Comp Plan News: Update as of Dec. 6, 2010

Comprehensive plans offer guidance on a wide range of issues including economic development, infrastructure, recreation, environmental impacts, and public safety, in addition to typical land use policies and maps. The current process is designed to address the opportunities and challenges posed in communities like Downers Grove that are either nearly built out or land locked.

Working with consultant Houseal Lavigne Associates, the eleven member Comprehensive Plan Ad Hoc Committee is responsible for drafting a Comprehensive Plan to recommend to the Village Council in 2010.

The Comprehensive Plan website contains the draft Comprehensive Plan, meeting summaries, agendas, copies of presentations and a link to meeting podcasts. 

December 6, 2010 Meeting of the Plan Commission

The Downers Grove Plan Commission began the public hearing to review the draft Comprehensive Plan, which was referred by the Comprehensive Planning Committee on November 17, 2010. Village staff and the Village's planning consultant, Houseal Lavigne Associates, presented an overview of the planning process and contents of the draft document. A schedule for upcoming meetings was also discussed.

The public hearing was continued to Monday, January 24, 2011 at 7:00 p.m., in the Village Council Chambers at 801 Burlington Avenue. The meeting will focus on the draft plan's recommendations regarding design guidelines (commercial and residential) and enhancing the Village's historic preservation efforts The Plan Commission will forward a formal recommendation to the Village Council at the conclusion of the public hearing.

Over the next four months, the Plan Commission will continue to discuss the draft Comprehensive Plan. There are six key issues that staff has identified to focus the Commission's discussion.

1. Recommendations regarding Design Guidelines (both Commercial and Residential)
2. Recommendations regarding enhancing Historic Preservation efforts
3. Recommendations regarding Code Enforcement/Property Maintenance programs and process
4. Recommendations regarding Village's Construction/Development Permitting process
5. Recommendations regarding Community Facilities responsibilities
6. Recommendations for Land Use, Transportation and Sub-Area Plans

The Committee finalized their review of the draft Comprehensive Plan. The Committee referred the draft Comprehensive Plan to the Plan Commission.

The Village Plan Commission will hold a public hearing for the draft plan.  The Plan Commission will forward a formal recommendation to the Village Council at the conclusion of the public hearing. The public hearing for the draft Comprehensive Plan will be Monday, December 6, 2010 at 7:00 pm.  The hearing will be held in the Village Council Chambers at 801 Burlington Avenue. 

November 3 Meeting Summary

The Committee continued their review of the draft Comprehensive Plan.  They focused their discussion on the remaining concerns from the October 26th meeting.  The Committee finalized their recommendations for the draft plan sections. The Committee reviewed the subarea plan for the Fairview Train Station neighborhood.  They provided comments for land use and traffic recommendations for the neighborhood.  

The Committee will finalize their recommendations for the Fairview sub-area plan at their next meeting (November 17).  Members are expected to refer the Comprehensive Plan to the Village's Plan Commission.

The Committee reviewed the first full draft of the Comprehensive Plan.  They focused their discussion on the policies and recommendations for the residential areas, commercial areas, transportation, open space/environment and community facilities sections of the plan.  

On October 19, 2010, the Village Council approved a modification to the contract with Houseal Lavigne Associates to add the neighborhood around the Fairview Train Station as an additional sub-area.  The Committee will review the sub-area plan for the Fairview Train Station neighborhood.  Members will also discuss the changes to the policies and recommendations at their next meeting on November 3.

The Downers Grove Comprehensive Plan Committee continued their efforts toward adopting a new plan for the Village.  The Committee continued their discussion on land use.  The Committee focused their discussion on proposed changes to the plan. 

The Committee received their first copy of the full draft document.  Members will begin to finalize their recommendations for the plan during the October meeting.

The Committee began their discussion on the first four sections of the draft plan.  The Committee focused their discussion on refining the vision, goals and objectives for the Village’s Comprehensive Plan. 

The future land use plan will be discussed at the next meeting as well as the remaining sections of the Comprehensive Plan.  Members will begin to finalize the key elements for the draft plan during the September meeting.

The Committee began finalizing their recommendations for the sub-area plans. The Committee discussed the Butterfield Road corridor, the Downtown, the Ogden Avenue corridor and Ellsworth Industrial Park. The Committee discussed the changes made based on their June meeting and reached consensus on most of the key points.

The first chapters of the draft plan were distributed to the Committee at the meeting. At their next meeting, Committee members will begin to review key elements for a first draft of the entire comprehensive plan, including the future land use plan.

The next Comprehensive Plan Committee meeting will be August 24, 2010 at 7:00 pm in the Village Hall Committee Room.

The Committee completed the first detailed round of discussions about the sub-area plans. The areas the Committee discussed were the Butterfield Road corridor, the Downtown, the Ogden Avenue corridor and Ellsworth Industrial Park. The Committee reached consensus on several key challenges in the sub-areas.

At their next meeting, Committee members will finalize their revisions for the sub-areas and begin to review key elements for a first draft of the entire Comprehensive Plan. Refining the plan’s goals and objectives will continue throughout the planning process.

The Downers Grove Comprehensive Plan Committee met at 7:00 pm on Tuesday, May 25, 2010, to continue their efforts toward adopting a new plan for the Village. The Committee discussed the vision for the Comprehensive Plan. After a productive exchange, the Committee began discussing the goals and objectives that support the vision. The public input received during the Total Community Development (TCD 3) process was directly reflected in the drafting of the vision, goals and objectives.

The items discussed at this meeting will serve as a major guiding factor in the drafting of the rest of the Comprehensive Plan. The Committee will continue their discussion of the goals and objectives as well as beginning their dialogue on the subarea plans.
