39th Street Roadway Reconstruction
Project Summary
This project involves roadway reconstruction, storm sewer improvements and water main replacement on 39th Street from Highland Avenue to Fairview Ave.
Work will also include construction of a shared-use path, driveway apron replacement, and parkway sod installation.
LATEST UPDATE
August 7, 2026
- The contractor will continue working on water main connections to side streets along 39th Street the week of 8/10. Notices will be delivered to residents in advance as this work requires shutting down the existing water main during daytime hours (typically 9AM - 3PM).
- Once the connections to side streets are completed, work will shift to replacing individual water service lines for residents along 39th Street.
PAST UPDATES
July 17, 2026
- Water main installation has been proceeding on 39th Street and across side streets throughout the project limits.
- Testing of the new main is expected to proceed the week of 7/20, and there may be several days of no work on-site as testing and permits are processed.
- Water service installation may begin Thursday or Friday pending review/approval. Brief water shut-offs will occur for individual residents as their new water service connections are made.
- The contractor may also begin work replacing culverts under driveways on the north side of 39th Street. If driveway access will be impacted by this work, individual residents will be notified accordingly.
July 3, 2026
- Water main work across the Washington Street/39th Street intersection should be significantly completed by 7/3, with temporary detours near that area being removed before the holiday weekend, and one-way westbound traffic being restored from Fairview to Washington.
- Fire hydrant installation and water main crossing 39th Street will proceed the week of 7/6, with daytime detours being required that will generally route traffic around intersections as work progresses. One-way westbound traffic is anticipated to be restored by the end of each work day.
- Residents will be notified if their driveway cannot be accessed while work proceeds, but generally blockages should be temporary in nature.
June 26, 2026
- Water main installation will continue to progress west from Elm Street next week, including work across the Washington Street intersection anticipated for 6/29 & 6/30.
- It is anticipated that flaggers should be present as water main work and truck deliveries proceed next week.
- Temporary detours from 39th Street may occur on 7/1 & 7/2 as water main work extends across both lanes of 39th Street.
- These detours are anticipated to be daytime only, with one-way westbound traffic restored by the end of the work day.
June 19, 2026
- Water main installation will continue to progress west from Glendenning next week.
- Residents will be notified if their driveway cannot be accessed while work proceeds, but generally blockages should be temporary in nature.

- Water main installation will continue to progress west from Douglas next week.
- Residents will be notified if their driveway cannot be accessed while work proceeds, but generally blockages should be temporary in nature.

June 5, 2026
- The One-Way Westbound traffic pattern from Fairview to Washington along 39th Street will continue for a majority of this project, with additional signs being placed this week and next week to help clarify the new traffic pattern.
- The contractor will plan to begin water main installation beginning 6/9 near the Fairview & 39th Street intersection and generally working west from there. A water main shutdown is anticipated for 6/9, with notices being delivered to any affected residents with additional details.
- Driveway and sidestreet access is anticipated to remain available during construction, but temporary short term blockages may occur as work progresses.
May 29, 2026
- The contractor is expected to mobilize for traffic control starting the week of June 1st. Tree fence installation and preliminary survey may begin as well.
- Initial construction activities to expect include posting traffic control signs/barricades to implement 1-way westbound traffic from Fairview to Washington on 39th Street to prepare for water main installation.
May 22, 2026
The contractor is tentatively planning to start setting up traffic control and mobilizing equipment and materials to the site the first week of June.
April 10, 2026
- Bids were received on April 8. The contract is to be brought before Council for approval on May 5.
- Construction is tentatively expected to begin in late May or early June.
