EVENTS-Independence Day
PARTICIPANTS
- DO NOT THROW CANDY FROM VEHICLES. Please safely distribute candy by instructing members of your group to hand out or drop candy near the curb on each side of Main Street.
- Use of water guns, blasters or soakers are not allowed during the parade.
- Business entries are allowed a maximum of two non-float related vehicles.
SPECTATORS
- Please do not walk in to the street while the parade is in progress.
- Please keep young children under adult supervision and remain at the sidelines/curb during the parade.
The parade begins on Main Street at Grant St. (just south of Ogden Ave.) and travels SOUTH on Main Street for approximately one mile, ending at Warren Ave., before the tracks. MAP
Parade participants will be staged, according to assigned SECTIONS:
- SECTION 1: Main Street, between Grant and Sherman
- SECTION 2: Sherman Street between Main and Forest AND between Main and Highland.
- SECTIONS 3, 4 and 5: Downers Grove North High School Parking Lot at Main/Grant.

We recommend that groups with children be dropped off at Highland and Sherman.
PARADE END- PICK UP: Please meet your group at Parking Lot A, at the southwest corner of Main St. and Warren Ave.

- The Downers Grove North Parking lot at Main/Grant is for vehicles participating in the parade, ONLY.
- Vehicles dropping-off cannot park in the DG North lot and must find alternate parking.

There is no registration process to participate in the Blue Envelope Program. The Blue Envelope Program is a voluntary program for anyone who chooses to pick up an envelope and begin using it.
E-Transport | What to Know by Type
Low Speed e-bikes are equipped with fully operable pedals and an electric motor of less than 750 watts.
The State of Illinois defines three classes:
CLASS 1: The motor provides assistance only while pedaling and stops at 20 mph.
CLASS 2: The motor can power the bike on its own, but stops at 20 mph.
CLASS 3: The motor assists only while pedaling and stops at 28 mph. Class 3 riders must be at least 16 years old.
Label check!
Every e-bike must have a visible label showing its class number, top assisted speed, and motor power (in watts). Manufacturers include this label at purchase.
A device weighing less than 100 pounds, with 2 or 3 wheels, handlebars, and a floorboard that can be stood upon while riding, that is powered by an electric motor and human power. Riders must be 18 years of age.
Low-Speed: Max speed of 10 mph
High-Speed: Max speed of 25 mph
These are defined as electric-powered or electric assisted devices such as:

- Trash, recycling and yard waste/organics are collected on the same day.
- Items must be at the curb by 6:00 a.m. on your scheduled collection day, but no earlier than 12:00 noon the day before.
- Carts must be removed from the curb by 12:00 midnight on the day of collection.
Recycling is included in the program at no additional charge.

As an option, carts are available from Republic in three sizes, 35 gallon, 65 gallon and 95 gallon. Residents may also use brown paper yard waste bags OR a can with two handles no larger than 33 gallons. Please be sure that cans are clearly labeled YARD WASTE.
- Bags/cans are not to exceed 50 pounds in weight.
- Large branches that do not fit into the cart/bag can be bundled with string or jute twine. Bundles may not exceed 2 feet in diameter, 4 feet in length, and 50 pounds in weight.
There is no additional charge for yard waste/organics.
Yard waste collection begins April 1st through the second full week of December.
Customers with a Republic cart can also opt-in for year-round collection. (Winter service occurs every-other week, starting December 21, 2026, through March 19, 2027.)

Senior Cost Per Month
Pricing effective April 1, 2026 to March 31, 2027.
- 35 gallon : $10/month
- 65 gallon : $13.65/month
- 95 gallon : $18.20/month
Pricing includes recycling and organics/yard waste collection at no additional charge.
Customers are allowed to dispose of two bulk items and/or white goods per week. Each additional item beyond the weekly allowance must have a sticker attached.
Items that do not fit in your cart such as small amounts of construction debris and rolls of carpeting, must be securely tied in bundles, limited to 50 pounds in weight.
Bundles are limited in size to 5 feet in length and 3 feet in diameter.
Customers are allowed to dispose of two white goods and/or bulk items per week.
Each additional white good beyond the weekly allowance must have 9 stickers attached.
Stickers are required for:
- Additional items that do not fit into the cart.
- Additional bulk items or white goods outside of the two weekly allowances.
Beginning April 1, 2026, stickers will be priced at $3.50 each.

When one of these holidays falls on a collection day (M-F) or Sunday when the legal holiday falls on a Monday, collection is delayed by one day.
Christmas trees are collected the first two full weeks of January.
- Trees must be free of all lights, decorations and tinsel.
- Trees cannot be in plastic bags or wrapped in plastic.
- Collection applies to trees only; live wreaths or garland must be included in regular garbage.
Waste and Recycling
All single-family homes and some small, multi-family buildings in the Village. The program does not apply to unincorporated properties or larger multi-family buildings.
No, the new program requires that all incorporated Downers Grove residents in single family and some small multi-family households sign up for cart service through Republic. The due date to sign up is February 14, 2026.
Residents will not receive an auto-response or confirmation after completing the online form.
However, the form does allow you to print a copy of your answers after you submit the form. (See screenshots below.)

After April 1, 2026, cans and bins including the green Village of Downers Grove bins (see photo) can be put out as bulk items with no sticker required. It is recommended that you visibly label the container Dispose of Bin/Can.
The Village is working with Republic Services to explore options that would allow for recycling of these containers and will update this page with additional information, when it is available.
Republic Services charges for three months of service each quarter. You can expect your first bill in early April. Once you receive the bill, you'll be able to set up an online account that allows you to make payments online and set up paperless billing.
Yes. If you do not want a cart from Republic (at no additional charge), customers may still use brown paper yard waste bags OR a 33-gallon sized can, no heavier than 50 pounds in weight when full. Please be sure that the can is clearly labeled YARD WASTE.

