1. Call to Order

Mayor Brian Krajewski called the regular meeting of the Village Council of the Village of Downers Grove to order at 6:30 p.m. in the Council Chambers of the Downers Grove Village Hall.

Pledge of Allegiance to the Flag

Mayor Krajewski led those present in the Pledge of Allegiance to the Flag.

2. Roll Call

Present: Commissioner Ron Sandack, Commissioner Stan Urban, Commissioner Marilyn Schnell, Commissioner Martin Tully, Commissioner Mark Zabloudil and Mayor Brian Krajewski Non Voting: Village Manager Riccardo Ginex, Village Attorney Enza Petrarca and Village Clerk April Holden

Mayor Krajewski said he would like to remind everyone present that the Council meeting is broadcast over the local FM radio station, WDGC . In addition, a tape recording and videotape of the meeting are being made using Village owned equipment. The videotape of the meeting will be used for later rebroadcast of the Council meeting over the Village cable television Channel 6.

The Council will follow the rules of conduct for this meeting as provided in Sec. 2.5 of the Downers Grove Municipal Code. These offer the public the opportunity to comment at several points in the meeting. First, immediately following approval of the minutes of the past meetings, an opportunity will be given for public comments and questions on the active agenda items for this evening’s meeting. Following this, an opportunity is given for public comments and questions on any subject. Finally, if a public hearing is scheduled for this meeting, an opportunity is given for public comments and questions related to the subject of the hearing.

The Mayor stated that at the appropriate time the presiding officers will ask if there are any comments from the public. If anyone wishes to speak, the individual should raise their hand to be recognized and, after acknowledgment from the presiding officer, approach the microphone and state their name and address. He stated that remarks be limited to five minutes, and asked that individuals refrain from making repetitive statements.

The Mayor said there are agendas located on either side of the Council Chambers, and he invited the audience to pick up an agenda and follow the progress of the Council meeting.

4. Special Presentations

Learn Not to Burn Volunteer Recognition Public Works Week

Learn Not to Burn

Marsha Giesler, Public Information Officer of the Fire Department, reported on the Learn Not to Burn program in the Village schools. She said that a contest was initiated for a home page for the Fire Department website, and all posters had to include “Building a Safer Community” as well as other requirements on the poster. She noted that the firefighters voted on the winners.

Mayor Krajewski announced the results of the contest: Honorable Mention: Hillcrest school – Mrs. Williams; Lester School – Mrs. Brenner 5th Place: Lester School – Mrs. Diehl; Avery Coonley School, 4th group 4th Place: Kingsley School – Mrs. Bodenchak 3rd Place: Marquette Manor Baptist Academy – Ms. Nicholson 2nd Place: Downers Grove Christian School – Mrs. Bennett 1st Place: Pierce Downers School – Mrs. Eagan

Volunteer Recognition

Barbara Leiber, Director of Social and Health Services Department, said she is a member of the Community Oriented Policing Team. She then introduced the team members. Ms. Leiber said it is always special for the Team to be able to recognize the work done by the volunteers. The Village is celebrating ten years of community oriented policing. Community Partners include District 99, Downers Grove Park District, Good Samaritan Hospital, YMCA , YWCA, Midwestern University, Puffer School, Goodrich School, College of DuPage, People’s Resource Center, MidAmerica Management and the Kiwanis Club. They have worked with the Village to problem solve and enhance the lives of the people living in those communities. They are honoring Team Home Depot for their unique partnership. They renovated the resource center at Autumn Grove on April 19, as well as donating and planting a tree at Arbor Park dedicated to the memory of a former Arbor Park resident manager. A video was then shown of the work done by Team Home Depot. A certificate of appreciation was awarded by the Resource Coordinators and the Mayor, and a plaque was presented to Team Home Depot in appreciation of their hard work for the community.

Mayor Krajewski thanked the volunteers and Home Depot, as well as Barbara Leiber and the Resource Coordinators.

Public Works Week

The Mayor proclaimed the week of May 18-24 as Public Works Week in the Village of Downers Grove.

