1. Call to Order
Mayor Brian Krajewski called the regular meeting of the Village Council of the Village of Downers Grove to order at 6:30 p.m. in the Council Chambers of the Downers Grove Village Hall.

2. Roll Call
Present: Commissioner Michael Gilbert, Commissioner Thomas Sisul, Commissioner Marilyn Schnell, Mayor Brian Krajewski and Village Clerk April Holden
Mayor Krajewski said he would like to remind everyone present that the Council meeting is broadcast over the local FM radio station, WDGC . In addition, a tape recording and videotape of the meeting are being made using Village owned equipment. The videotape of the meeting will be used for later broadcast of the Council meeting over the Village cable television Channel P/21.
The Council will follow the rules of conduct for this meeting as provided in Sec. 2.5 of the Downers Grove Municipal Code. These offer the public the opportunity to comment at several points in the meeting. First, immediately following approval of the minutes of the past meetings, an opportunity will be given for public comments and questions on the active agenda items for this evening’s meeting. Following this, an opportunity is given for public comments and questions on any subject. Finally, if a public hearing is scheduled for this meeting, an opportunity is given for public comments and questions related to the subject of the hearing.
The Mayor stated that at the appropriate time the presiding officers will ask if there are any comments from the public. If anyone wishes to speak, the individual should raise their hand to be recognized and, after acknowledgment from the presiding officer, approach the microphone and state their and address. He stated that remarks be limited to five minutes, and asked that individuals refrain from making repetitive statements.
The Mayor said there are agendas located on either side of the Council Chambers, and he invited the audience to pick up an agenda and follow the progress of the Council meeting.

Mayor Krajewski announced that 28 different locations were nominated for special recognition for their holiday decorations this year. He noted that winners receive certificates, special commemorative ornaments, and family names inscribed on the Village Hall plaque. Awards were as follows: Best Overall – The Papineau Family of 203 Fifth Street Outstanding Neighborly Spirit – The Bolf, Johnson & Roddy Families of 2335, 2337 & 2339 Old George Way Most Original Decorations – The Weil Family of 4520 Stanley Excellent Holiday Spirit – The Ivik Family of 4806 Seeley Amazing Use of Lights – The Chrysanthopoulos Family of 4700 Pershing Continual Christmas Spirit – The Kochan Family of 6810 Carpenter Honorable Mentions – The Burrows Family of 3906 Washington, Wannamakers Home and Garden Center on Ogden Avenue; and The Van Hootegem Family of 1335 Andrus.
The Mayor then noted the outstanding holiday decorations of the Goyette Family on 67th Street, as well as the Magnetrol Buildings. Both of these were winners of the Mayor’s Choice Award in 1992. He expressed his thanks to the volunteers and judges who took time to view the various homes, as well as to all the residents who decorated their homes and took part in the holiday spirit.

1. Mr. Bob Vercillo, 4244 Lindley, said he appreciated the Village returning his calls this week regarding the safety issues on Lindley. He said residents are upset about the accident that occurred last week. He said that they thought sidewalks were supposed to be installed on Ogden from Highland to Elm and that they were slated for 1999. This was a terrible tragedy.
The Mayor said it was a very tragic accident. The entire area is being studied and the entire Village will be studied regarding the sidewalk matrix and funding for sidewalks.
Manager McCurdy added that the Parking and Traffic Commission is completing a study on the area bounded by Ogden to 39th Street, Main Street to Fairview. They expect a recommendation to the Council within a month. Also, a joint meeting is planned with the Parking and Traffic Commission and the Council to discuss their recommendation. There was a project to install sidewalks but a number of residents expressed concern, so the staff is looking at the matrix again. He said staff will return to the Council this spring during budget discussions to review the sidewalks and safety issues.

ORD00 -00021 Ordinance – Amend Zoning Ordinance re: Special Uses Sponsors: Zoning Commission Summary of Item: At their meeting of November 11, 1999, the Zoning Commission unanimously recommended certain changes to the Downers Grove Zoning Ordinance. These will clarify height restrictions within residential districts, limiting such height to thirty-five (35) feet and clarify the list of special uses permitted in the R-4 and R-5 districts. Mayor’s New Business
He thanked the Manager and Village staff for all of the work they did with respect to Y2K , and especially for the time put in by staff on New Year’s Eve to make sure that there were no glitches in the system. He also thanked the Council members who came by as well to extend New Year’s wishes. Everything moved smoothly.
9. Manager’s Report
Manager McCurdy said the transition into the year 2000 was very peaceful, and they were able to close the emergency operations center down at 1:00 a.m. There were no computer problems.

Village Attorney Blondin said he was presenting no new items.
11. Council Member Reports and New Business
1. Commissioner McConnell thanked everyone for making it such a safe New Year, and thanked the staff for their time and efforts.
2. Commissioner Gilbert said there are 169 days left to the year 2000 Heritage Festival.
3. Commissioner Sisul said it was nice to see no Y2K problems.
4. Commissioner Schnell wished everyone a Happy New Year.
5. The Mayor echoed the wishes for a Happy New Year. He indicated that this was a light agenda as there was no Workshop last week. He noted that next Tuesday’s Workshop will have a heavy agenda.
12. Adjournment
Commissioner Schnell moved to adjourn. Commissioner Sisul seconded.