Your participation is needed to assist the Village in completing a community-wide inventory of lead service lines, as required by the Environmental Protection Agency.
For the purposes of this survey, if you do not respond, we will assume your service line is lead.
The Village will determine who is responsible for the cost of the replacement of the private side of the water service line as part of the Lead Service Line Replacement plan prior to 2027.
The service line is the portion of pipe which extends from the connection at the water system into your home.
Here are some factors to keep in mind:
- Homes built prior to 1930 most likely have a lead water service line (unless upgraded during a remodel).
- Homes built between 1930 and 1960 may have a lead service line.
- Homes built after 1960 are likely to have a copper service line.
At this time, the Village is responsible for replacing the public side of the service line from the water main to the b-box shutoff, which is located near the property line. It is the responsibility of the homeowner to replace the private side of the service line. The replacement program will not begin until after November 15, 2027. The Village is actively seeking alternative funding options to help our residents with the expenses for the private side of the replacement. The Village may revisit who is responsible for the cost of the private side replacement as part of the Lead Service Line Replacement plan, prior to 2027.
Replacement of your lead service line is not required, but it is strongly recommended. If you do not want to have the private portion of the lead service line to your home replaced you must sign a waiver from the Illinois Department of Public Health.

The cost of replacing a water service line varies significantly depending upon the length of the service and disturbance to paved areas and landscaping. It could cost a homeowner between $7,000 - $10,000 or more to install a new water service line from the house to the watermain.

Yes. Interior plumbing upgrades may not have included the replacement of the service line feeding the property, which is located outside and underground.
No. All 233 miles of water mains in the Village water system are constructed of iron or pvc pipe.
Yes. If there is ever an issue that would warrant precautions to be taken with our drinking water, impacted residents would be notified immediately by a visit from a Village Public Works employee or a door hanger indicating the steps you will need to take.
The Village is performing the water service line inventory because the material used for some lines is unknown.

A lead service line does not necessarily mean you have lead in your water. However if pipe corrosion occurs, you may be at a greater risk of exposure to lead. Since you cannot see, taste or smell lead in water, testing is a good way to detect its presence.
Testing costs can range between $20 and $100 and specific steps are required in order to draw an accurate sample. Several labs in the area are listed below:

Curfew prohibits anyone under 17 years of age to be on the street between the hours of 11:00 p.m. and 6:00 a.m., Sunday through Thursday, and from midnight to 6:00 a.m. on Friday and Saturday.
Permits are not required for garage sales. Residents can have up to four
garage sales per calendar year.

Yard waste is collected seasonally from April 1 through the second week of December.

The number of dogs and cats that a person may keep on his/her property in the Village is limited to a maximum of no more than four (4) total, with the following exceptions:
(1) a litter may be kept for a period of time not exceeding four (4) months from birth;
(2) animals kept at a lawfully operating Kennel, Pet Shop, Pound or Animal Shelter.
Village ordinance prohibits the following:
- Parking on Village streets between the hours of 2:00 a.m. and 6:00 a.m.
- Parking on the sidewalk or otherwise obstructing the sidewalk in any way.
- Parking on streets between 9:00 p.m. and 6:00 a.m. when three or more inches of snow have fallen.
During peak months of outdoor water use, water conservation measures are in effect. Between May 15 and September 15, outdoor water use is permitted at the following times:
- 4:00 a.m. to 10:00 a.m.
- 4:00 p.m. to 10:00 p.m.
Odd numbered addresses may water on odd numbered calendar days;
Even numbered addresses may water on even numbered calendar days.

Construction work may take place between the hours of 7:00 a.m. to 7:00 p.m., Monday through Saturday. No construction is permitted on Sunday.
The Village’s Parcel Navigator application can provide the zoning classification of property by entering an address or property PIN number. Be sure that the Zoning layer is checked.
The Village permits up to 4 domestic animals (dogs, cats, etc.) per household.

Yes. If you choose to pay your Village bills online, you need to create a CSS account.
YES. Your Apple, Facebook, Google or Microsoft account can be used to sign-in. As an alternative, you can sign-up using an email account and the password of your choosing.
- All of the Village’s self service portals are hosted with the software vendor. If you chose to use an e-mail address instead of a social provider for sign-in, it’s the vendor’s services that handles your authentication and any management activities that require your email.
- To ensure future correspondence arrives in your inbox and not your SPAM, please add this email address to your whitelist. To whitelist an email address just means you add them to your approved senders list. This tells your email provider that you know this sender and trust them, which will keep emails from this contact at the top of your inbox and out of the junk/spam folder.
All general billing and utility billing accounts can be linked to your CSS user ID after you are signed in.
To navigate link menu, click on the Avatar and click on My Account. The page will reload and you will have the option of link to account.
- Customer Accounts refers to General Billing. Your Customer ID or Account Number AND your billing name (Last Name, First Name) are required to link your account.
- Utility Billing Accounts refers to Utility Billing. Your Customer ID or Account Number are required. These IDs/Numbers are printed on the top right of your Utility Bill.

