(a) Public hearings required by this Chapter shall be conducted by the Plan Commission. The Plan Commission shall control the conduct of such hearing and may establish reasonable rules and regulations including but not limited to rules and regulations governing public participation, limitations on redundant or irrelevant testimony, the presentation of information and comments, the order and length of statements or testimony, and time limitations. The hearing may be continued from time to time as directed by the Plan Commission.
(b) Notice of a public hearing will be given as provided in this section to provide reasonable information without imposing undue technical burdens on the process of deciding any petition. The Plan Commission or Village Council may waive any technical defects in the notice procedures outlined below. The fact that notice is not given in strict compliance with this section shall not invalidate, impair, or otherwise affect any such petition, the public hearing, or any decision rendered in respect thereto.
(1) Notice should be published at least once in a newspaper published in the Village, not more than 30 nor less than 15 days before the hearing. Inclusion of such notice in the weekly Village information publication commonly known as the "Village Corner" constitutes adequate publication under this section.
(2) The Village will endeavor to erect or have erected a public hearing notice sign on property that is the subject of the public hearing at least fifteen (15) days prior to the public hearing. Each such sign should measure approximately three feet by three feet, not exceed six feet in height and include the following: time, place, date, and nature of the hearing, and a telephone number to call for further information. If possible, a setback of at least five feet should be provided for each sign with at least one such sign per frontage.
(c) Once a hearing has commenced, no additional notice of any continuation of such hearing is required except as noted in the minutes of the Plan Commission.
