traffic situation and would be doing counts at all the schools.

The term of the lease will be extended to August 31, 2001. Monthly rent will be increased to $1,100.00. This office is staffed by Village personnel to provide information to the public relating to the redevelopment of the Central Business District.

11. Council Member Reports and New Business

Commissioner McConnell reference the speeding issued discussed previously. She said the Community Dialogue group looked at this and decided it was too narrow a topic in and of itself, but may be incorporated in the Building Better Neighborhoods set.

Commissioner Gilbert said there are 274 days until the Heritage Festival.

Commissioner Sisul mentioned articles about Downers Grove in the newspapers, including the Olympics and bomb threats. He said the Attorney General Jim Ryan discussed a campaign regarding selling violent video games to underage children. He said he would like to see the Village join Attorney General Ryan in this campaign. He said many retailers are very cooperative and participating on a volunteer basis. He said we need to show them our support and encourage those that are reluctant to get involved. He asked staff to prepare an ordinance of support for Mr. Ryan’s program for Council’s consideration.

The Mayor said the Attorney General has been discussing this issue. It appears that the industry is marketing to young children even though the games have a restricted designation on them. The Attorney General stated that Target, Walmart and K-Mart have voluntarily pulled these games off of their shelves or are monitoring the sales, but a few are still not cooperating voluntarily. He supported Commissioner Sisul’s suggestion.

Attorney Dan Blondin suggested the Council put this on the October 3 Active Agenda. In response to Commissioner McConnell, he said this would be a resolution of support and would have no binding effect on a business operation but is moral pressure on businesses.

The Mayor congratulated Good Samaritan Hospital on their 5K Apple Fest run Sunday. He said there were over 1,500 participants. It was a very successful event.
