Mayor Brian Krajewski called the regular meeting of the Village Council of the Village of Downers Grove to order at 6:33 p.m. in the Council Chambers of the Downers Grove Village Hall.

RES00 -00204 Resolution: Authorize Sales Tax Rebate with Luxury Motors Sponsors: Economic Development Commission Summary of Item: Mayor Krajewski said this will authorize a sales tax rebate agreement with Luxury Motors of Downers Grove. The agreement provides for a 50% sales tax rebate over six years of new sales tax revenue received by the Village due to the expansion of the Luxury Motors.
A RESOLUTION AUTHORIZING EXECUTION OF A SALES TAX REBATE AGREEMENT BETWEEN THE VILLAGE OF DOWNERS GROVE AND LUXURY MOTORS , INC.
RESOLUTION 2000 -36 Commissioner Gilbert said it appeared last week that the Luxury Motors people were unclear as to the discussion concerning the curb cut issue. He said that IDOT has asked the Village to close as many curb cuts along Ogden Avenue as possible. He said that the Ogden Plan addresses this as well.
The Mayor added that from the IDOT perspective, removing curb cuts adds to the safety of that roadway.
The Manager noted that Section 4 of the Resolution requires Luxury Motors to submit a landscape plan for his approval.
Commissioner Schnell asked whether there was a way to take the substance of the Ogden Plan and codify it so it is part of the Municipal Code and must be adhered to by subsequent applicants for development or redevelopment along the Ogden Corridor. She asked that the EDC or Zoning Commission look into this matter. The Manager said he would follow up on that request. A motion was made by Commissioner Gilbert to Adopt this file. 11. Council Member Reports and New Business
1 . Commissioner McConnell commented on the Healthier Community meeting held on Friday. She said they discussed the speeding issue brought up at a previous Workshop meeting in terms of ways they may be of help with the issue, such as through their injury prevention activities, and the character counts and character education activities. They will be looking to conduct a one-day training program.
2. Commissioner Schnell said there is a Design Review Board which was established to enhance the visual effect of the buildings downtown. She said she has heard questions about the Board and whether it has any effect. She would like to see that codified, and the process explained. The Chamber of Commerce, the EDC and the Downtown Management Board could look into this.
3. The Mayor said the Lions Club sponsored its 70th annual luncheon for the new school teachers coming into the Village. There were about 100 new teachers. He congratulated the Lions Club and welcomed the new teachers.
The Mayor then referred to a discussion a few months ago with Chief Ginex regarding applications for grants for cigarette education and compliance by local retailers. He said an $8,000 grant was received by the Village, and recently DuPage County received a settlement amount of $700,000 from tobacco companies to promote tobacco free communities and education.
Commissioner McConnell added that one of the members of the Partnership for a Healthier Community is from the County and involved in smoking cessation programs. A decision was made that a significant amount of the settlement will be focused on Downers Grove. The grant runs from July 1, 2000 to June 30, 2001. This is a tribute to the Partnership Group for their efforts.
The Mayor said this is a good effort on the part of the Village.
