Mayor Brian Krajewski called the special meeting of the Village Council of the Village of Downers Grove to order at 7:15 p.m. in the Council Chambers of the Downers Grove Village Hall.

The Mayor called for a Motion waiving the one-week waiting period for new business.
Commissioner Sisul moved to waive the one-week waiting period to consider new business. Commissioner Gilbert seconded.

RES00 -00665 Resolution: Authorize Execution of a Letter of Agreement with Versar, Inc. This will authorize execution of a Letter of Agreement dated October 17, 2001 between the Village of Downers Grove and Versar, Inc. to subcontract asbestos-containing material (ACM) and lead-based paint (LPB) remediation on behalf of the Village for the existing residential structures that comprise the Landbank properties on Gilbert Avenue and Curtiss Street in Downers Grove, Illinois in a not-to-exceed figure of $125,000.00.

Commissioner Krajewski proclaimed Saturday, October 27, 2001 as Make A Difference Day in the Village of Downers Grove.
The Mayor congratulated Downers Grove North High School on the grand opening of their addition last Sunday. It was a very successful event. He noted that the school has over 500 students enrolled in its musical and theatrical programs.
The Mayor announced that on Saturday, the Rotary Club is sponsoring its window painting contest in downtown Downers Grove.
Manager Ginex recognized Police Officers Nick Curcio and Brian Johnstone for receiving an award from MADD for their participation in DUI community programs. Between the two officers they made over 70 DUI arrests in the Village.

8.Committee Standing Reports
Commissioner Gilbert said the committee will be meeting next week to review the emergency operating procedures and response to terrorism issues.
Commissioner Schnell said their committee will be meeting on November 6th.
Commissioner McConnell said they met this evening and discussed the bonds to be used in support of the automated meter reading program. They also discussed the budget process and a survey of various communities to compare the Village’s services and costs to those of surrounding areas.
Commissioner McConnell said they would like CRC to come to a meeting and talk about performance issues. In addition, they would like to have the Ogden Avenue TIF group of the EDC to meet and review their present status and anticipated needs. The Mayor asked if the Council had any opposition to the request, and there were no opposing comments.
9.Council Member Reports and New Business
Commissioner Sisul said it was the 75th anniversary of the Noon Lions Club, the oldest club in Downers Grove. They were instrumental in the formation of the Fire Department and Police Department. He has enjoyed being a part of the club, and he congratulated them on 75 years of service.
Commissioner Sisul said the Lions Club is holding its 73rd annual Halloween Parade on Sunday, October 28 at 1:00 p.m. Prizes will be awarded for the best costumes in various categories. The parade will end at Fishel Park with refreshments. He encouraged everyone to attend the event.
Commissioner Schnell said there will be a Walk-a-thon on Sunday, which is a 9.11k. She asked for community support for this event.
Commissioner McConnell said this is a busy week. There will be the second annual Character Counts Coalition meeting on Thursday from 8:00 a.m. – 4:00 p.m. at Service Master. People interested in registering should call 454-5595. The seminar will discuss the goals of the Coalition.
Commissioner McConnell also noted that there will be a Walk-a-thon on Sunday put together by the students of North High School. She said there is still time to put a team together. The goal is to raise $10,000.
Commissioner Tully said the Downers Grove Public Library is launching its new web site on October 25. Patrons will be able to access the site from outside the Library including the electronic reference materials. The web address is www.downersgrovelibrary.org, and it is hosted by North Star.net.
Commissioner Tully also noted that on Wednesday, November 7 the Downers Grove South Spanish Club will visit the Main Street cemetery at 4:00 p.m. in commemoration of the El Dia de los Muertos. The Spanish Club will carry out traditions of this Mexican holiday. He noted that Mark Harmon of the Historical Society has been very helpful to the students in preparing this event.
Manager Ginex reminded everyone that there will be a Town Meeting on November 5 to discuss concerns on biochemical terrorism. There will be representatives present from the Fire and Police Departments, Public Works, Personal Health Services, and Midwestern University to answer questions and concerns expressed.
Commissioner Sisul moved to adjourn to Executive Session pursuant to Section 2©(6) of the Open Meetings Act to consider setting a price for property. Commissioner Gilbert seconded.
