1. Call to Order

Mayor Martin Tully called the regular meeting of the Village Council of the Village of Downers Grove to order at 7:00 p.m. in the Council Chambers of the Downers Grove Village Hall.

Pledge of Allegiance to the Flag

Mayor Tully led those present in the Pledge of Allegiance to the Flag.

2. Roll Call

Council Attendance (Present):  Commissioner Waldack, Commissioner White, Commissioner Vattimo, Commissioner Hosé, Commissioner Olsen; Mayor Tully

The Council meeting is broadcast over the local FM radio station, WDGC. In addition, a tape recording and videotape of the meeting are being made using Village-owned equipment. The videotape of the meeting will be used for later rebroadcast of the Council meeting over the Village cable television Channel 6. 

The Council will follow the rules of conduct for this meeting as provided in Sec. 2.5 of the Downers Grove Municipal Code. These offer the public the opportunity to comment at several points in the meeting. First, immediately following approval of the minutes of past meetings, an opportunity will be given for public comments and questions of a general nature. If a public hearing is scheduled for this meeting, an opportunity is given for public comments and questions related to the subject of the hearing. Finally, an opportunity is given for public comments and questions on items appearing on the Active Agenda and the First Reading. 

The Mayor stated that at the appropriate time the presiding officers will ask if there are any comments from the public. Individuals wishing to speak, should raise their hand to be recognized and, after acknowledgment from the presiding officer, approach the microphone and state their name. Remarks should be limited to five minutes, and individuals are asked to refrain from making repetitive statements.

Mayor Tully said there are agendas located on either side of the Council Chambers, and he invited the audience to pick up an agenda and follow the progress of the Council meeting.

3. Minutes of Council Meetings

MIN 2015-6406 - A. Minutes:  Council Minutes - September 1, 2015

Motion:  Commissioner Olsen, seconded by Commissioner White moved to approve the minutes as presented.

4. Public Comments

This is the opportunity for public comments.

5. Consent Agenda

Mayor Tully noted that a request has been made to remove Item D, RES 2015-6398, a resolution awarding a three-year contract extension to Andres Medical Billing, Ltd. for medical billing services, from the Consent Agenda.  This item has been moved to the Active Agenda.

The Mayor asked for a motion to approve the Consent Agenda as amended.

BIL 2015-6407 - A. Bills Payable:  No. 6214, September 8, 2015

 

RES 2015-6376 - B. Resolution:  Approve the Final Plat of Subdivision for 2801 Ogden Avenue

Summary:  This approves the final plat of subdivision for 2801 Ogden Avenue.

RES 2015-6405 - C. Resolution:  Authorize a Subdivision Improvement Agreement with TAG Land DGS LLC and the Downers Grove Park District (Ogden & Walnut Resubdivision)

Summary:  This authorizes the execution of a subdivision improvement agreement with the property owners at 2801 Ogden Avenue.

MOT 2015-6395 - E. Motion:  Award a Contract for $95,000.00 to KLF Enterprises, Markham, IL, for 2015 Hazard Mitigation Grant Program (HMGP) Residential Demolitions

Summary:  This awards a contract for the 2015 Hazard Mitigation Grant Program (HMGP) Residential Demolitions to KLF Enterprises of Markham, Illinois in the amount of $95,000.

 

MOT 2015-6396 - F. Motion:  Authorize a Change Order to A Lamp Concrete Contractors, Inc. under the Maple Avenue Roadway Reconstruction Contract in the Amount of $100,153.08 for Completion of Brian Grant Court Public Improvements

Summary:  This authorizes a change order to an existing contract with A Lamp Concrete Contractors, Inc. of Schaumburg, Illinois for the Maple Avenue Roadway Reconstruction in the amount of $100,153.08, in order to complete public improvements at Brian Grant Court.

 

MOT 2015-6411 - G. Motion:  Award a Three-Year Contract for Specialty Winter Operations Services to Snow Systems in an Amount Not to Exceed $332,625.83

Summary:  This authorizes award of a three-year contract for Specialty Winter Operations Services to Snow Systems of Wheeling, Illinois in the amount of $332,625.83, which includes a 5% contingency.

 

MIN 2015-6408 - H. Minutes:  Note Receipt of Minutes of Boards and Commissions

Summary:  Architectural Design Review Board and Ad Hoc Subcommittee on Historic Preservation - August 5, 2015 and August 19, 2015

 

Motion:  Commissioner Olsen moved to approve the Consent Agenda with the removal of Item D.  Commissioner White seconded the motion.

6. Active Agenda

MOT 2015-6409 - A. Motion:  Waive the First Reading of an Ordinance to Adopt a Text Amendment to Article 9 of the Downers Grove Zoning Ordinance

Summary:  This waives the first reading of an ordinance to adopt a text amendment to Article 9 of the Downers Grove Zoning Ordinance.

Motion:  Commissioner Olsen moved to waive the first reading of an ordinance to adopt a text amendment to Article 9 of the Downers Grove Zoning Ordinance.  Commissioner White seconded the motion.