FINANCE-Food and Beverage Tax
The Downers Grove Food and Beverage Tax is a 1.5% tax on the purchase price of alcohol, packaged liquor, prepared foods and non-alcoholic beverages for immediate consumption.
Any establishment licensed under Chapter 3 of the Downers Grove Municipal Code with respect to the sale of liquor. Additionally:
- Restaurant or eating place, drive-in restaurant, fast food outlet
- Cafeteria (open to the public), cafe, lunch counter, delicatessen, sandwich shop, coffee shop, buffet
- Soft drink parlor, ice cream parlor, tearoom
- Inn, hotel or motel
- Grocery 'eat-in' and prepared take-out
- Banquet facilities, catering facilities
- Bakeries and confectioners
- Movie theatres, bowling alleys, billiards halls
- Convenience store/gas station 'take-out'
This tax is not imposed on the following:
- Food and beverages that are exempt from tax under the provisions of the retailers' occupation tax.
- Churches, hospitals, nursing home facilities and other medical treatment facilities.
- Daycare establishments
- Schools, residential halls, sororities and fraternities
- Government entities
- Ice cream and food trucks
- Festival vendors
- Vending machines
- Employee cafeterias
The following forms must be submitted to the Village on a monthly basis, along with payment:
- Village Food and Beverage Tax Return Form (This is an encrypted form.)
- Illinois Department of Revenue ST-1 Sales and Use Tax and E911 Surcharge Return
- Illinois ST-2 Multiple Site Form, if applicable.
Food and Beverage Tax is due on or before the 25th of the following month of the reporting month. If the filing due date falls on a weekend or holiday, the tax payment and forms must be postmarked by the next business day to be considered on time.

Yes, a 1% penalty will be issued for late-payments.
Below are three examples of some common transactions in the Village where the food and beverage tax would apply:
- A purchase of $50.00 is made at a restaurant: $0.75 is added to the total bill
- A cup of coffee is purchased for $3.00 at a coffee shop: $0.05 is added to the total bill
- A case of beer is purchased for $15.00 at a liquor store: $0.23 is added to the total bill
GARBAGE - General Questions
Containers purchased for garbage or yard waste may not be any larger than 33-gallons in capacity.
Items that do not fit in a container, such as small amounts of construction debris and rolls of carpeting, must be securely tied in manageable bundles weighing no more than 50 pounds.
Bundles of objects are limited in size to 5 feet in length and 3 feet in diameter.
A sticker must be affixed to each bundle.
TIRES ARE NOT ACCEPTED.
The collection of appliances such as refrigerators, stoves, washers, dryers or water heaters must be scheduled in advance by calling Republic Services.
One sticker must be affixed for every 50 pounds of weight.
Back Door Service is available for residents who are unable to bring their items to the curb for collection. A fee applies. Contact Republic Services.
Special Pick-Ups can be scheduled for the removal of a large amounts of garbage or yard waste. Arrangements must be made at least 24-hours in advance. Republic will quote a price based on the estimated cubic yards of material to be collected.
GARBAGE - Carts and Prices
Carts are available in three sizes. If you rent a cart for garbage, you may also rent a second cart for yard waste, for an additional monthly fee.
NOTE: Carts may not be rented for yard waste unless you also rent a cart for garbage.
Monthly cart rental prices are listed below. Prices are valid from April 1, 2025, through March 31, 2026.
35-gallon cart: $20.46 per cart
65-gallon cart: $23.28 per cart
95-gallon cart: $30.47 per cart
Customers are invoiced for these fees on a quarterly basis.

Currently, only residential addresses officially within the Village of Downers Grove are included in the app. If you cannot find your address, contact Environmental Sustainability Coordinator Jason Michnick.

If you live in a multi-tenant property such as a duplex or three-flat that is served by the Village (Republic Services), please contact Environmental Sustainability Coordinator Jason Michnick to have your address updated in Recycle Coach.
If you live in an apartment building, your garbage service is likely managed by the building's owner or management company and not included in the Village’s curbside collection service.
You can change the day of your curbside collection by submitting a ticket with Recycle Coach directly under the Report a Problem tool.
GARBAGE - Yard Waste/Leaves/Compost Program
Yard waste is collected seasonally each week by Republic on your pickup day. Yard waste collection runs from April 1 through the second full week of December.
Pickup for the season begins April 1, 2025.
Option 1: For each brown paper yard waste bag or reusable container, one sticker must be attached. Containers may not be larger than 33 gallons in capacity and must be clearly labeled as YARD WASTE, ONLY.
Option 2: If you rent a garbage cart, you are also able to rent a separate cart for yard waste.
Brush and tree branches may not exceed 4 feet in length and 5 inches in diameter and must be bundled together with jute twine or uncoated string.
Bundles may not exceed 2 feet in diameter, 4 feet in length, and 50 pounds in weight.
Leaves are treated as yard waste, subject to the same regulations:

No. The Village does not have a program that allows leaves to be raked to the curb for collection. Leaves must be bagged and tagged with a yard waste sticker.
No. Leaves may not be openly burned in the Village, either alone or as part of a recreational campfire. Please see OPEN BURNING regulations.
Compost is organic matter that is produced by the decomposition of items such as food scraps, egg shells, grass clippings and other yard waste. Making compost from these throw-away items keeps them out of landfills where they take up space and release methane, a potent greenhouse gas.
This seasonal program applies ONLY to households that rent a yard-waste cart from Republic Services.
The following compost materials may be blended in your cart:

The Village accepts used motor oil and transmission fluid. This program is not for use by commercial entities.
Items may be brought to the Fleet Services garage, Monday-Friday, from 7:00 a.m. to 3:00 p.m. The garage is located within the fenced parking lot at 700 Curtiss St., east of the Civic Center.
Used motor oil must be poured into the large, labeled, receptacle located on the south side of the garage. Please take empty containers with you to reuse as these are not recyclable.

