PRESENTATION

Manager McCurdy announced a presentation by the Police Department.

Police Chief Rick Ginex introduced Patricia Beauchamp of Topline German Shepherd Dog Club of Illinois who said that last summer a raffle was held to raise money for an armored vest for Passo, the Police Department’s canine officer. She presented the vest to the Police Chief. Chief Ginex stated that in appreciation for the vest, he was presenting a certificate and plaques to the Kennel Club and to Jim Hagearty for their support of the Downers Grove Police Department.

James Hagearty II said he was a former commander in Maywood. He congratulated and commended the Council for their wisdom in getting Passo for the Village.

The Mayor thanked the Club for their generous donation of the vest for Passo.

4. Public Comments and Questions

A. Comments and Questions on Active Agenda

The Mayor asked Marty Lyons, Finance Director, to discuss the bond issue.

Marty Lyons said the Village sold $6.2 million in G.O. bonds today with the help of the Northern Trust financial advisor. He said a brief summary was prepared and e-mailed to the Council. This was a competitive process with eight bidders, and the Village did well. He said he is happy with the number of bidders and the spread. The winning bid was 5.674%, with a high bid of 5.76%. He noted that Griffin Kubik has won the bid, as they did a few years ago. He said he included in the Council’s packet the total principal and interest payout, which is a 20-year payout.

Mr. Lyons explained the remainder of his summary report, noting that he received a Fax transmission from Moody’s of the Village’s credit rating. It is a nice summary of the financial condition of the Village from an unbiased source.

The Mayor asked whether they would be able to call the bond after ten years, and Mr. Lyons said that was correct. Delivery of funds is expected May 24.

Commissioner Sisul asked about the Aa2 rating for the Village, and the Aa1 pricing in the pricing analysis.

Al Ambrose, Northern Trust, said that Griffin Kubik obtained bond insurance on their own at no expense to the Village. The enhanced bonds will be at an Aaa rating. The Village’s rating is Aa2.

B. Comments and Questions on General Matters

Lynne Weinheimer, 6811 Camden Road, expressed concern that South High School students are parking on both sides of the street in her neighborhood. The street curves into a T and the visibility is bad.

Mayor Krajewski asked whether there were no parking signs on Camden. Ms. Weinheimer said there were none. The Mayor said he would have the Village Manager look into this problem towards modifications for next fall.

Ms. Weinheimer said that the construction is projected for the next two years.

It is expected that funds for repayment of these bonds will be realized through the Downers Grove Downtown Tax Increment Financing District. PROCLAMATIONS :

Mayor Krajewski proclaimed May 4, 2000 as a National Day of Prayer in Downers Grove.

The Mayor then proclaimed Sunday, April 30th to Sunday, May 7th as Days of Remembrance in memory of the victims of the Holocaust, and in honor of the survivors.

Mayor Krajewski proclaimed May 2000 as Motorcycle Awareness Month and stressed the importance of motorcycle safety in the Village of Downers Grove.
