Parks & Playgrounds

Over the next week, caution tape will be removed from playgrounds operated by the Downers Grove Park District, Downers Grove Grade School District 58 and Community High School District 99. In addition, signage will be placed at playgrounds and basketball courts reminding visitors that social distancing is required. Parking Enforcement To Resume Downtown 

In accordance with Phase 3 of the Restore Illinois Plan, businesses in Downtown Downers Grove are making plans to reopen on Friday May 29th. Preparations are underway for an increase in activity including on-street outdoor dining. Street sweeping will occur early Thursday morning, May 28, 2020. Parking is prohibited on Village streets between 2:00 and 6:00 a.m. and enforcement will resume tonight, May 26, 2020. 

The enforcement of Downtown parking regulations has not occurred since the Stay-At-Home order was put in place. Please support businesses by parking only in the approved locations. Thank you for your assistance as we take another step toward re-opening the local economy.

DuPage County Launches Small Business Relief Grant Program 

DuPage County has created a grant program to support small businesses and independent contractors impacted by COVID-19. Choose DuPage is hosting a webinar on the program on May 15. The online grant application will be available on May 18.

Our partners at the Downers Grove Economic Development Corporation have added this program to their list of businesses resources on their COVID-19 webpage.

Governor Pritzker Announces Plan To Reopen Illinois

Governor Pritzker has announced a 5-phase plan to safely reopen Illinois as we progress through the COVID-19 Pandemic. Known as Restore Illinois, the plan is designed to provide a framework for reopening businesses, education, and recreational activities in each phase. The Village will work with State and County health officials to provide more detailed information as it becomes available.

Stay-At-Home Order Extended To May 30 

To help prevent the further spread of COVID-19 in Illinois and protect our friends, neighbors and vulnerable populations, Governor Pritzker has extended the Stay at Home Order, which began on March 21, to May 30, 2020. The new order is effective Friday, May 1, 2020 and includes the requirement that anyone over 2 years old is required to wear a mask or face covering when in a public place and unable to maintain a distance of six feet from others.

We encourage everyone to please voluntarily comply with the Governor's Order.

Main Street Lending Program

Our partners at the Downers Grove Economic Development Corporation wanted us to share some important information about the Main Street Lending Program. Did you know the Village offers a free service called Smart 911? Once you sign up, first responders will be provided with important information that will help them address your emergency. This information, including medical issues and current location, can help Police, Fire and EMS locate and help you.

When you call 9-1-1, your Profile displays on the 9-1-1 screen and call takers can view your addresses, medical information, home information, description of pets and vehicles, and emergency contacts. You can provide as much or as little information in your profile as you like. Your family's profile information is completely private and secure and is only shared with 9-1-1 dispatchers and first responders in the field when you call 9-1-1.

Paycheck Protection Program For Small Businesses

Stay-At-Home Order Extended To April 30 
To help prevent the further spread of COVID-19 in Illinois and protect our friends, neighbors and vulnerable populations, Governor Pritzker has extended the Stay at Home Order, which began on March 21, to April 30, 2020.

The health and safety of the community and staff is of the utmost importance to the Village and taking preventive steps to slow the spread of COVID-19 is a top priority. With this in mind, Village buildings will remain closed to the public until at least April 30. All essential services will continue to be provided while maintaining social distancing practices. We are committed to ensuring that we serve our community during this time. 

The Village will continue using a modified staffing and operations model intended to allow the Village to provide essential services now and in the future. Some non-essential services may be reduced during this time. We will attempt to minimize the reduction in services by using innovative approaches on a case-by-case basis. In support of the Stay at Home Order, playgrounds throughout the community have been cordoned off with caution tape and signage added to the areas and facilities that are closed.

No Changes To Garbage or Yard Waste Collection
The Village has been working with Republic Services to ensure the continued provision of all collection services during the COVID-19 crisis. There will be no changes to garbage or yard waste collection services at this time. Yard waste pickup will begin as scheduled on April 1, 2020.

Illinois Hospitality Emergency Grant Program for Hotels and Restaurants:  The Governor has announced a new $14 million grant program that aims to help small hospitality businesses during the COVID-19 crisis, providing up to $25,000 to eligible restaurants and bars, and up to $50,000 for eligible hotels. These grants are available to support working capital (like payroll and rent), job training and technology to support shifts in operations (like increased pick-up and delivery).

To The Downers Grove Community:  To help prevent the further spread of COVID-19 in Illinois and protect our friends, neighbors and vulnerable populations, Governor Pritzker adopted a Stay at Home Order, which began on March 21, 2020. It is crucial that you follow CDC recommendations for social distancing due to COVID-19. This means keeping a 6-foot distance from others. We encourage you to enjoy fresh air and outdoor recreation through dispersed recreation by participating in outdoor activities AWAY from others.

