1. Call to Order

Mayor Brian Krajewski called the regular meeting of the Village Council of the Village of Downers Grove to order at 6:32 p.m. in the Council Chambers of the Downers Grove Village Hall.

Pledge of Allegiance to the Flag

Mayor Krajewski led those present in the Pledge of Allegiance to the Flag.

2. Roll Call

Present: Commissioner Michael Gilbert, Commissioner Thomas Sisul, Commissioner Marilyn Schnell and Mayor Brian Krajewski Non Voting: Village Clerk April Holden

Mayor Krajewski said he would like to remind everyone present that the Council meeting is broadcast live over the local FM radio station, WDGC . In addition, a tape recording and videotape of the meeting are being made using Village owned equipment. The videotape of the meeting will be used for later rebroadcast of the Council meeting over the Village cable television Channel 6.

The Council will follow the rules of conduct for this meeting as provided in Sec. 2.5 of the Downers Grove Municipal Code. These offer the public the opportunity to comment at several points in the meeting. First, immediately following approval of the minutes of the past meetings, an opportunity will be given for public comments and questions on the active agenda items for this evening’s meeting. Following this, an opportunity is given for public comments and questions on any subject. Finally, if a public hearing is scheduled for this meeting, an opportunity is given for public comments and questions related to the subject of the hearing.

The Mayor stated that at the appropriate time the presiding officers will ask if there are any comments from the public. If anyone wishes to speak, the individual should raise their hand to be recognized and, after acknowledgment from the presiding officer, approach the microphone and state their name and address. He stated that remarks be limited to five minutes, and asked that individuals refrain from making repetitive statements.

The Mayor said there are agendas located on either side of the Council Chambers, and he invited the audience to pick up an agenda and follow the progress of the Council meeting.

1. Village Attorney Daniel Blondin said the Resolution regarding depository institutions has been expanded to include all potential banks; however, it does not require the Village to use any specific banking institutions.

The Mayor said this was before the Council previously and tabled for further clarification. He said he also had a hard time reviewing the documentation. He said it would have been helpful to have had more information up front when this was brought to the Council initially. He added that Opus has done a tremendous job with the existing buildings. Correspondence: Mayor Krajewski noted the receipt of a letter from the University of Wisconsin at Madison thanking the Downers Grove Police Department and Police Dog Passo for their assistance with the Open House. Passo was made an honorary alumni of the School of Veterinary Medicine.

9. Manager’s Report

Manager McCurdy said the Phase III construction of the Central Business District was on schedule.

The Manager announced the appointment of Susan Brassfield, Grants Coordinator, who started today.

10. Attorney’s Report

Attorney Blondin said he was presenting no future agenda items to the Council. Future Active Agenda

11. Council Member Reports and New Business

1. Commissioner McConnell said that the Character Education Training Session will be held at ServiceMaster on October 24th. It will be held from 8:00-5:00.

Commissioner McConnell also noted that the United Way of South DuPage will begin its campaign this week at the Heritage Harley Davidson in Lisle.

2. Commissioner Gilbert announced the Fine Arts Festival from 9:00-5:00 on Saturday, at Main and Warren in the CBD . It is sponsored by the Downers Grove Jr. Women’s Club and the Community Grants Commission.

3. Commissioner Sisul said that the Community Events Commission will be interviewing to fill a vacancy on that Commission and he encouraged citizens to submit their applications as soon as possible.

The Mayor said this would be placed in the Village Corner. He noted that all other Boards and Commissions have an expiration in April, while the Community Events Commission expiration is at the end of September to allow for completion of the Heritage Festival reporting.

4. Commissioner Schnell said several residents have been using the new sidewalks that have been installed, and she asked if there was an update on the sidewalk program, particularly the restoration work. The Manager said he thought it was about half completed, and said he would also have residents notified about the restoration.
