July 15, 2003

1. Call to Order

Mayor Brian Krajewski called the regular meeting of the Village Council of the Village of Downers Grove to order at 6:30 p.m. in the Council Chambers of the Downers Grove Village Hall.

Pledge of Allegiance to the Flag

Mayor Krajewski led those present in the Pledge of Allegiance to the Flag.

2. Roll Call

Present: Commissioner Ron Sandack, Commissioner Stan Urban, Commissioner Marilyn Schnell, Commissioner Martin Tully and Mayor Brian Krajewski Absent: Commissioner Mark Zabloudil Non Voting: Village Manager Riccardo Ginex, Village Attorney Enza Petrarca and Village Clerk April Holden

Mayor Krajewski said he would like to remind everyone present that the Council meeting is broadcast over the local FM radio station, WDGC . In addition, a tape recording and videotape of the meeting are being made using Village owned equipment. The videotape of the meeting will be used for later rebroadcast of the Council meeting over the Village cable television Channel 6.

The Council will follow the rules of conduct for this meeting as provided in Sec. 2.5 of the Downers Grove Municipal Code. These offer the public the opportunity to comment at several points in the meeting. First, immediately following approval of the minutes of the past meetings, an opportunity will be given for public comments and questions on the active agenda items for this evening’s meeting. Following this, an opportunity is given for public comments and questions on any subject. Finally, if a public hearing is scheduled for this meeting, an opportunity is given for public comments and questions related to the subject of the hearing.

The Mayor stated that at the appropriate time the presiding officers will ask if there are any comments from the public. If anyone wishes to speak, the individual should raise their hand to be recognized and, after acknowledgment from the presiding officer, approach the microphone and state their name and address. He stated that remarks be limited to five minutes, and asked that individuals refrain from making repetitive statements.

The Mayor said there are agendas located on either side of the Council Chambers, and he invited the audience to pick up an agenda and follow the progress of the Council meeting.

Executive Session Minutes for Approval Only – June 17, 2003 & June 24, 2003 Council Meeting – July 1, 2003 Workshop Meeting – July 8, 2003 There being no additions or corrections to the minutes, Mayor Krajewski said they would be filed as submitted. Conduct Swearing-In Ceremony for Fire Officers Mayor Krajewski asked Fire Chief Phil Ruscetti to introduce Howard Hoffman who has been with Downers Grove since 1988. The Chief gave background details of Lt. Hoffman. The Clerk then swore him in as a Fire Prevention Division Chief. The Hoffman family took part in the swearing in ceremony.

BID00 -01329 Bid: Award $965,461.25 to Harry W. Kuhn, Inc. for 2003 Resurfacing Project #01-03 Sponsors: Public Works Summary of Item: $965,461.25 plus 5% contingency to perform a portion of the Village’s annual roadway maintenance program. Regarding the Harry Kuhn bid, Commissioner Tully said the Council discussion at the Workshop meeting concerned the issue of whether sufficient remedies are available in case of problems with the work performed. He said he was told that the standard contract provides a construction bond, and the Village is sufficiently protected. A motion was made to Approve this file on the Consent Agenda. The Mayor asked the Village Clerk to read a resolution regarding appointments and reappointments to the Police Pension Board and the Economic Development Commission.

RES00 -01341 Resolution: Appointments to Boards and Commissions Sponsors: Mayor Summary of Item: This will confirm the appointment of Norm Sidler for a term expiring April 30, 2005 and reappointment of Greg Boltz for a term expiring April 30, 2006 to the Police Pension Board. This will further confirm the appointments of William Weiss and Mike Parilla for terms expiring April 30, 2006 and the reappointment of Michael Kelch for a term expiring April 30, 2006 to the Economic Development Commission.

A RESOLUTION APPOINTING AND REAPPOINTING MEMBERS TO VILLAGE BOARDS AND COMMISSIONS

RESOLUTION 2003 -64 Commissioner Sandack said that Greg Boltz has a financial background and is being reappointed to the Board. Norm Sidley just moved back to the Village. He was born and raised here, and works with a money management firm. He said that his background will serve the Board well.

The Mayor said that Commissioner Zabloudil recommended the appointment of William Weiss and Mike Parillo to the Economic Development Commission and their backgrounds will serve the EDC well. Indexes: Boards and Commissions Materials to be Placed on File

9. Manager’s Report

Manager Ginex announced the winners of the $25.00 water billing credit for signing up for the e-newsletter. He said there were 70 new subscriptions during Heritage Festival, bringing the total to about 1700 subscribers. The Mayor said people can call 434-CALL to subscribe.

The Manager said the Village Corner has moved to the Thursday edition of the Downers Grove Sun newspaper.

11.Committee Standing Reports

Public Safety Committee

Commissioner McConnell said the Public Safety Committee met this morning and was presented with an overview of the CAD system. She said that the Police and Fire Departments have better tools to do their jobs. She said that there are still reporting functions and enhancements to be reviewed.

Public Services Committee

Commissioner Tully said the Public Services Committee Local Transportation Subcommittee will meet Thursday, July 31 at 6:00 p.m. to discuss the Grove Commuter Shuttle. On August 1 at 6:00 p.m., the Public Services Committee Stormwater Utility Exploratory Subcommittee will meet to further discuss the possibility of a stormwater utility.

Finance Committee

Commissioner Sandack said the Finance Committee will next meet on August 5.

12.Council Member Reports and New Business

Commissioner Schnell said that between Naper Boulevard and the Tollway there is a lot of sidewalk construction taking place. They will have complete sidewalks in that area. She asked that staff contact those communities to see if they received any grant funding since there is so much construction taking place.

Commissioner Urban said that the downtown merchants will have their sidewalk sales beginning on Thursday of this week.

Commissioner Tully said that the Library Foundation, affiliated with the Downers Grove Public Library, will hold their first benefit at the Library. Tickets are still available. They will be auctioning off the wheelbarrow planters along Main Street at their event.