According to the Stay at Home Order, parks remain open to allow folks to walk, hike or jog. Areas designed for group activities such as playgrounds, courts and sports fields are off limits. These areas do not provide the opportunity to practice social distancing.

In support of the Stay at Home Order, playgrounds throughout the community have been cordoned off with caution tape and additional signage has been added to the areas and facilities that are closed. 

For your health and safety, the Village, Park District, District 58 and District 99 urge you to comply with the Stay at Home Order and avoid gathering at playgrounds, tennis courts, basketball courts and sports fields. Please keep in mind that every action we take as individuals during this time affects the entire community.

File A Police Report Online The Village continues to monitor and respond to the pandemic very closely.  Taking preventative steps to slow the spread of Coronavirus Disease 2019 (COVID-19) is a top priority.

During these challenging times we encourage residents to use the Downers Grove Police Departments Online Reporting System to file non-emergency police reports. This simple online system gives you the ability to submit reports to the department at your convenience, while freeing up patrol officers to answer emergency calls.

If you require a police response, please call 911.In some circumstances our officers may contact you by phone so that we can continue to practice social distancing. Please be assured that our officers are actively patrolling the streets and online reports are being reviewed on a timely basis. If you do not require a police response, you can submit reports for the following crimes through the Online Reporting System:

  • Vehicle Burglary
  • Detached Garage Burglary
  • Attempted Vehicle Theft
  • Vandalism
  • Annoying or Harassing Phone Calls
  • Lost Property Reports (in or outside Downers Grove)

Volunteer Help Needed
   Volunteer organizations throughout DuPage County are looking for some extra help. Organizations with a mission focused on housing/homelessness, food security/hunger/meal delivery and seniors are experiencing a large decrease in their regular volunteer base.

Low-Interest Loans For Small Business  On behalf of Governor Pritker's Office, Choose DuPage and our partners at the Downers Grove Economic Development Corporation (DGEDC), we wanted to share information about the low-interest Economic Injury Disaster Loans available for small businesses in Downers Grove. 

The U.S. Small Business Administration is offering low-interest federal disaster loans for working capital to small businesses suffering substantial economic injury as a result of the Coronavirus (COVID-19). Here's a link to the complete details at DGEDC.

Today, March 20, 2020, Governor Pritzker issued a Stay at Home Order, requiring all Illinois residents to stay at home, except for essential activities, beginning on Saturday, March 21 at 5:00 p.m. until the end of Tuesday, April 7, 2020. Many activities will still be allowed such as:

  • Going to grocery stores, pharmacies, medical providers, gas stations and banks, etc.
  • Picking up food from restaurants
  • Taking walks and exercising outside while practicing social distancing

The Village fully supports the Governor's actions and we call upon all Downers Grove residents to support each other and keep people safe by voluntarily complying with the order. 

Village police officers will be assisting in the implementation of this order. We ask that you do your part to not put our officers in a position to enforce. Let's all work together to help break the cycle of spread. Please keep in mind that every action we take as individuals during this time affects the entire community. Make good choices for you, your family and your community and follow the guidelines of the National, State and Village government. We have been in touch with officials from Jewel, Fresh Thyme, Shop and Save, and Aldi and they assure us that there is no need to over-buy or hoard. Supplies are in normal condition and supply chains are all functioning. Please do not hoard groceries or supplies - it puts unnecessary stress on the system we all depend on.

As we have done since the beginning of this pandemic, your Village has prioritized our residents and employee safety - that doesn't change. The Village continues to adjust in an effort to be sure the services we all depend on--law enforcement, fire protection, emergency medical services, and safe water supply all remain accessible to our residents.

Below is a summary of what the Governor's order means for you and your family:

Stay Home Except For Essential Needs

On Friday, March 20, 2020, Illinois Governor J.B. Pritzker issued a Stay at Home Order that requires residents to stay home except for essential activities. 

How long will we stay home?

This goes into effect on Saturday, March 21, 2020, at 5:00 p.m. and will remain in place until the end of Tuesday, April 7, 2020.

What can I do? 

Stay home. Everyone should stay home except to get food, care for a relative or friend, get necessary health care, or go to an essential job. It is OK to go outside for walks or bike rides if you are not in a group. Stay at least 6 feet apart when leaving your home for essential activities.

What's open?

Essential services which will remain open include:

  • Gas stations
  • Pharmacies 
  • Food: Grocery stores, food banks, convenience stores, take-out and delivery restaurants 
  • Banks

Village buildings remain closed to the public.  All essential services will continue to be provided while maintaining social distancing practices. We are committed to ensuring that we serve our community during this time.
