The following areas within Village Hall limit the efficiency and effectiveness of service delivery to the public.

Serving Customers in the Lobby
Visitors experience a cramped lobby space in which to conduct business or wait for appointments at Village Hall. Discussions between customers and staff, which may involve personal information, are easily overheard by those waiting for appointments. A support beam prevents two lines from forming at the window and does not allow staff members to effectively serve more than one person at a time during peak hours.

Hosting Large Community Meetings
Groups using available public space are hampered by inflexible room layouts. The Council Chambers is the largest room but the seating and dais cannot be moved, limiting effective group discussion or activities.

Meeting with Permit Applicants
Permit applicants pursuing redevelopment of their property meet with staff either at the front counter or in the adjacent meeting room. Counters and work surfaces in these areas don't provide adequate space for displaying large sets of plans or multiple documents.

Inefficient Layout of Interior Space
The building is often described as "a maze" by visitors because of the long central hallway and feeling of uncertainty for where they are being led.

Meeting with Prospective Business Owners & Representatives
The Village frequently hosts executives that are making decisions on whether to invest in Downers Grove's business community and Village Hall struggles to convey a modern, professional image.

Two Points of Public Access
The multiple points of entry create confusion and uncertainty about where to enter the building for public meetings or voting.