Historic Preservation is the endeavor to preserve, conserve and protect buildings and sites that possess architectural or historical significance in Downers Grove.
Enter your address in the Village's Historic Resources map. It pinpoints properties identified in the following sources to help property owners determine if their home is a potential Historic Landmark:
- The early 1970s State of Illinois Historic Architectural and Archaeology Resources Geographic Information System (HAARGIS) survey.
- The 2009 Village Historic Preservation Plan identifies HAARGIS buildings, designated Downers Grove Historical Society properties, and Sears Homes.
- The 2013 Village Historic Building Survey surveyed 865 properties in Denburn Woods, Shady Lane Estates, E.H. Prince Subdivision and Maple Avenue/Main Street corridor.
A historic district is a group of historic buildings that are deemed either culturally or architecturally significant. These qualities help make Downers Grove a unique and desirable place which is a benefit to both the property owners within a historic district and to the community.

The benefits of a historic district include the ability to preserve a collection of older homes and improve property values in neighborhoods where many older homes still have some of their original architectural characteristics.
A landmark is a site or building that has been identified as an architectural, historical or cultural resource with significance to Downers Grove. The benefits of owning a landmark are recognition and protection of the landmark as a significant Downers Grove architectural, historical or cultural resource. Other benefits include participation in the nationwide effort to preserve the character of local communities, and possible tax benefits through the State of Illinois.
The following exterior projects require a historic review by the Village and the Historic Preservation Design and Review Board:

- Overnight: With a valid permit, commuters may park in their lot overnight with police permission. Call 630.434.5600.
Reverse commuters parking overnight may park in spaces #497- #510, located on the north side of the tracks along Burlington Ave, west of Belmont, near Rose Ave. These space are free after 3:00 p.m., but must be paid for by 7:00 a.m. the next day (Monday-Friday) using the Pay By Phone option.
PARKING - Downtown
Limited free parking is available along Main St. in time increments. Please pay attention to the signs. Other locations include:
PARKING DECK Free 4-hour parking on Level 1; Free parking after 3:00 p.m. on Levels 3, 4, and 5.
VILLAGE LOTS A, B, C, D, F, H and I, and Forest North. These lots are free after 11:00 a.m.
- Lot F (on the north side of the tracks along Warren Ave, east of Washington St.): An overnight parking permit must be purchased in advance at the Civic Center, 850 Curtiss St., during business hours. The fee is $6 per night. Customers are limited to a maximum of five nights of overnight parking per calendar month.
- Parking Deck: Overnight parking is allowed on Level 5 on Friday and Saturday evenings only, with police notification. Call (630) 434-5600 or complete the online form. Be ready with your space number.
- Commuters with a valid permit may park in their lot overnight with police permission. Call 630.434.5600.
- Downtown Residents: Residents of the downtown business district may park overnight in the Parking Deck on Level 1 with a valid permit. The cost is $195 per quarter.

Lots A, B, C, D and F. If you have a quarterly permit for the lot, it must be displayed at all times; Anyone may park here after 11:00 a.m., without a permit for free. See MAP.
Parking Deck Payment is $3 per day at the on-site pay station.
- Lot I, with a commuter permit (Free after 11:00 a.m.)
- Daily Spaces ($3 fee) in the following locations; Portion of Lot I north of 2nd St; Numbered spaces north of the tracks, east of Fairview along Burlington Ave AND numbered spaces east of Florence Ave.

- Parking Deck: Levels 3, 4, and 5 have a $3 daily parking fee, which can be paid on site at a machine.
- Commuter Lots ( A, B, C, D, F, G, H and I) require a daily permit when parking prior to 11:00 a.m. The fee is $3. Permits can be purchased at Public Works starting at 8:15 a.m. or Village Hall starting at 8:30 a.m.
- Daily Parking areas at the Belmont and Fairview Stations: (Belmont: Lots J, K and designated street spaces; Fairview Station: Portion of Lot I, marked spaces east of Florence Ave, and marked spaces north of the tracks and east of Fairview along Burlington) Numbered spaces in these areas are $3. Remember your space number and pay the machines at the station.
- Parking Meters: There are meters on Warren Ave, north of the tracks and east of Washington. The meters accept quarters, only. which registers one hour of time, fore a maximum of 12 hours. Meters must be fed Mon-Sat between the hours of 9:00 a.m. and 6:00 p.m.

PARKING - Overnight
Parking on Village streets is not permitted between 2:00 a.m. and 6:00 p.m., unless prior approval is obtained from the Police Department.
- Lot F (north side of the tracks along Warren Ave., east of Washington St.): Permits must be purchased in person at the Civic Center (850 Curtiss St.) during business hours. The fee is $6 per night. Parking is limited to five overnight stays per calendar month.
- Parking Deck Level 5: Friday and Saturday evenings only, with police notification. Call (630) 434-5600 or complete the online form. Be ready with your space number.
- Parking Deck Level 1: (Residents of the Downtown Business District, only, with permit). The fee is $195 per quarter.
- Commuter Lots with a valid permit may park in their lot overnight with police permission. Call 630.434.5600.
PARKING - Payments
Quarterly permits are issued for commuters, downtown employees and residents of the downtown business district. Payments can be made in person or through the Customer Self-Service portal.
- Purchase a one-day permit for $3 at the following locations:
- Village Hall, after 8:30 a.m. (Valid for parking in lots that serve the Main St. and Fairview Ave. stations.)
- Public Works, 5101 Walnut Ave., after 8:15 a.m. (Valid in lots that serve the Belmont Rd. Station.
OR
- If parked in a numbered space at any commuter lot, you can pay the fee at the pay station. Know your space number!


