1. Call to Order

Mayor Martin Tully called the regular meeting of the Village Council of the Village of Downers Grove to order at 7:00 p.m. in the Council Chambers of the Downers Grove Village Hall.

Pledge of Allegiance to the Flag

Mayor Tully led those present in the Pledge of Allegiance to the Flag.

2. Roll Call

Present: Commissioner Bob Barnett, Commissioner Sean P. Durkin, Commissioner Becky Rheintgen, Commissioner Geoff Neustadt, Commissioner Greg Hosé, Commissioner David S. Olsen and Mayor Martin Tully  Non Voting: Village Manager David Fieldman, Village Attorney Enza Petrarca and Village Clerk April Holden  C ommissioner Durkin arrived at 7:02 p.m.

The Council meeting is broadcast over the local FM radio station, WDGC.  In addition, a tape recording and videotape of the meeting are being made using Village owned equipment.  The videotape of the meeting will be used for later rebroadcast of the Council meeting over the Village cable television Channel 6.

The Council will follow the rules of conduct for this meeting as provided in Sec. 2.5 of the Downers Grove Municipal Code.  These offer the public the opportunity to comment at several points in the meeting.  First, immediately following approval of the minutes of the past meetings, an opportunity will be given for public comments and questions of a general matter.  If a public hearing is scheduled for this meeting, an opportunity is given for public comments and questions related to the subject of the hearing.  Finally, an opportunity is given for public comments and questions on items appearing on the Consent Agenda, the Active Agenda and the First Reading.

The presiding officer will ask, at the appropriate time, if there are any comments from the public.  If anyone wishes to speak, the individual should raise their hand to be recognized and, after acknowledgment from the presiding officer, approach the microphone and state their name and address.  Remarks should be limited to five minutes, and asked that individuals refrain from making repetitive statements.

Mayor Tully said there are agendas located on either side of the Council Chambers, and he invited the audience to pick up an agenda and follow the progress of the Council meeting.

3. Minutes of Council Meetings

Council Meeting - June 10, 2014 M ayor Tully asked for a Motion to approve the minutes as submitted.

Commissioner Neustadt moved to approve the minutes as presented.  Commissioner Olsen seconded the motion.

The Mayor declared the Motion carried by voice vote.

4. Public Comments - General Comments on Matters Not Appearing on Tonight's Agenda

Jordan Macarus, 300 Burlington Avenue, said he started a non-profit organization to help people save money while promoting sustainable community food projects.  He presented a number of slides that included a town in Switzerland where everyone cooperates and farms the land; home farms; and Seattle, Washington, where edible plants are grown in the public parks.  Mr. Macarus said he will be taking a course based on the book, "The Good Food Revolution" by Will Allen.  There are two and three-day workshops focused on aquaponic and urban aquaculture training.  He quoted from the book regarding urban agriculture and good soil.  More information is available at growingpower.org.  People can also find more information at planetjordan.com.

Mayor Tully thanked Mr. Macarus for sharing this information and said it is inspiring.

5. Council Member Reports

Commissioner Rheintgen said the Community Events Commission may still accept applications to participate in the July 4 parade.  She encouraged people to participate.

The Mayor noted that community governing boards have been invited to participate in the parade.

Commissioner Olsen said the 37th Annual Downers Grove 5 miler race will be held on Sunday, June 22, at 7:30 a.m. beginning at the Lincoln Center.  The fee is $35.00 and people can register on race day.  It should be a great run and he encouraged everyone to participate.

Commissioner Neustadt said he and Commissioner Olsen attended the ribbon cutting for Mayslake Ministries at 718 Ogden Avenue.  He spoke of their services and said they are open to everyone.

Mayor Tully said there is one day before Downers Grove Rotary GroveFest 2014, which starts Thursday.  Members of Council and staff will be participating.

The Mayor said there will be a Coffee With The Council on Saturday, June 21, at 9:00 a.m. at Pocket Park by the Downers Grove Cemetery on Main Street.

ORD 00-05620 A.  Ordinance:  Provide for Issuance of One or More Series of G. O. Refunding Bonds in Aggregate Principal Amount Not to Exceed $25,000,000 and Provide for Levy & Collection of a Direct Annual Tax for the Payment of Principal of and Interest on Said Bonds

Judy Buttny, Finance Director, said staff has prepared an ordinance, known as the bond parameters ordinance, authorizing bond refundings pursuant to specific parameters.  Staff has been made aware of an opportunity for an advance refunding of existing debt, Fire Station 2 bond, for a net present value savings of approximately $200,000.  The bond refunding parameters ordinance would allow the Village to proceed with the refunding using a negotiated sale.  This is the same process that has been used with previous bond refundings.  Ms. Buttny said the bond closing is expected at the end of August.

Mayor Tully said this needs to be done again as current parameters ordinance has expired.  Indexes: General Obligation Bond - Refund

10. Mayor's Report

Mayor Tully said the Downers Grove and Woodridge Relay for Life will begin in ten days, on June 27 at Downers Grove North High.  There is a cross-town friendly competition between Downers Grove and Woodridge.  He invited people to join the Village of Downers Grove community team at relayforlife.org.

11. Manager's Report

Deputy Village Manager Mike Baker said that Coffee With The Council is being moved to Pocket Park to coincide with moving the Downtown Market during Rotary GroveFest.  He then asked Allison Deitch to provide an update on electrical aggregation.

Allison Deitch, Performance Manager, summarized the Village's decision to end its electrical aggregation program.  Ms. Deitch said the Village's electrical aggregation contract with FirstEnergy Solutions, which locked in low electricity supply rates for residents and small businesses, will end in August 2014.

At the time the Village went out for bid, ComEd was locked into long-term contracts for electricity supply that led to higher prices. Since then, ComEd's prices have come in line with what is available from independent suppliers.  During the two-year program, participants in the program saved 42% over the ComEd rate.

The Village has reviewed options for renewing the contract with FirstEnergy and with other independent energy suppliers. The rates available from energy suppliers for aggregation are nearly identical to ComEd's rates. There will be no benefit to residents or business by continuing the aggregation program.

All participants in the aggregation program will return to ComEd's supply rates. ComEd's rate for October 2014-May 2015 will be 7.42 cents per kilowatt hour, plus an additional adjustment capped at .5 cents per kilowatt that will vary each month. This rate is determined by the Illinois Power Agency, a State of Illinois agency that purchases power supply for ComEd.  Ms. Deitch said customers will have two billing cycles to sign up with other independent, authorized energy suppliers or will be locked into ComEd's rates for 18 months. The Illinois Commerce Commission provides information about power suppliers, including published rates, on its website pluginillinois.org. We have this linked from our website.

Mayor Tully said aggregation was to provide options for the community.  Should circumstances shift again, we already have the procedural infrastructure in place.

Ms. Deitch said we would not be able to change suppliers for 18 months.

The Mayor said it is important to have all the options and flexibility we can.

Commissioner Rheintgen said people participating in the electrical aggregation will not have to take action in order to switch back to ComEd.  Ms. Deitch said that was correct.

Commissioner Rheintgen asked if staff is doing a mailing to residents regarding this information.

Ms. Deitch said information will be in the Hometown Times newsletter as well as  by our regular means of communication.

12. Attorney's Report

Village Attorney Enza Petrarca said she was presenting one item to the Council:  An ordinance providing for the issuance of General Obligation Refunding Bonds of the Village of Downers Grove, DuPage County, Illinois, in one or more series of bonds in the aggregate principal amount not to exceed $25,000,000 and providing for the levy and collection of a direct annual tax for the payment of the principal of and interest on said bonds.