ORD 2015-6410 - B. Ordinance:  Adopt a Text Amendment to Article 9 of the Downers Grove Zoning Ordinance

ORD 2015-6377 - C. Ordinance:  Authorize a Special Use for 1001 31st Street to Permit a Warehousing Business

Summary:  This authorizes a special use for 1001 31st Street to permit a warehousing business.

Motion:  Commissioner Olsen moved to adopt "An Ordinance Authorizing a Special Use for 1001 31st Street to Permit a Warehousing Business," as presented.  Commissioner White seconded the motion.

Commissioner Olsen said he was pleased to see this come forward.  Commissioner Hosé mentioned this to him several months ago as something that should come forward.  Commissioner Olsen thanked the petitioner, the Council and staff.  He is pleased to see another opportunity for Downers Grove to be pro-business.

Commissioner White said he is glad the Village is moving forward with this; he thinks it is a good idea.

Commissioner Hosé said it is a good move to have this piece of our zoning code in place and to see an innovative and thoughtful business taking advantage of it.  He looks forward to supporting it.

MOT 2015-6415 - D. Motion:  Accept the 2015-2017 Long Range Plan

Summary:  This accepts the 2015-2017 Long Range Plan.

Motion:  Commissioner Olsen moved to accept the 2015-2017 Long Range Plan, as presented.   Commissioner White seconded the motion.

RES 2015-6398 - D. Resolution:  Award a Three-Year Contract Extension to Andres Medical Billing, Ltd. for Medical Billing Services

Summary:  This authorizes award of a three-year extension to the contract between the Village of Downers Grove and Andres Medical Billing, Ltd. for medical billing professional services and collection of fees for ambulance services.

Motion:  Commissioner Olsen moved to adopt "A Resolution Authorizing a Three-Year Extension to the Contract Between the Village of Downers Grove and Andres Medical Billing, Ltd.," as presented.   Commissioner White seconded the motion.

Commissioner Waldack said he asked that this be moved to the Active Agenda.  He spoke about a resident being transported to the hospital who may or may not receive a bill for the emergency transport.  The resident may be billed for this service or for the difference between what their insurance pays and the cost of the transport.  People may question as to why they are being billed when they pay their taxes.  Commissioner Waldack said the bill will not be sent to collections, but not everyone knows the process.  If people are unaware of the process, they are likely to write a check for the difference between the cost of the service and what their insurance paid.  The point is to make sure the Village collects money from the insurance company.  He would like to find a way to avoid billing the taxpayers.  He asked if Council members would consider adjusting the waiver policy, and if so, he would present it as a New Business item. 

The Mayor said Council could consider this request.  Council members may want to think about this before it is brought forward.

7. First Reading

MOT 2015-6397 - A. Motion:  Award a Three-Year Contract to Genuine Parts Company/National Auto Parts Association (NAPA) in an Amount Not to Exceed $1,000,500 for Fleet Parts and Inventory Program Services

Village Manager Dave Fieldman introduced Stan Balicki, Assistant Director, Public Works, to discuss this item.

Stan Balicki, Assistant Director, Public Works, said a motion is requested to award a three-year contract to Genuine Parts Company/National Auto Parts Association (NAPA) for Fleet Parts and Inventory Program services in the amount of $1,000,500 for three years.  The proposed contract will save the Village over $150,000 over the three-year period.  It will reduce the Village fleet by one vehicle and reduce staff by .5 FTE.  Further savings will be realized as a result of a savings on the price of parts and freight costs.  This will also shorten the time spent waiting for supplies through an increase in parts availability.

Mayor Tully said this is an example of smart out-sourcing.

Mr. Fieldman said staff will track this and report out the results.

8. Mayor's Report

Mayor Tully said the Village sprayed for adult mosquitoes on September 2, 2015.  A number of concerns have been expressed regarding the spraying.  The Community Wide Notification system was activated to notify residents, and information was posted on our website.  The purpose of the spraying was to kill mosquitoes (Culex Pipiens) that are carriers of the West Nile Virus.  He suggested including more information to residents in the phone message.

10. Council Member Reports

Commissioner Olsen said on Saturday, September 12, the District 58 Education Foundation will hold the second annual Downers Grove Oktoberfest on Burlington Avenue.  There will be live entertainment and activities for kids.  He encouraged people to support this cause.  Information is available at www.58foundation.org

Commissioner Hosé said the Lester PTA is sponsoring a 5K Running of the Leopards and One Mile Kids Dash on Sunday, September 27.  The Kids Dash will start at 9:00 a.m. and the Family 5K Fun Run will start at 9:30 a.m.  Register by September 11 to order a Fun Run shirt.

Commissioner Waldack noted that the 39th Annual Fine Arts Festival will be held in downtown Downers Grove on September 12-13. 

Mayor Tully said the Farmers' Market, Oktoberfest, and the Fine Arts Festival will all be held on the same day in close proximity to one another.  He asked for a report following these events.