This option allows customers to bypass the pay stations and pay for their daily fee parking space by phone. Main Street customers may use this option to pay for metered spaces, in lieu of coins. In addition to the $3.00 parking fee, there is a .50 service charge for each transaction.

- Fill in the fields with the appropriate information relating to the work you wish to perform with your permit. For those items that appear to already have a '1' in them, you may leave those items as is. Then click Next Step: Location.

- If you cannot find your address, the property may not be within the Village's municipal boundaries and the Village will not be able to process your permit request. - In the next step, confirm the applicant is correct. The property owner information will not appear for privacy reasons. An owner authorization form and list of contractors will be required to be submitted in step 6. Click Next Step: Upload Files.
- This is where you will upload the required documents for your permit submittal. Depending on the type of permit, various submittals will be required.

- Your complaint is public; however, Village staff will not release your name as being the complainant and that will be kept confidential.

Once all final inspections are conducted and passed, the bond refund process automatically begins. In most cases, bonds are generally refunded within three to four weeks.

- Open My Shopping Cart, and follow prompts to pay for the permit.
- Upon Village confirmation of fee payment, the Village issues two documents: a Permit Card and a Permit Inspection Card.

- Print the Permit Card and place it on a visible location on the front of your property when your project starts.
- Print your Approved and Stamped permit drawings to keep onsite during construction. Please print drawings for new single family homes and all commercial projects at full size and true to scale. The Village does not have a preference if the plans are printed in color or black and white.
- If your project requires a Site Management Sign or a Parkway Tree Protection Sign, please come to Village Hall to pick those signs up. These signs must be placed on site prior to the start of construction.
POLICE-Transparency
The Downers Grove Police Department maintains over 400 written directives based on the standards of the Commision on Accreditation for Law Enforcement Agencies
(CALEA). CALEA continuously reviews information related to best practices for the delivery of law enforcement services and requires law enforcement agencies to update policies according to its standards. The Police Department undergoes an annual compliance review by CALEA leading up to a comprehensive on-site assessment every four years.

PUBLIC WORKS-water
Residents may apply for a permit to water new sod or other new plantings on a daily basis. The permit is $40.00 and is valid for up to three weeks.
Applicants may apply at Public Works, 5101 Walnut Ave. and must provide a copy of the receipt for landscape material.
Yes. The Village monitors 30 sites every 3 years, as required by the EPA.
The service line is the portion of pipe which extends from the connection at the water system into your home.
- Homes built prior to 1930 most likely have a lead water service line (unless upgraded during a remodel).
- Homes built between 1930 and 1960 may have a lead service line.
- Most homes built after 1960 likely have a copper service line.
Inside your home, go to the water meter and locate the pipe that connects to the meter from the outside. Lead service lines are generally dull gray in color and very soft, whereas copper is dark orange.

If you're still not sure, carefully scratch the pipe with a coin. The scratched area will turn bright silver if it is lead.

Yes. Since you cannot see, taste or smell lead dissolved in water, testing is a good way to detect the presence of lead. Testing costs can range between $20 and $100 and specific steps are required in order to draw an accurate sample.

Having a lead service line does not necessarily mean you have lead in your water. To reduce your risk from lead exposure, follow these guidelines:
- Run your water for a few minutes to flush out lead after periods of non-use, such as first thing in the morning, after work or returning from vacation.
- Always use cold water for drinking and cooking. Lead dissolves more easily in hot water and boiling water will not remove lead.
- Use a National Sanitation Federation certified filter.
- Periodically remove and clean your faucet aerators.
Yes. Residents wishing to replace a water service line should contact a licensed
plumber to perform the work. Permits filed with the Village are required to have this work done.
The cost to replace a water service line varies significantly depending upon the length of the service pipe and disturbance to paved areas and landscaping. It could cost a homeowner between $7,000 - $10,000 or more to install new water service line from the house to the watermain.

Taste and odor complaints are typically related to changes in the temperature of Lake Michigan, the source of the Village's water. Most summer complaints are related to an earthy, musty smell and those in the winter months are related to a metallic or chlorine taste.
The Village will apply a 2% discount to all businesses which pay on time (on or before the 25th of the following month.) This discount will serve as a service fee to reimburse businesses for expenses incurred for keeping records and data, billing, and preparing and filing returns to the Village.