Public Works Director Jack Bajor thanked the Mayor and the Council for the proclamation. He said that the Public Works Department doesn’t enter the limelight very often. Their mission is to respond to the residents’ needs. The Department is made up of 11 distinct divisions that work together. He introduced the Managers of the various divisions. Mike Millette, Assistant Director of Engineering; Jon Hall, Stormwater Engineer; Kevin Dunne, Drainage Manager; Chris Verrey, PSRT ; Bob Schiller, Assistant Director of Operations; Rich Ebel, Pavement Manager; Dorin Fera, Traffic Engineer, and Dave Conley, Water Manager.

5.Public Comments and Questions

A. Comments and Questions on Active Agenda

Anthony DiSalvo, 6339 Davane Court, said he would like the Council to assure their continued involvement in the Sievers project on Fairview. The residents want the screening elements and the setbacks to come to fruition.

Mayor Krajewski responded that the Council is involved in every project that takes place in the Village. Mr. DiSalvo asked what assurances do the residents have. They are still working with Mr. Sievers and his attorney. The Mayor said that all they are voting on now is the zoning. Once the plan is submitted it will be Workshopped and reviewed further.

ORDINANCE NO . 4504 Commissioner Tully said he believed this project is a good fit for this location. They are only dealing with the zoning at this time. This is good transitional zoning. The Council will review the specific plans at the appropriate time.

Commissioner Schnell said there will be a series of Public Hearings with further opportunity for public input.

The Mayor said that this makes sense to him as a transition for the area. He asked whether any of the other requests on Fairview could have requested R-5A. Attorney Petrarca said they could have and that would have been denser than R-3 zoning. The Mayor said that it would be good for the Council to address the land use plan further regarding other areas of the Village. ORDINANCE NO . 4506 Commissioner Tully said this project underscores why the zoning of the prior parcel makes sense. This is an appropriate zoning for the subject parcel. The zoning downscales from R-5A to R-3 to R-1. The Mayor asked what they would say if a petitioner would come in for R-5A zoning.

Commissioner Schnell said that R-5A is a small transition area, not a larger one.

The Mayor said they need to get the Future Land Use Map set as it should be for future transition areas.

Commissioner Tully said that looking at the designated zoning for the surrounding areas makes sense. He agreed that they do need to address updating the Future Land Use Plan to assure appropriate designations for the future. He feels the parcels considered this evening for rezoning make sense. 9. Manager’s Report

Manager Ginex said that the Illinois Department of Agriculture will be spraying north of 39th Street, east of Highland on May 21 for Gypsy Moths. The spray is BTK . He said that there were mailings to the area as well as information on the Village’s website. He noted there will be low flying helicopters in the area, with follow up spraying next week. 11. Committee Standing Reports

Commissioner Tully said the Local Transportation Meeting has been rescheduled to May 27, at 5:00 p.m. in the Committee Room in Village Hall.

Commissioner Zabloudil said the Finance Committee met this evening to discuss the Treasurer’s Report, as well as goals and objectives for the year. They discussed management reporting, fund balance policy and cash balance policy.

12. Council Member Reports and New Business

Commissioner Schnell congratulated Mrs. Burtzos and Ms. Bremner as Teachers of the Year. She also said that it was hard to believe that the Resource Center is already ten years old and congratulated all the people involved in the Center. It has made a difference in the community.

Commissioner Tully noted that tonight appreciation was expressed to community volunteers and Public Works. He also recognized the Downers Grove Junior Women’s Club who is assisting the Public Works Department by stenciling storm drains throughout the Village on Saturdays.

Commissioner Zabloudil suggested that the Manager contact Highland School as well as the Hospital regarding the Gypsy Moth spraying.

The Mayor congratulated and thanked the Indian Boundary YMCA on the dedication of their new skate park. This is a nice new addition to the YMCA .

Mayor Krajewski asked about the tree issue at Johnson Printers. The Manager said they have worked it out such that residents will be taking some of those trees.

The Mayor asked the staff to do a survey of the usage of the commuter lots and metered spots. He noted that the Main and Maple lot is often empty during the day.

Manager Ginex said that staff has been working with Downtown Management and has put together new maps of the parking areas.
