1. Call to Order

Mayor Pro Tem William White called the regular meeting of the Village Council of the Village of Downers Grove to order at 7:00 p.m. in the Council Chambers of the Downers Grove Village Hall.  He explained that Mayor Tully is out of town on business and would not be in attendance at tonight's meeting. 

Pledge of Allegiance to the Flag

Mayor White led those present in the Pledge of Allegiance to the Flag.

 

Proclamation:  Mayor Pro Tem White proclaimed August 26, 2018 as Women's Equality Day in the Village of Downers Grove. August 26, 2018 marks the anniversary of the certification of the Nineteenth Amendment, extending the right to vote to women in the United States.

2. Roll Call

Absent:  Commissioner Walus; Mayor Tully

Non-Voting:  Village Manager David Fieldman, Village Attorney Enza Petrarca, Village Clerk April Holden

The Council meeting is broadcast over the local FM radio station, WDGC. In addition, a tape recording and videotape of the meeting are being made using Village-owned equipment. The videotape of the meeting will be used for later rebroadcast of the Council meeting over the Village cable television Channel 6. 

The Council will follow the rules of conduct for this meeting as provided in Sec. 2.5 of the Downers Grove Municipal Code. These offer the public the opportunity to comment at several points in the meeting. First, immediately following approval of the minutes of past meetings, an opportunity will be given for public comments and questions of a general nature. If a public hearing is scheduled for this meeting, an opportunity is given for public comments and questions related to the subject of the hearing. Finally, an opportunity is given for public comments and questions on items appearing on the Consent Agenda, the Active Agenda and the First Reading. 

At the appropriate time the presiding officer will ask if there are any comments from the public. Individuals wishing to speak, should raise their hand to be recognized and, after acknowledgment from the presiding officer, approach the microphone and state their name. Remarks should be limited to five minutes, and individuals are asked to refrain from making repetitive statements.

Agendas are located on either side of the Council Chambers for the audience to follow the progress of the Council meeting.

Motion:  Commissioner Earl moved to approve the minutes as presented.  Commissioner Waldack seconded the motion.

Mayor White declared the motion carried by voice vote.

MOT 2018-7866 - C. Motion:  Award $50,000.00 to Superior Road Striping, Melrose Park, IL, for 2018 Pavement Striping Maintenance

Summary:  This awards a contract for the 2018 pavement striping maintenance to Superior Road Striping of Melrose Park, Illinois in the amount of $50,000.00.

 

RES 2018-7865 - D. Resolution:  Adopt a DuPage County Natural Hazards Mitigation Plan

Summary:  This adopts the 2018 DuPage County Natural Hazards Mitigation Plan.

MOT 2018-7871 - E. Motion:  Award $34,177.65 to Zones, Inc., Auburn, WA, for Fire Department Network Switches

Summary:  This awards $34,177.65 to Zones, Inc. for Fire Department network switches.

 

MOT 2018-7855 - F. Motion:  Award $1,715,641.20 to A Lamp Concrete Contractors, Inc., Schaumburg, IL, for Drendel Road and Cross Street Drainage, Roadway and Sidewalk Improvements

Summary:  This awards a contract for Drendel Road and Cross Street Drainage, Roadway and Sidewalk Improvements to A Lamp Concrete Contractors Inc. of Schaumburg, Illinois in the amount of $1,715,641.20.

 

RES 2018-7864 - G. Resolution:  Amend the Contract with Robinson Engineering, Ltd. for Hobson Triangle Stormwater Management Engineering Services

Summary:  This authorizes a contract amendment with Robinson Engineering for additional design services, modeling and stormwater study preparation in conjunction with stormwater engineering services for Stormwater Project Area #16, Hobson Triangle, in the amount of $6,600.

6. Active Agenda

ORD 2018-7856 - A. Ordinance:  Vacate a Portion of a Public Alley adjacent to and between 4732 Douglas Road, 509 Gierz Avenue and 523 Gierz Avenue

Summary:  This vacates the public alley adjacent to the properties at 509 Gierz Street, 523 Gierz Street and 4732 Douglas Road.