SNOWICE_anti-Icing
Anti-icing involves the application of liquid products to the roadway before a winter storm begins and is the most effective approach to prevent icy and snow-compacted roads. The products used form a barrier between the pavement and the snow and ice layer, which enables snow to melt more quickly and reduces the chance that ice will form and bond to the surface. It is similar to how cooking oil prevents food from sticking to the frying pan.
The use of anti-icing products reduces the amount of time required to restore the roads to a clear, dry state. The effectiveness of the treatment is most dependent upon having the right amount of anti-icing liquid in the right place, at the right time.
The liquid being applied to the streets is a solution of 70% saltwater (salt brine), 20% sugar beet solution (Geomelt) and 10 % calcium chloride.
Although salt can be corrosive to vehicles, the addition of a sugar beet by-product (which is brown in color and also used to sweeten livestock feed) reduces the corrosiveness of the salt. Test results show that the sugar beet by-product and salt brine mixture is only one-third as corrosive as salt.
The amount of anti-icing liquid applied to the roadway is unlikely to make roads slippery; however, motorists should always remain at least 500 feet behind a vehicle applying an anti-icing liquid. When applied before a storm, the anti-icing liquid typically dries within 45 minutes, leaving a thin layer of product on the road surface. It can go through a slurry phase after it is applied if temperature or humidity unexpectedly rises. Although this may cause the road to feel slightly slippery, it is still a much safer surface than snow and ice.
- Reduced use of salt, which lessens the impact on the environment.
- Snow and ice control cost savings results in benefits to the Village and the public.
- Improved winter roadway conditions results in safer driving conditions for motorists.
- Lower accident rates - Colorado experienced an average decrease of 14% in snow- and ice-related crashes during a 12-year study utilizing the anti-icing process on the interstate system in the Denver metro area.
Pre-wetting is the application of liquid to salt to help jump start the melting process. Dry salt must change into a liquid solution to melt snow and ice. Since dry salt is prone to scatter or blow, the addition of liquid helps the salt mixture stay on the road where it needs to be.
De-icing is the application of liquids after snow and ice has compacted to the roadway. This process takes three times the resources to remove compacted snow and ice, as compared to an effective application of anti-icing product. The same effect is experienced by property owners who have had to remove snow from a driveway after driving on it several times.

STORMWATER - General
Yearly maintenance operations include street sweeping, storm sewer inspection/cleaning, ditch repair and regrading, and repair and replacement of stormwater sewers located within Village rights-of-way.
The best way to report an area in need of maintenance is to submit a Service Request.
Green infrastructure encompasses a variety of practices, such as vegetated rooftops, bioswales, rain gardens, and other measures that capture and filter rain water where it falls.
The Stormwater Utility fee provides dedicated funding for the maintenance and improvement of the Village's stormwater system.

The Stormwater Cost Share program offers financial assistance for flooding issues experienced by two or more properties. Funds are limited and allocated annually on a first-come, first-served basis, prioritized by the degree of flooding.

STORMWATER - Flooding/Floodplains

Most homeowners or renters insurance policies do not cover flood damage. Only flood insurance covers the cost of rebuilding after a flood.
The Village participates in the National Flood Insurance Program (NFIP) which allows any property owner or renter to purchase flood insurance.
Because of the Village's Class 5 rating in FEMA's Community Rating System (CRS) program, Downers Grove property owners and renters are eligible for a 25% reduction in premiums.
The National Flood Insurance Act of 1968 made flood insurance available to anyone living in one of the almost 23,000 participating NFIP communities, including Downers Grove. More about NFIP.
The Village does not pump out basements.
The Village may pump out flooded yards on a case-by-case basis, depending on availability of staff and equipment. (See Resolution 2009-91)
The Federal Emergency Management Agency (FEMA) has delineated areas that have a 1% chance of flooding in any given year, commonly referred to as the 100-year flood plain or the Special Flood Hazard Area (SFHA). These areas usually flood during storms and typically border a creek or river.
There are many misperceptions that these areas only flood once every 100 years. This is actually a statistical probability that translates to a 26% chance of flooding within the life of a 30-year mortgage and a 67% chance of flooding within a span of 100 years. It is possible to have more than one 100-year flood in a single year.
- About the 100 Year Flood

LPDA stands for Localized Poor Drainage Area. The Village identified these areas as locations prone to flooding due to topography. In other words, LPDAs are areas of land that are bowl-shaped.
Stormwater runoff that cannot infiltrate the ground tends to accumulate in LPDAs, creating flooding or standing water. Although LPDAs are not recognized by FEMA, Village codes regulate both LPDAs and floodplains similarly.
Since LPDAs are already prone to flooding, the Village regulates construction in these areas to ensure that new structures do not contribute to existing issues.
Using the Village's Parcel Navigator map:
- Enter your address in the search box in the upper left hand corner.
- Go to the bottom of the page and click on the "Layers" icon
to open the list. - Click once on the box next to the Utility layer.
The map changes color and makes the Floodplain and LPDA boundaries visible. If the Utility text is greyed out, this means you are zoomed out too far.

- Buildings constructed near, or adjacent to a floodplain or LPDA have restrictions regarding lowest opening elevations and basements. Please refer to Chapter 26, Section 505 of the Municipal Code.
- Any permanent structure, including swing sets and other playground equipment, requires a permit when placed in a floodplain or LPDA. Please refer to Chapter 26, Section 1303 of the Municipal Code.
STORMWATER - Creeks and Wetlands
There are about 12 miles of creeks running through Downers Grove. Not only are creeks integral parts of the stormwater system of our Village, but they also play a critical role in the quality and supply of our drinking water in general, by ensuring a continuous flow of clean water to surface waters and helping to recharge underground aquifers.
Creeks are dynamic, and will widen and meander over time. Erosion of the banks naturally occur, and serious erosion can compromise water quality. A streambank stabilization program, designed to repair targeted areas from existing erosion, and to stabilize them from future erosion, is part of the Village's Community Investment Program. Creeks may also be hosts to wetlands, floodplains, or LPDAs and you can use the Village's Parcel Navigator to get a general overview of your property to see if these may impact you as well. This tool should not be used as definitive proof of either subject and you are encouraged to call us at 630-434-5460 or email stormwater@downers.us to get more information.

