1. Call to Order

Mayor Brian Krajewski called the regular meeting of the Village Council of the Village of Downers Grove to order at 6:30 p.m. in the Council Chambers of the Downers Grove Village Hall.

Mayor Krajewski led those present in the Pledge of Allegiance to the Flag.

Mayor Krajewski said he would like to remind everyone present that the Council meeting is broadcast over the local FM radio station, WDGC . In addition, a tape recording and videotape of the meeting are being made using Village owned equipment. The videotape of the meeting will be used for later rebroadcast of the Council meeting over the Village cable television Channel P/21.

The Council will follow the rules of conduct for this meeting as provided in Sec. 2.5 of the Downers Grove Municipal Code. These offer the public the opportunity to comment at several points in the meeting. First, immediately following approval of the minutes of the past meetings, an opportunity will be given for public comments and questions on the active agenda items for this evening’s meeting. Following this, an opportunity is given for public comments and questions on any subject. Finally, if a public hearing is scheduled for this meeting, an opportunity is given for public comments and questions related to the subject of the hearing.

The Mayor stated that at the appropriate time the presiding officers will ask if there are any comments from the public. If anyone wishes to speak, the individual should raise their hand to be recognized and, after acknowledgment from the presiding officer, approach the microphone and state their name and address. He stated that remarks be limited to five minutes, and asked that individuals refrain from making repetitive statements.

The Mayor said there are agendas located on either side of the Council Chambers, and he invited the audience to pick up an agenda and follow the progress of the Council meeting.

Special Guests

Mayor Krajewski introduced a group of Boy Scouts from Troop #57 of St. Paul’s Church, Dunham Road. The Mayor said he was a member of Troop 99 when he was in school. The Scouts are working on citizenship badges, and the Mayor said that staff member, Ellen Dean, works with Scout groups to find community projects. One of the scouts asked the Mayor his favorite things about scouts and he replied carving a car for the Pinewood Derby race, and attending a campout with his father. Scout members introduced themselves.

The Mayor congratulated the Scouts and gave them a Village pin.

MOT00 -00039 Motion: Authorize Astro Amusement Company, Inc. Agreement to Provide Amusement Services for the 2000 Heritage Festival. Sponsors: Community Events Commission Summary of Item: Approval of this motion will authorize an agreement with Astro Amusement Company, Inc. for the 2000 Heritage Festival. This agreement is approved in the form presented to the Village Council and the manager and staff are authorized to execute the agreement and take such actions as may be necessary to carry out the terms thereof. ORD00 -00063 Ordinance: Vacate Street Right of Way – Washington Street. Sponsors: Plan Commission Summary of Item: At their meeting of January 4, 2000, the Plan Commission unanimously recommended approval of an ordinance vacating a portion of Washington Street. This will involved a vacation of Washington Street between 63rd Street on the south and a point 293.2 feet north of the north line of 63rd Street.

a) Liquor Commission. The Mayor said the Liquor Commission met on February 3, 2000 and found Riprock’s, Inc., 3131 Finley Road qualified for a D-1 Liquor License. The Mayor said he intends to issue the Class D-1 liquor license upon receipt of the required items. He said Riprock’s was in the location of the former Oliver’s.

b) Heritage Festival Beer Garden. The Mayor said the Community Events Commission reviewed various aspects of the Heritage Festival beer garden. The Beer Garden Subcommittee has been talking about opening up the beer garden and recommended that the Community Events Commission (CEC) approve that recommendation. In February, the CEC made a presentation before the Liquor Commission on this matter. No vote was taken at that meeting. Since that meeting the CEC has reviewed the comments and decided against moving forward with the formal request to open the beer garden. There will be an enclosed area for the beer garden. He asked Commissioner Gilbert for his comments on this issue.

Commissioner Gilbert said the public has expressed the desire for an open beer garden for many years. He said he was very proud of the CEC for addressing this issue. He said that as a result of this process, several changes will be made to the beer garden. He thanked Dave Humphreys and Kathy Barber, as well as staff, for their efforts in making the presentation to the Liquor Commission.

The Mayor said he received comments from many residents about both sides of the issue. He thanked those people who came out to the meeting and who expressed their opinions. He noted that some students from Downers Grove North were present in opposition to opening the beer garden.

9. Manager’s Report

Manager McCurdy said that work in the downtown area is continuing. Traffic signals are going in smoothly and should be completed in a few weeks. He said work will begin shortly on this year’s downtown projects.

11. Council Member Reports and New Business

1. Commissioner Gilbert said there are 127 days until the next Heritage Festival.

2. Mayor Krajewski congratulated Lester Edward Ver Vers who became an Eagle Scout on Sunday with 30 merit badges.

3. The Mayor attended a fundraiser for Respite House operated by two women for special needs children. He congratulated them on their accomplishments in raising money to build and staff Respite House.

4. Mayor Krajewski thanked the DuPage County Farm Bureau for the shopping spree held at Jewel. He also thanked Mayor Murphy who raced him for grain products. Mayor Murphy had the most items. Downers Grove FISH received a check in the amount of $1,920.00, as did the Woodridge Community Pantry. There were 13-14 carts of food.

5. The Mayor recognized one of the Scouts who had a question regarding the location of this year’s Heritage Festival. Commissioner Gilbert said they intend to have events on both sides of the tracks this year, due to some continued construction in the downtown area.

12. Adjournment

Commissioner Schnell moved to adjourn to Executive Session pursuant to Section 2©(1) of the Open Meetings Act. Commissioner Sisul seconded.