Motion:  Commissioner Earl moved to adopt "An Ordinance Vacating a Portion of a Public Alley Adjacent to and Between 4732 Douglas Road, 509 Gierz Avenue and 523 Gierz Avenue," as presented.  Commissioner Waldack seconded the motion. 

Chris Nelson, 509 Gierz, expressed his support for the ordinance to vacate a portion of the public alleyway.

RES 2018-7827 - B. Resolution:  Grant Historic Landmark Designation for 844 Maple Avenue

Summary:  This grants historic landmark designation for 844 Maple Avenue.

Motion:  Commissioner Earl moved to adopt "A Resolution Granting Historic Landmark Designation for 844 Maple Avenue," as presented.  Commissioner Waldack seconded the motion. 

1.   Kathy Nybo, 5253 Blodgett, stated she was excited to see this coming forward. The home was built in 1876 when Ulysses Grant was President. Ms. Nybo described aspects of the history of the house and surrounding area. She stated that this home is the perfect example of what Downers Grove wants to showcase, and thanked the owners of the property for going through the process.

 

2.   Selma Moberg, owner, thanked everyone who helped her get through the process of landmarking her home. She stated that she and her husband put many hours into the house and she is grateful that the house will be maintained as an historic structure.

Mayor Pro Tem White presented the certificate to the owner and thanked Ms. Moberg for having her home landmarked.  He then thanked all of the owners who have come forward to landmark their homes. This property is the 24th home landmarked in the Village.

ORD 2018-7852 - C. Ordinance:  Amend Certain Traffic Provisions

Summary:  This amends sections of the Municipal Code concerning the modification to traffic control on various streets including those within Neighborhood Traffic Study Area 6, bounded by Ogden Avenue, Highland Avenue, 39th Street, and Williams Street.

Motion:  Commissioner Earl moved to adopt "An Ordinance Amending Certain Traffic Provisions," as presented.  Commissioner Waldack seconded the motion.

MOT 2018-7863 - D. Motion:  Award $668,898.50 to Martam Construction, Inc., Elgin, IL, for Black Oak Drive Stormwater Improvements

Summary:  This awards a contract for the Black Oak Drive Stormwater Improvements to Martam Construction, Inc. of Elgin, Illinois, in the amount of $668,898.50.

Motion:  Commissioner Earl moved to authorize execution of a contract for Black Oak Drive Stormwater Improvements to Martam Construction, Inc., in the amount of $668,898.50.  Commissioner Waldack seconded the motion. 

Votes:  Yea: Commissioners Earl, Waldack, Hosé, Barnett; Mayor White

Nay: None

Mayor White declared the motion carried.

7. First Reading

ORD 2018-7857 - A. Ordinance:  Annex 4000 Lee Avenue to the Village of Downers Grove, Illinois

Stan Popovich, Director, Community Development, stated that the property is located at the northwest corner of the Village at Lee and Ogden Avenue. He displayed a map showing the area, noting it is contiguous to the Village. The homeowners are requesting a connection to Village water. Mr. Popovich said that the property will maintain an R-1 single-family zoning classification, and it is in compliance with the Village's Comprehensive Plan.

8. Mayor's Report

Mayor Pro Tem White noted that Mayor Tully recently lost his grandfather who lived to be over 100 years of age. He expressed the Village's condolences to Mayor Tully and his family.

Pursuant to Section 2.5 of the Downers Grove Municipal Code, the following are presented for Village Council consideration:

 

  1. An ordinance annexing 4000 Lee Avenue to the Village of Downers Grove, Illinois

Commissioner Earl wished Mayor Pro Tem White and Commissioner Waldack a Happy Birthday. She also expressed her condolences to the Mayor and his family.

Mayor White asked for a motion to adjourn. 

Motion:  Commissioner Waldack moved to adjourn.  Commissioner Hosé seconded the motion.   

Mayor White declared the motion carried by voice vote and the meeting adjourned at 7:18 p.m.