Periodically the Village performs a streambank stabilization project for highly erodible areas. An easement is necessary to access the property and perform this work. If you are interested in granting an easement over your stream for potential future work by the Village, please call Public Works at 630-434-5460 or email stormwater@downers.us .
In July of 2015, the Village completed the St. Joseph Creek Streambank Corridor Assessment . This comprehensive study identified the level of erosion, areas of invasive species, and made note of areas requiring general weed and debris removal along the banks of St. Joseph and its tributaries through Downers Grove.
There are quite a few private and public wetland areas in Downers Grove of varying sizes. Wetlands are boggy areas that have specific types of soils and vegetation, and are particularly important for the type of wildlife and plants they support. In addition, they help with flood control and improve the quality of our groundwater by removing some common pollutants.

While officially delineating a wetland requires analysis from an environmental scientist certified to do delineations, DuPage County has recently developed new informational wetland maps , identifying approximate boundaries and locations of wetlands in the county, with the help of a grant from the U.S. Environmental Protection Agency.
It is estimated that more than half of the country's wetlands have disappeared due to man-made causes. Since many wetland functions are difficult and expensive to replace, the Village's Stormwater & Flood Plain Ordinance requires that an applicant avoid or minimize impacts to wetlands. Any development proposed within 100 feet of a wetland may require a construction permit with the Village . It may also require additional permits and reviews at state and federal levels depending on the wetland affected and the work proposed.

A large percentage of creeks through the Village are on private property and it is up to the homeowner to perform basic maintenance. Here are some recommendations:

- Do not dump any chemicals or cleaners in the water that you would not be willing to drink. If it's not good for you, it probably is not good for the fish or plants.
- Do not place mulch piles or dump leaves in or near the banks of the creeks. Phosphorus released from the chemical breakdown of the leaves can increase the amount of algea in the water. Algae can significantly decrease the amount of oxygen in the water which can sicken or kill fish.
- Remove trash that collects in or around the water, and remove brush and branches that may fall in the water and cause damming, especially near storm structures.
- If you see a significant change in your section of creek, such as a sudden increase in erosion or a collapse of a bank, call Public Works at 630-434-5460 for an assessment email stormwater@downers.us .
- If there is no buffer along your section of creek at this time, please consider planting native perennials, bushes or trees in the area.
- Any development proposed within 100 feet of a wetland will require a construction permit with the Village. It may also require additional permits and reviews at state and federal levels, a wetland delineation and an impact study.

A riparian buffer is a strip of vegetation along a stream or wetland that helps shade the area, stabilizes and reduces erosion along the streambank, and partially protects a creek from the impact of adjacent land uses.

It also provides a habitat for animals that live near waterways. Unfortunately, there are many areas in our village where the riparian buffer has been mostly or entirely cleared, but maintaining a buffer is beneficial to the ecosystem of a creek.
STORMWATER - Utility
Downers Grove has had a stormwater utility since 2013. In this model, stormwater management costs are shifted from the property tax levy to a separate stormwater fund.
All property owners in Downers Grove are charged a monthly stormwater fee. (The fee does not apply to unincorporated Downers Grove parcels or tax-exempt organizations.)
Revenues generated by the fee are allocated to the ongoing maintenance and operating costs of the stormwater infrastructure system,
The stormwater fee is based on the total square footage of impervious area on each property/parcel.
Fees are expressed in Equivalent Runoff Units (ERU) . One ERU is equal to 3,300 square feet of impervious area, which is the average for a single family residential property in the Village.
An impervious surface is any area on a parcel/property which prevents or significantly impedes the infiltration of stormwater into the soil. Examples of impervious surfaces include:
- Parking lots
- Roofs
- Driveways
- Patios
- Decks
- Swimming pools
- Gravel and stone areas
The monthly stormwater fee appears on the same bi-monthly Utility Bill. Property owners and tenants are jointly responsible for paying the bills.
Utility bill payments will be applied toward the stormwater utility fee first, then to any water charges.
Outstanding utility bill balances that remain unpaid for 45 days may result in the shut-off of water service. The Village may also place a lien against the property.
Customers receive a utility bill every TWO months.
The MONTHLY fee charged is based on the following:
Single Family Residential
Single Family Residential parcels are charged based on a tiered system:
- Tier 1 ( 1 - 2,500 s.f. of impervious area) = 0.75 ERU = $15.35
- Tier 2 (2,501 - 4,000 s.f. of impervious area) = 1.00 ERU = $20.46
- Tier 3 (4,001 - 7,000 s.f. of impervious area) = 1.50 ERU = $30.69
Non-Single Family Residential
Non-Single Family Residential parcels and Residential Parcels with greater than 7,000 square feet of impervious area are charged based on the actual amount of impervious area, measured in ERUs, rounded to the next whole ERU.
Per ERU (3,300 s.f. ) = $20.46
Vacant (unimproved) Parcels
Vacant parcels are charged 0.3 ERUs.
0.3 ERU = $6.14
An incentive is a one-time reduction in the stormwater utility fee, applied to a customer's account balance. It is offered to assist property owners with the cost of making qualifying stormwater improvements to a property. Examples and eligible incentive amounts are below:
- Rain barrels $25/barrel/property ($50 max)
- Rain gardens $750/property
- Permeable pavers $750/property
- Other projects: up to $500 /property
Examples are outlined in the Stormwater Credit and Incentive Manual.
A credit is an ongoing reduction in the amount of stormwater fees assessed to a parcel in recognition of on-site systems, facilities, or other actions taken to reduce the impact of stormwater runoff.
Decisions affecting stormwater fees including the classification of the parcel, the amount of impervious area, the calculation of the stormwater utility fee, and granting of credits and incentives will be made by the Village's stormwater administrator.
These decisions may be appealed by submitting a written request to the Village Manager. Parcel owners may further appeal the decision of the Village Manager by submitting an application to the Stormwater & Floodplain Oversight Committee. Decisions by the Stormwater & Floodplain Oversight Committee are final.

