1. Call to Order
Mayor Barnett called to order the Village Council meeting at 7:00 p.m. and led those in the room in the Pledge of Allegiance to the Flag. He explained the protocol for the meeting and the guidelines to submit public comment.

5. Public Comments
Hiliary Denk, 433 Wilson Street, said that the League of Women Voters in Downers Grove, the local AAUW, and the Lisle Women’s Club have been registering voters at the local high schools and will continue to do so for the next couple weeks. She also invited the public to an event on Thursday, September 28th at 7:00 pm, where there will be discussions on upcoming Supreme Court decisions (part of a series called Bridging the Divide).
Caroline Mangan, 4936 Linscott Ave, said she has a petition with 61 signatures regarding goose excrement around Prince Pond (and her yard) and noted the increase in the geese population from January to June yearly. She explained her frustrations and the unsuccessful and costly measures she has taken to try to resolve the issue, causing her to reach out to the Park District to rectify the situation – and the issue still has not been resolved. She requested the Village’s assistance with resolving this matter.

7. Manager’s Report
Deputy Village Manager Mike Baker gave an update on the Civic Center Project, noting some of the recent construction activities have included the installation of the mechanical/electrical plumbing systems on the interior of the building; the completion of the main roof installation; masonry work on the east side of the building continues and is making its way to the north side of the building. He also noted the work to be completed in the coming weeks is expected to include the delivery and installation of the windows; the arrival of the air handling systems; the delivery of the first elevator. Mr. Baker also stated that work is expected to begin on the Washington Crossing Area, further noting that the community and partner organizations would be notified prior to any closure of the crossing. He concluded by stating that the Civic Center project remained on schedule and under budget. A video showcasing some of the recent progress was shared.

9. Council Member Reports
Commissioner Davenport shared that this year District 99 is 100 years old and there will be the following open house events:
- Downers Grove South on October 1st from 12:00 pm to 3:00 pm.
- Downers Grove North on October 21st from 9:00 am to 12:00 pm.
Commissioner Davenport said the open houses were a great opportunity for the public to get a tour of the building and meet with some local school board officials and administrators.
Commissioner Sadowski-Fugitt said the Downers Grove Public Library Foundation is hosting an event on Tuesday, October 3rd from 7:00 pm to 10:00 pm at the Skeleton Key Brewery. She said to visit DGPLfoundation.org for more information. Commissioner Sadowki-Fugitt also asked everyone to get their flu and COVID boosters, for all to stay safe and healthy this winter.
Commissioner Tully noted there are 275 days remaining until the next Rotary Grove Fest.
