1. Call to Order

Mayor Martin Tully called the regular meeting of the Village Council of the Village of Downers Grove to order at 7:00 p.m. in the Council Chambers of the Downers Grove Village Hall.

Mayor Tully led those present in the Pledge of Allegiance to the Flag.

 

2. Roll Call

Council Attendance (Present):  Commissioner Waldack, Commissioner White, Commissioner Vattimo, Commissioner Hosé; Mayor Tully

Absent:  Commissioner Olsen, Commissioner Barnett

Non-Voting:  Village Manager David Fieldman; Village Attorney Enza Petrarca; Village Clerk April Holden

The Council meeting is broadcast over the local FM radio station, WDGC. In addition, a tape recording and videotape of the meeting are being made using Village-owned equipment. The videotape of the meeting will be used for later rebroadcast of the Council meeting over the Village cable television Channel 6. 

The Council will follow the rules of conduct for this meeting as provided in Sec. 2.5 of the Downers Grove Municipal Code. These offer the public the opportunity to comment at several points in the meeting. First, immediately following approval of the minutes of past meetings, an opportunity will be given for public comments and questions of a general nature. If a public hearing is scheduled for this meeting, an opportunity is given for public comments and questions related to the subject of the hearing. Finally, an opportunity is given for public comments and questions on items appearing on the Active Agenda and the First Reading. 

The Mayor stated that at the appropriate time the presiding officers will ask if there are any comments from the public. Individuals wishing to speak, should raise their hand to be recognized and, after acknowledgment from the presiding officer, approach the microphone and state their name. Remarks should be limited to five minutes, and individuals are asked to refrain from making repetitive statements.

Mayor Tully said there are agendas located on either side of the Council Chambers, and he invited the audience to pick up an agenda and follow the progress of the Council meeting.

Summary:  This authorizes an intergovernmental agreement with the Downers Grove Park District.

MOT 2015-6574 - D. Motion:  Authorize $619,123 for the Purchase of Two 2016 Ford F550 Horton Ambulances, One 2016 Ford Fusion and One 2016 Ford Police Interceptor Utility Vehicle.

Summary:  This authorizes the purchase of two 2016 Ford F550 Horton ambulances in the total amount of $556,426; one 2016 Ford Fusion from Currie Motors of Frankfort, Illinois in the amount of $25,408; and one 2016 Ford Police Interceptor Utility from Morrow Brothers Ford, Inc. of Greenfield Illinois, in the amount of $37,289.00

 

RES 2015-6495 - E. Resolution:  Authorize an Addendum to the Agreement with Tyler Technologies, Inc.

Summary:  Authorize a purchase from Tyler Technologies, Inc. in the amount of $39,650 for Tyler Cashiering.

6. Active Agenda

ORD 2015-6564 - A. Ordinance:  2015 Aggregate Tax Levy

Summary:  This establishes the 2015 Downers Grove tax levy in the amount of $20,345,652.76 for the Village of Downers Grove and $5,446,658 for the Library. 

2015 AGGREGATE TAX LEVY ORDINANCE

ORDINANCE NO. 5502

Motion:  Commissioner White moved to adopt the 2015 Aggregate Tax Levy Ordinance, as presented.  Commissioner Waldack seconded the motion.

Commissioner Hosé commented that he believes the Village Council failed to reduce spending as much as they could have with some easy-to-cut projects that could have offset at least a portion of the tax increase to cover the pension levy.  As a result, he will vote against the aggregate tax levy. 

Mayor Tully said he has a different view.  The sole reason for the increase is the unfunded mandate from Springfield for increases to the public safety pension funds.  It would be mistake to take the public's attention off where corrections need to be made in order to avoid increases like this in the future.  He is proud that the Village has not made any increases in the levy for its operations for the past several years.  He challenged Springfield to try and do this at least once.  It is important that our residents know the reasons for the increase in the levy.  The Mayor said it also would have been imprudent to make these cuts due to the revenue challenges by Springfield.  He said that the Village might have to make further cuts.  The 2016 budget of the Village is unsustainable and the community may need to make some serious decisions next year for the 2017 budget.

Summary:  This establishes the Special Service Area #2 (Downtown Special Service Area) tax levy in the amount of $247,000.

Motion to Adopt Ordinances ORD 2015-6529 through ORD 2015-6537 and ORD 2015-6554 (Active Agenda Items H-Q)

 

Motion:  Commissioner White moved to adopt ordinances abating a portion of the 2015 tax levy related to the General Obligation Bonds, Series 2008A, Series 2008B, Series 2009, Series 2010, Series 2010B, Series 2012, Library Refunding Series 2013, Series 2013A, Series 2014 and Series 2015, as presented.  Commissioner Waldack seconded the motion.

Dr. Gordon Goodman, 5834 Middaugh, thanked staff for incorporating all the items into two pages for the tax levy and abatements.  They saved many trees.  He also congratulated the Village for finding funds to abate a portion of the tax levies.  It is an important practice of the Village to find ways to pay for these bonds, and indicates sound financial planning by the Village.

Mayor Tully then explained that Items 6-A-G were levy Ordinances, while Items 6-H-Q are abatements which means the Village will not be collecting on a substantial portion of the levy just passed because there are other sources to pay for these items.

7. First Reading

ORD 2015-6601 - A. Ordinance:  Amend the Village Council Meeting Schedule

Village Manager Dave Fieldman explained that this Ordinance would amend the Council meeting schedule and would result in no Council meetings occurring on election days. Commissioner Olsen presented this as a new business item last week.

Mayor Tully said he has no problem with this as long as it is known sufficiently in advance so there is no disruption in the services to the community.

Dr. Goodman said he fully supports this provision.  He originally suggested moving the Council meeting date from Monday to Tuesday.  He thinks this is a good recognition that occasionally Tuesdays are awkward.  He thanked the Village Council for considering this.

 

8. Mayor's Report

Mayor Tully said that Downers Grove North High School Fine Arts Department Chair, Brayer Teague, was one of 25 semi-finalists for a Grammy Award.  He is now one of ten finalists for the Music Educator Award, for which there were originally 2,500 nominations.  The Village is very proud of Mr. Teague and the music program in Downers Grove.  The Mayor said that the Village wishes him the best of luck.

Pursuant to Section 2.5 of the Downers Grove Municipal Code, the following are presented for Village Council consideration:

11. Council Member Reports

Commissioner Waldack said that the Downtown Management Corporation met last Thursday. He announced that Mike Busse will be leaving the Community Bank of Downers Grove and the Downtown Management Corporation Board.   The Commissioner said that the bank has a Holiday Sharing Program that is a matching donations program, and in the past the bank has raised over $75,000 for charities.  Donations also earn Busse Bucks that can be used at local restaurants matching the amount of the donation up to $50.00.

Commissioner Waldack then added that handmade gingerbread houses are on display in the downtown area.  He announced various activities in the downtown stores including Gingerbucks reward cards and the gingerbread man hunt contest.  A special shopping day will be on December 17 with Merry Madness, and stores will be open until 9:00 p.m.  Downtown gift certificates are available.  For other events, residents can go to www.downtowndg.org.

Commissioner Waldack said a big part of the Village budget is sales tax, and he encouraged everyone to shop locally in the Village.

Commissioner Hosé urged residents to shop locally in Downers Grove.

Mayor Tully said that, as reported in Crain's Chicago Business, a new craft brewery, Alter Brewing Company, will open on December 18 at 2300 Wisconsin, #213, in Ellsworth Industrial Park.
