Drainage problems in this area are due to roads and yards in flat, depressional areas which do not have a dedicated storage location or outlet. Residents have notified the Village of Downers Grove of house, basement, garage, yard, and street flooding.
The Watershed Infrastructure Improvement Plan identifies this project.
This project provides improvements to the neighborhood stormwater and drainage system and is being funded from the Village’s Stormwater Fund. Work includes the excavation of two stormwater detention basins, plus the construction of concrete perimeter retaining walls and an under drain irrigation system. Enhanced park features will include a fountain, soccer and baseball field equipment, playground equipment, and landscaping.
When completed, the basins will be used as softball & soccer fields and serve to hold stormwater after large rain events. Minor storm sewer, sanitary sewer, and water main work will occur on Washington Street between Prairie Avenue and Franklin Street and at the intersection of Elm Street and Franklin Street.
Washington Park will be completely closed to the public through the end of 2009 to complete this construction.
This project will be completed in three phases.
Phase I In 2009, a detention basin will be constructed at Washington Park. A storm sewer will be replaced on Rogers Street between Bryan Place and Elm Street and a relief storm sewer will be installed on Washington between Chicago and Prairie. Construction will last 8-10 months.
Phase II In 2010, modifications to Grant Street, Lincoln Street, Elm Street and Stanley Avenue surface and pipes will be made in order to connect depressional areas to detention areas. Pipe replacement will occur primarily along the Stanley Avenue corridor.
Phase III If necessary, in 2011 the storm sewer on Highland from Prairie to Rogers will be replaced.
In conjunction with the overall project,the detention facilities will alleviate drainage issues along the Stanley Ave corridor. The detention facilities will allow many of the poorly-drained depressional areas to drain more efficiently, thus reducing flooding elevations. However, the new stormwater systems will not completely eliminate flooding in depressional areas. Stormwater storage is scarce throughout the Village; therefore, existing depressional areas must continue to be utilized for stormwater storage, especially during large rain events.
9/7/2010 Miscellaneous punch list items continue to be addressed. The pavilion area in the north section of the park was opened to the public on Friday, September 3.
8/20/2010 Completed sod installation for north basin, irrigation system for both basins, paving for parking lot entrance, and waterproofing of the fountain basin. The week of 8/23 will begin the installation of staircase railings, striping for parking lot, and start-up/operation of the decorative fountain.
7/30/2010 Due to the recent strike, the completion date has been adjusted to August 5, 2010. Items expected to be incomplete as of August 5 include: ornamental fence, railing, fountain, seeding of north basin, sodding of south basin, and various punch list items. The delay of the turf related items was agreed to by the Park District and the Village due to weather conditions. The contractor will be working on Saturday and Sunday. (7/31 and 8/1).
6/18/2010 Due to recent revisions to basin bottom grades, the project completion date has been revised to July 14, 2010. The contractor expects to be working Saturdays in order to meet the schedule. Work scheduled for the week of June 21 includes:

Installation of trees, shrubs, and perennials is underway.Concrete pad placement is underway. Installation of the irrigation system is about 95% complete. The water service for the drinking fountain and decorative fountain is complete.New sidewalk on both Franklin and on Elm has been placed. The sidewalk will remain closed until project completion.Construction of the fountain is ongoing. Mulch is scheduled to be placed towards the end of June. Installation of the concrete curb in the pavilion area is ongoing. Installation of the sidewalk within the pavilion area is underway. Installation of other items within the pavilion area such as stone pavers, benches, and fencing is scheduled to begin after the completion of the fountain.
4/23/2010 The project completion date has been pushed back about four weeks to July 1, 2010.
4/12/2010 Work continues. Public sidewalks adjacent to the park along Frankling and along Elm will remain closed.
1/29/2010 A time extension has been granted to the contractor. The project is scheduled to be completed by June 1, 2010. Concrete retaining wall and concrete stair placement is underway. This item has been delayed by weather. Installation of the irrigation system is on hold until warmer weather is experienced. Installation of the underdrain system at the bottom of the basins is underway and scheduled to be completed in two weeks.
The sidewalk adjacent to the park along Franklin and along Elm remains closed in order to construct the proposed retaining walls and storm sewer. Sidewalk closed signs have been posted. This item has been delayed by weather and will be restored in spring 2010.
Installation of the lighting system for the shelter and pavilion area is underway. Construction of the fountain is scheduled to start the first week of February.

8/7/2009 Concrete retaining wall placement resumed this week and is expected to take between 6 and 8 weeks. The sidewalk adjacent to the park along Franklin and along Elm remains closed in order to construct the proposed retaining walls and storm sewer. Sidewalk closed signs have been posted. On Wednesday, August 12th, sewer work is expected to move into the street on Washington and close the road to traffic during the day. A daily detour route will be posted and is being coordinated with the Prairie detour which is currently in place.

5/22/2009 Excavation continues on the northwest detention basin. Excavation for the southeast basin is scheduled to begin next week. Relocation of overhead utility lines has begun and is scheduled to be completed in mid-June. Placement of cast-in-place retaining walls is scheduled to begin the first week of June.
During excavation, fill material that consists of bricks, concrete and other material remaining from the old school was discovered. Staff has negotiated a unit price with the contractor for the disposal of this material. The contractor had previously agreed to a $44,000 deduction to the earth excavation quantity that was included in the contract. The additional cost for removing the building debris is expected to be less than $44,000 and staff is preparing a balancing change order which we expect to be a net deduction from the contract. Increased semi-truck and construction traffic is expected on these streets for the duration of the project. A street sweeper is being called out twice a day (once in late morning and once in the afternoon) to control dust accumulated by the truck traffic in and out of the site.

4/27/2009 Site preparations began on April 16 with the installation of a chain-link fence enclosure. Work began to remove trees and relocate park equipment. Excavation for two detention basins is scheduled to begin the week of April 20th.
The designated haul route for construction vehicles and deliveries is on Franklin Street between Washington Street and Fairview Avenue; Fairview Avenue between Franklin Street and 55th Street; and 55th Street/Maple Avenue between Fairview Avenue and I-355. Neighbors should expect increased semi-truck traffic on these streets for the duration of the project.