Taxes and Tax Rates
Illinois has three sales tax structures. Rates paid in Downers Grove are:
General Merchandise: 8.5%
Qualifying Food and Drug: 1.75%
Items required to be titled or registered: motor vehicles, ATVs, watercraft, aircraft, trailers, and mobile homes. 7%
Property tax bills are issued by DuPage County on or about May 1st of each year for the preceding tax year (e.g. tax bills issued in 2025 apply to 2024 taxes).
Your property tax bill is made up of payments to a number of separate local government units including county, township, village, library, fire district, park district, and various school districts.
Your tax bill is computed based on the assessed value of your property multiplied by a tax rate.
As a Home Rule community, the Village can assess a municipal tax on certain utility services. These charges can be found on the bill you receive from the service provider.
Natural Gas: $.015/therm (NICOR)
Telecommunications: 3.5% (phones, cable, internet)
Electricity: 6.0% (ComEd)
Hotel Tax: 5.5%
Food and Beverage Tax: 1.5% (applies to restaurants and prepared foods, etc.)
Motor Fuel Tax: $0.015/gallon
TreeMaintenance_general
The Village has free woodchips available at a fenced pickup site located on the north side of Curtiss St. at the intersection of Katrine St. Hours are Mon-Fri from 7:30 a.m. to 3:00 p.m. Residents are welcome to take the amounts they need using their own transport. Delivery is not available.
- Avoid placing mulch against the tree trunk. This can lead to trunk decay.
- Mulch should be about 4' deep. Refresh the appearance of older mulch by raking it, instead of adding more.
- When adding mulch around a tree, the circumference are should extend out to a tree’s drip line when possible.
A TreeGator® is a 20-gallon plastic reservoir that attaches around the trunk of the tree that can be easily filled with a garden hose. Small holes in the bottom allow water to slowly trickle out, encouraging deep root growth.
Residents may have one TreeGator® for each new tree planted in the parkway, at no cost

UTILITY BILL FAQs
The Village gets its water from the DuPage Water Commission (DWC), which buys Lake Michigan water from the City of Chicago and distributes it to member communities. The costs for water in Downers Grove include the rates charged by both the City of Chicago and the DWC.
Rates also reflect recommendations from the water rate studies conducted by the Village.
Water fees are expressed as both a unit rate and a fixed-charge.
All figures below are effective July 1, 2025.
Unit Rate:One unit equals approximately 748 gallons of water.
- Properties within Village limit: $7.72/unit
- Unincorporated properties: $8.83/unit
Fixed-Charge: Accounts are assessed a bi-monthly fixed charge, based on the property's meter size, as follows:
- 5/8" = $19.37 Most single-family homes are this size.
- 1" = $29.06
- 1½" = $96.89
- 2" = $155.00
Similar rates apply for meters of 3", 4", 6" and 10".

- Accounts are assessed a late fee equal to 10% of the total amount due if payment is not received by the due date.
- Reminder notices are mailed to late accounts the day after the due date, indicating the payment due, plus the late fee.
- Customers who receive a final shut-off notice must pay the amount due by 4:30 p.m. on the Monday prior to the Tuesday shut-off date.
- If payment is not received by the date shown on the final shut-off notice, water service will be discontinued. Service will not be resumed until all arrears and administrative fees have been paid. The Village is not liable for any damage that may occur on the premises as a result of the water being shut off.

Yes. You’ll be prompted to create an account and sign-up. In addition, most applications offer enhanced capabilities if you sign-up. This includes the ability to setup a shared profile to link account numbers from different applications, view transaction history and save payment preferences.
- Click the Log In or dedicated Vendor Self Service > Log in/Register on the page.
- To create a log in with a social media account, click on any of the buttons seen in the Sign in with… section. This method is recommended as you will not need to remember a separate password for this site.
- If you would like to create an account not connected to a social media account, click the Create an account button under the email address and social media sign in buttons.

- Complete the required fields on the registration form and click Sign Up.

NOTE: The email address used for signing in will be your username.
- Before your account is officially registered, the system will send an email to your email address. You must click the confirmation link in the email before you can access the account.

The Village's software vendor periodically updates their software to maintain security and feature enhancements. Due to these upgrades, businesses who use the vendor self-service portal will need to re-register their accounts after the newly applied updates. When you re-register, if you use the same email address as your previous account, your account will retain its data.

WATER_General-Lead
YES. The Village monitors for lead every 3 years, as required by the EPA. See the latest Water Quality Report.
Having a lead service line does not necessarily mean you have lead in your water. To reduce your risk from lead exposure, you can follow these guidelines:
- Run your water for a few minutes to flush out lead after periods of non-use, such as first thing in the morning, after work or returning from vacation.
- Always use cold water for drinking and cooking. Lead dissolves more easily in hot water and boiling water will not remove lead.
- Use a National Sanitation Federation certified filter.
- Periodically remove and clean your faucet aerators.
- You may also want to consider replacing your lead service line.
Note the color of the pipe and perform a Scratch Test
- Find the water meter in your home and locate the portion of pipe which comes through the foundation or floor from the outside and connects to the meter. A lead service line is generally dull gray in color and very soft, whereas a copper pipe is dark orange.
- Carefully scratch the pipe coming into your home with a coin. If it is lead, the scratched area will turn bright silver. Knives or other sharp instruments should NOT be used to perform this test.

Yes. Residents wishing to replace a water service line should contact a licensed plumber to perform the work. Replacement of a water service line requires a permit from the Village.
