1. Call to Order
Mayor Brian Krajewski called the regular meeting of the Village Council of the Village of Downers Grove to order at 6:30 p.m. in the Council Chambers of the Downers Grove Village Hall.
Pledge of Allegiance to the Flag
Mayor Krajewski led those present in the Pledge of Allegiance to the Flag.
2. Roll Call
Present: Commissioner Ron Sandack, Commissioner Stan Urban, Commissioner Marilyn Schnell, Commissioner William Waldack and Mayor Brian Krajewski Absent: Commissioner Martin Tully Non Voting: Village Manager Cara Pavlicek, Village Attorney Enza Petrarca and Village Clerk April Holden Commissioner Waldack participated by phone.
Mayor Krajewski said he would like to remind everyone present that the Council meeting is broadcast over the local FM radio station, WDGC . In addition, a tape recording and videotape of the meeting are being made using Village owned equipment. The videotape of the meeting will be used for later rebroadcast of the Council meeting over the Village cable television Channel 6.
The Council will follow the rules of conduct for this meeting as provided in Sec. 2.5 of the Downers Grove Municipal Code. These offer the public the opportunity to comment at several points in the meeting. First, immediately following approval of the minutes of the past meetings, an opportunity will be given for public comments and questions on the active agenda items for this evening’s meeting. Following this, an opportunity is given for public comments and questions on any subject. Finally, if a public hearing is scheduled for this meeting, an opportunity is given for public comments and questions related to the subject of the hearing.
The Mayor stated that at the appropriate time the presiding officers will ask if there are any comments from the public. If anyone wishes to speak, the individual should raise their hand to be recognized and, after acknowledgment from the presiding officer, approach the microphone and state their name and address. He stated that remarks be limited to five minutes, and asked that individuals refrain from making repetitive statements.
The Mayor said there are agendas located on either side of the Council Chambers, and he invited the audience to pick up an agenda and follow the progress of the Council meeting.

Council Meeting – January 17, 2006 Workshop Meeting – January 24, 2006 Executive Session Minutes for Approval Only – January 3, 2006 There being no additions or corrections to the minutes, Mayor Krajewski said they would be filed as submitted. Police Swearing-In Ceremony Police Chief Porter thanked those present for attending this ceremony. He then introduced the officers being promoted, including James R. Black, Deputy Police Chief; James Nehls, Police Lieutenant; and Richard A. Giancarlo, Jr., Police Sergeant. Chief Porter then introduced Erik B. Hedlund, Jay D. Johnson and Keith E. Keough who were sworn in as Police Officers in the Village of Downers Grove.

Jeff Agner, 5714 Chase, commented on the LPDA ordinance, stating that the amount of building and the size of homes in his area create concerns about runoff and stormwater detention. He indicated anything that would weaken detention would be detrimental to those who reside in the areas of new construction.

A RESOLUTION APPOINTING DANIEL COZZO TO THE PLAN COMMISSION
RESOLUTION 2006 -12 The Mayor thanked Mr. Cozzo for serving on the Plan Commission. He reviewed Mr. Cozzo’s background stating that Mr. Cozzo was with Community School District 99 for 31 years. He was in charge of the large additions at both schools. Mr. Cozzo retired last year. Indexes: Boards and Commissions Mayor Krajewski noted the large crowd present, and he noted that typically not many people show up for Council meetings. He said he has the opportunity to appear at different events to meet citizens. This week he will be Emcee for the Kingsley PTA Trivia night. He’ll also be attending Chinese New Year events this weekend. At those events the Council has the opportunity to meet with the residents and discuss both the good aspects of the Village as well as issues of question. He said that he spoke with the 5th graders at St. Mary’s School, stressing the value of education. They presented him with posters signed by the students expressing why they love Downers Grove. He thanked the students for their participation and for inviting him to speak. He noted that a question often asked concerns having a pool in Downers Grove, and he passes that information on to the Park District.
9. Manager’s Report
REP00 -02220 Discussion: Villas of Maple Woods Water Service Design Manager Pavlicek referred to the discussion on January 24 of the Villas of Maple Woods and the water service design for that development. She said staff is continuing to work with Mr. Sievers and his legal counsel to resolve the matter. Indexes: Subdivision – Maple Woods The Manager reminded the Council that the budget document is being prepared and should be on-line for the public on Friday, February 10. She said that on Saturday, February 25, the workshop on the budget will be held and will be taped for later broadcast. There will be additional meetings in March as well for dialogue with the Council and the public.
Manager Pavlicek reminded the Council and the public that the next Council meeting will be held on Monday evening, February 20, instead of Tuesday, to accommodate legislative activities in Springfield which some Council members will be attending.
Deputy Manager Fieldman commented on the Acadia on the Green development. Demolition has been completed and work on the foundation is on-going. Building permits have been issued for Building 1, and some of the safety enhancements are now in place on Burlington Avenue.

Commissioner Sandack thanked Chief Ruscetti and the firefighter/paramedics who hosted a ceremony honoring citizens for their heroic efforts in emergency situations. It was a memorable ceremony. He also mentioned the Lions Club Wine Auction to be held on Saturday at 7:00 p.m. at Avery Coonley School.
The Mayor said that the Kingsley Trivia Night will have a round on Downers Grove Trivia. He also extended his appreciation to the members of the staff for their hard work on getting the budget put together on time.
