1. Call to Order

Mayor Brian Krajewski called the regular meeting of the Village Council of the Village of Downers Grove to order at 6:30 p.m. in the Council Chambers of the Downers Grove Village Hall.

6.Swearing In of Commissioners

Mayor Krajewski introduced Justice Thomas E. Callum of the Appellate Court of Illinois, Second District, to swear in the newly elected Commissioners.

Judge Callum then swore in Marilyn Schnell, Thomas Sisul, Martin Tully, and Mark Zabloudil as Commissioners of the Village of Downers Grove.

1. On, April 5, 2001 a public hearing was held by the Liquor Commission to determine whether the following liquor licenses should be revoked or suspended by reason of the alleged sale of alcoholic liquor to a person under the age of twenty-one (21) years.

The Commission recommended a one (1) day suspension and a $250 fine for the Class “B-1” liquor license issued to Kim Bo, Inc. d/b/a Bono’s of Downers Grove, 5129 S. Belmont Avenue. Mayor Krajewski said he has made his Findings and Order, and the licensee will be suspended for two (2) days beginning at 12:01 a.m. until 11:59 p.m. on May 21, 2001 and beginning at 12:01 a.m. until 11:59 p.m. on June 11, 2001.

The Commission recommended a two (2) day suspension for the Class “B-2” liquor license issued to Zahoor, Inc. d/b/a Downers Grove Food Mart, 2027 Ogden Avenue. Mayor Krajewski said the licensee will be suspended for two (2) days beginning at 12:01 a.m. until 11:59 p.m. on May 21, 2001 and beginning at 12:01 a.m. until 11:59 p.m. on June 11, 2001.

The Commission recommended a two (2) day suspension and a fine not to exceed $1,000 for the Class “B-1” liquor license issued to Fuddruckers, Inc. d/b/a Fuddruckers, 1500 Branding Lane. Mayor Krajewski said the licensee will be suspended for two (2) days beginning at 12:01 a.m. until 11:59 p.m. on May 21, 2001 and beginning at 12:01 a.m. until 11:59 p.m. on June 11, 2001 and Fuddruckers shall be fined $1,000.

The Commission recommended a two (2) day suspension for the Class “B-1” liquor license issued to CD ZA , Inc. d/b/a Mrs. T’s Pizza, 4246 Main Street. Mayor Krajewsk said the licensee will be suspended for two (2) days beginning at 12:01 a.m. until 11:59 p.m. on May 21, 2001 and beginning at 12:01 a.m. until 11:59 p.m. on June 11, 2001.

The Commission recommended a two (2) day suspension for the Class “B-2” liquor license issued to Relja Liquor & Deli, Inc. d/b/a Relja Liquor & Deli, 5109 Belmont Road. Mayor Krajewski said the licensee will be suspended for two (2) days beginning at 12:01 a.m. until 11:59 p.m. on May 20, 2001 and beginning at 12:01 a.m. until 11:59 p.m. on June 10, 2001.

The Commission recommended a one (1) day suspension for the Class “B-1” liquor license issued to Zander’s Cafe, Inc. d/b/a Zander’s Cafe, 2241 Maple Avenue. Mayor Krajewski said the licensee will be suspended for one (1) day beginning at 12:01 a.m. until 11:59 p.m. on May 29, 2001.

During these dates of suspension, no liquor may be sold from the premise.

2. PROCLAMATIONS

The Mayor declared the month of May as Motorcycle Awareness month in the Village of Downers Grove.

The Mayor declared May 11, 2001 as Childcare Providers Day in the Village of Downers Grove.

The Mayor declared May 3, 2001 as a National Day of Prayer in the Village of Downers Grove.

MOT00 -00480 Motion: Appoint Riccardo Ginex as Acting Village Manager Sponsors: Manager’s Office Summary of Item: The Mayor announced that the Council will begin its search for a new Village Manager, but needs to appoint an acting Village Manager with the departure of Manager McCurdy.

Motion to confirm appointment of Tom Sisul as Mayor Pro Tem; to confirm appointment of Marilyn Schnell and Martin Tully to the Public Works Standing Committee with Commissioner Schnell serving as Chair; to confirm appointment of Mike Gilbert and Tom Sisul to the Public Safety Standing Committee with Commissioner Gilbert serving as Chair; and to confirm appointment of Sue McConnell and Mark Zabloudil to the Finance and Administrative Standing Committee with Commissioner McConnell serving as Chair. Manager McCurdy congratulated the newly elected Commissioners, stating it was an historic night with the first meeting of a seven-member Village Council being held in Downers Grove. 12. Council Member Reports and New Business

1. Commissioner Tully said in high school he assisted with the WDGC broadcast of Village Council meetings, and twenty years later he is now a member of the Council. He stated it is an honor and privilege to serve the community as a member of the Village Council and he takes this seriously. He said these are exciting times for the Village and he looks forward to working with the Council members, staff and residents.

2. Commissioner McConnell said the Village will miss Manager McCurdy and wished him good luck. She then welcomed the new commissioners and re-elected Commissioners to the Council.

3. Commissioner Schnell thanked the community for the honor of serving the Village for four more years. She said she thinks this will be a dynamic Council and between the Council and the input of residents they should be able to accomplish great things. She encouraged the residents to attend Council meetings, and e-mail the Council with their input.

4. Commissioner Zabloudil expressed his appreciation for the support he received in the community from family, friends, and the voters who have given him the opportunity to serve the Village.

5. Commissioner Gilbert thanked Manager McCurdy for his service to the Village both personally and professionally. He joined the Village at a difficult time and will be missed. He congratulated the new Commissioners, and the re-elected Commissioners on the pay raise. He said the seven-member Council will improve the Council’s ability to do business for the Village.

Commissioner Gilbert then referred to a comment he made last week concerning the acquisition of grant funds. He received an e-mail from a resident who asked whether the Commissioner knew where the grant money came from. Commissioner Gilbert said he wanted everyone to know that he realizes the grants are funds received from taxpayers. The Council’s job is to look out for the best interests of the Village, and not necessarily change the system. He said the Council looks at the opportunities and attempts to make the best use of the money available. He understands where the money comes from and knows it is tax money.

6. Commissioner Sisul thanked his supporters and family for the support they gave to him in the recent election. He considers it an honor to serve Downers Grove, and is very pleased with the new Council. He said there will be some new approaches, and more people will be involved in the process. Commissioner Sisul also expressed appreciation for the efforts of Manager McCurdy. He showed a workbook, directed by the Manager, which was presented to the new Council members. He said the Manager introduced many initiatives to the Village, and established a good relationship with the Staff. He said the Village will miss the Manager.

7. The Mayor said that last week Station Crossing was discussed with the presentation of two proposals. The detailed packets which the Council received are at the Library with drawings also located on the Village office at Curtiss Street, east of Main Street. He said the item would be Workshopped again on May 8.

The Mayor then congratulated the residents for voting to expand the Council to seven members which he believes will be a help to the Village in the future. He congratulated the four newly elected Commissioners, and congratulated Manager McCurdy for all he accomplished in his two year tenure as Manager. He said there would be a reception following the meeting in the Committee Room to welcome the new Commissioners.
